TARBELL PLANNING COMMISSION: JUNE 26 , 1990 SUB-90-063 - INGLESIDE PRELIMINARY PLAT Proposal: The applicant is proposing to create t ve averaging 6.99 acres from tw6 parcels tota ing 88.4 acres. 01 The ten development lots range i size ze from 2.00 acres to 7 9.99 acres. The two remaining lots consist of 22.06 and yl/GS ' 30.22 acres. The lots are proposed to be served by public roads. Location: Property, described as Tax Map 60, Parcel,,�.__l (part of) an rcP�i "X" , is gated on the north side of _Route Garth Roasil across from the IngIecress Subdivision in the Jack Jouett Magisterial District. Character of the Area: The property consists of rolling terrain with some areas of critical slope. A majority of the erty is open pasture land with areas`of floodplain along Ivy Creek. STAFF COMMENT: The applicant is proposing to create twelve lots under conventional development which utilizes all available development rights. The main issue identified in the review of this plat is the - Road "B" u h areas o critica slope ad 'acent to Ivy Creek which is a major tri o e South Fork Rivanna Reservoir. At Station 15 the preliminary road profile indicates as much as 37 vertical feet of fill is necessary to constr e road to Vir a ar men o rans ortatio t'ca1 a ' The road is proposed to be locate approximately 300 feet from Ivy Creek and 120 felt from ; tc floodplain. The road fill slope could generate some amount of soil erosion during construction an ere is potential for this sediment to reach ivy creek. The ErOSion Control Ordinance wi require si asin which will withstand a two-year storm for the drainage area in this area of fill. Staff inion is a silt basin which meets the demand of a ten-year _ storm would prove e a more effective erosion control measure result' re er wa ersupp y pro ection. After consultation with the Watershed Management Official and Erosion Control Officer, staff recommends the following as a condition of approval: Department of Engineering issuance of an erosion control permit to include a silt basin located • downstream of the proposed culvert near Station 15+00 on Road "B" . The final plat shall not be signed until the following conditions are met: a) Department of Engineering approval of road and drainage plans and calculations; b) Department of Engineering issuance of an erosion control permit to include a silt basin located downstream of the proposed culvert near station 15+00 on road "B" . The basin shall be constructed to meet the demands of a ten-year storm; c) Department of Engineering approval of drainage easement plats; d) Virginia Department of Transportation approval of road and drainage plans and calculations; e) Dedication of right-of-way to accommodate the turn and taper lane; f) Residue strips of land on the north side of the roads shall be transferred back to Tax Map 60, Parcel 1. 2. Administrative approval of the final plat. History: SUB-87-173 - Anne H. Sanford and Mary P. Haffner Preliminary Plat - Proposal to create five lots averaging 2 . 07 acres was indefinitely deferred in December, 1987. SUB-90-082 - Ann H. Sanford Exempt Plat - Created a 88 . 40 acre lot with a residue of 133 . 23 acres and was signed May 25, 1990 . Comprehensive Plan Recommendation: Rural Areas I . Environmental Conditions: The property is located within the watersupply watershed of the South Fork Rivanna Watershed. The property is located directly adjacent to a major tributary (Ivy Creek) to the reservoir directly upstream of where it drains into the reservoir. Soils in this area consist of Ashe Loam, Buncombe Loamy Sand, Chester Loam, Cullen Loam, Hiwassee Loam, Haynesville Loam and Parker Very Stony Loam. The Chester, Cullen, Hayesville and Hiwassee soils are found on the ridges and gentle slopes. These are deep and well-drained soils. The Ashe and Parker soils are found on the steeper slopes and are very shallow to hard rock. The Buncombe soil is very sandy and found along Ivy Creek and it also floods frequently. Utilities; Fire Protection: The property is not located in the Albemarle County Service Authority jurisdictional area for water or sewer. Health Department approval has been received for drainfield locations. Runoff Control: The Engineering Department has determined that runoff control permit is not required due to the large average lot size which would not result in a development constituting more than 5% impervious coverage. Transportation: {condition of roads, V.D.O.T. , and County Engineer comments} In accordance with Virginia Department of Transportation recommendations the applicant has provided a 200 'x 200 ' right turn and taper lane. The preliminary road plans and profiles show road grades and alignments which will meet Virginia Department of Transportation subdivision street requirements. — ATTACHMENT A • 23 19A - _. 445..
