EARLYSVILLE PROFESSIONAL CENTER PRELIMINARY SITE PLAN
Proposal: To locate a 5 , 280 square foot office building
served by 30 parking spaces.
Acreage: 0. 865 acres ( this proposed Lot C-2 ) .
Zoning: PUD, Planned Unit Development, designated for
commercial use.
Location: Off the north side of Rt. 743 (Hydraulic Road) on
a private road (extension of the existing driveway) serving
the Earlysville Forest Commercial area. Tax Map 31B, Parcel
C. Rivanna Magisterial District.
SUMMARY AND RECOMMENDATIONS:
The Commission may recall approval of the Earlysville Forest
Commercial Area Final Plat on April 7 , 1987 . At the time of
this writing, the plat has not yet been signed. The road
plans have been approved for the internal private road,
which will intersect Earlysville Forest Drive and Rt. 743 at
the existing entrance to the Doctor' s Office. The Virginia
Department of Transportation has noted in their review of
this site plan, that sight distance to the west from the
existing entrance to Rt. 743 is periodically blocked by
vegetation on the slope. Regrading the slope and removal of
vegetation to obtain sight distance must be complete prior
to either signing the final plat or issuance of this
building permit, whichever comes first.
This proposed building will connect to the approved central
sewage system for this commercial area. The proposed
building and the existing doctor' s office will contribute a
major portion of the approved septic discharge. The present
owner of this property acknowledges the limitation
(remaining discharge capacity) to be placed on the remaining
two vacant lots of 0 . 639 and 1 . 576 acres each.
The applicant re-designed the plan to comply with
circulation concerns expressed by Planning and Engineering
staff at Site Review.
This plan will meet the requirements of the Zoning Ordinance
and staff recommends approval subject to the following:

RECOMMENDED CONDITIONS OF APPROVAL:
1. A building permit will not be issued until the
following conditions have been met:
a. Issuance of an erosion control permit;
b. County Engineering approval of grading and
drainage plans and calculations;
c. County Engineering approval of retaining wall
design;
d. Virginia Department of Transportation approval of
entrance( s) to include measures to maintain sight
distance per letter of June 11, 1987;
e. Health Department approval of construction and
connection to central sewage system;
f. Fire Officer approval;
g. Planning staff approval of landscape plan.
2 . A certificate of occupancy will not be issued until the
following condition has been met:
a. Final Fire Officer approval.
History: Earlysville Forest Planned Unit Development was
originally approved by the Board of Supervisors on April 15,
1981 ( ZMA-81-11) . The Earlysville Forest Commercial Area
Final Plat was approved by the Planning Commission on April
7, 1987 . It has not been signed yet at the time of this
writing.
Topography of Area: Moderately sloping. A stream crosses
the proposed private road extension and an area of the
parking lot.
Watershed Impoundment: North Fork Rivanna River watershed.
This site is located within the drainage area of Chris
Greene Lake. Chris Greene Lake is primarily a recreational
facility; however, it is considered to be a supplemental
water source for the public water supply intake on the North
Fork Rivanna River.
Soils: In this area is Hayesville loam. This is a deep and
well drained soil.
Comprehensive Plan Recommendation: This property is located
within the Village of Earlysville, and is recommended for

commercial land use.
Type Utilities: This property is approximately two miles
outside the Service Authority Jurisdictional Area. This
proposal will utilize the existing Earlysville Forest
central well system; a central sewage system has been
approved for this commercial area ( see also "staff
comment" ) .
Stormwater Detention: Outside stormwater detention and
runoff control areas.
Virginia Department of Transportation: "There is an existing
commercial entrance with a right turn lane serving this
property. The sight distance to the west of this entrance
is periodically blocked by vegetation and the Department
recommends that the slope be upgraded and vegetation removed
to reduce this problem. "
