The Site Review Committee reviewed the above referenced plan/plat on
May 24, 1990. Pertinent comments from the following agencies are

plan/plat no later than 5 : 00 p.m. June 4, 1990.
No plan/plat will be scheduled for Planning Commission review until
all necessary information and items marked with ** on the comments are
submitted, in a form satisfactory to the Director of Planning and
Community Development.

Provided that you meet the stated deadline for revisions, and
the revisions are satisfactory, your plan/plat will be heard
by the Planning Commission on June 26, 1990, 7 : 30 p.m. ,
Meeting Room #7 , Second Floor, County Office Building,
401 McIntire Road. THE APPLICANT OR A REPRESENTATIVE MUST
BE PRESENT AT THE PLANNING COMMISSION MEETING.
The Planning Commission will not review plans/plats which occasion
sight distance, grading, or other easements (excluding those for
public utilities) , without evidence from the developer that permission
is obtainable. This evidence must be submitted by the revision
deadline for this item to proceed to the Planning Commission at the
above-noted date.
In such case in which the developer does not revise the plan to
include recommendations of the committee, the developer shall submit
in writing to the agent by the revision date a statement as to the
reasons and justification for not incorporating such recommendations
in the revised plan.

SITE REVIEW COMMENTS - SUB-90-063 - INGLESIDE PRELIMINARY PLAT
The following items must be addressed by the revision deadline
(June 4) in order to remain scheduled for a Planning Commission
hearing on June 26.

** till Show 100 foot building and septic setback where it exceeds
the floodplain. Note on the plat that no structures or
septic fields shall be located in the floodplain.
** Show the old road in relation to the proposed road and label
where it is asphalt and where it is simply an old road bed.
** / In relation to the above comment, the access to Lot 1
vKfr,:ll appears to be limited by critical slopes. If there is a
justification for the construction of a driveway through

these critical slopes, such as an existing road bed which
btu ��rc can be easily improved, please submit this
c.A*''i d.w•+ g- information/justification. Otherwise it seems that the area
5,0.d c,,.g. near the intersection of the two streets may be a more
suitable building site.
** �Y Because the property is in the watershed and directly
adjacent to Ivy Creek, erosion control during construction
of the road will be a major concern. Please state if you
plan on incorporating any protective measures above and
beyond what is typically required in an erosion control
plan.
** 5. We are still determining if the Recreational Facilities
Board should receive or be party to the easement on the open
space and you will be informed of our progress on this item.
** / The Zoning Department' s comments do not make any reference
oK to whether or not the 14 acres open space tract constitutes
a division right however I am seeking a specific
determination from the Zoning Administrator and County
Attorney on this issue.
** 7� The construction of this road will require nearly 40 feet of
fill on a property in the watershed. Staff recommends that
4i,a& p..:,,tryou provide evidence that no other road alignment could be
more environmentally sensitive.
** The Subdivision Ordinance states there is a mutual
responsibility between the County and the subdivider to
divide and develop land in an orderly manner in accordance
with the intent of the Comprehensive Plan. Staff still
recommends you consider a rural preservation development
which would allow you to construct less roadway and
cluster the lots without having to abide by the "kernel
rule" . A thoughtful rural preservation development may be
more in keeping with the intent of the Comprehensive Plan in
terms of environmentally sensitive development in the rural
areas.
** r Staff is considering recommending that any residue acreage
on the north side of the proposed right-of-way be
l transferred back to the Sanford property to avoid a "spite
strip" situation. Therefore, it is unlikely that the
northern property line of this plat will remain unchanged.
You should be aware that any change in the road design may
result in the need to acquire more land from the Sanford
property and the approval of the exempt plat will not vest
any interest in the design or location of the proposed road.
** While the stockpiling of dirt is a by-right use in the Rural
Areas and there is an approved erosion control plan you
should be aware that the location of this pile does not vest
any interest in the design or location of the proposed road.
** 9 A letter from the Sanfords is required by the revision
deadline stating their willingness to convey any grading
easements necessary for the construction of the road.
** 1 Note the new deed book and page reference once the exempt
plat is recorded.
** 13 . Street names should be labeled at this time, please check
tie with Jan Sprinkle to insure your proposed names are
bs c w/F,Nm..approvable.
** The Health Department' s approval of the soil scientist' s
report is required by the revision deadline. Please provide
me with one copy of the soil study.
** V Show the building sites and septic field locations for each
lot.
** Although it doesn' t appear it will be necessary, any septic
N/A. fields on slopes of 20% or greater requires a waiver of
Section 4 .2 . 4 . 2.
** Show the turn and taper lane and right-of-way dedication in
accordance with the Virginia Department of Transportation' s
comments.
** State on the plat that all lots shall enter onto internal
/ roads only.
** 1'. Review all comments of the other departments carefully and
specifically address the comments of Peyton Robertson the
Watershed Management Official.
** 2.0: Submit an 11" x 17" copy of the revised plat.

1) SUB-90-063 - Ingleside Preliminary Plat
With the large average lot size and open space proposed, we do not
anticipate that a runoff control permit will be required for the
project. The preliminary road plans and profiles show road grades
and alignments which will meet VDOT subdivision street
requirements. Survey datum and benchmark reference must be shown
on a preliminary plat. The following note should be added: "a 30 '
drainage easement will be dedicated to public use over all streams
and drainage courses within this subdivision." Provision for
access to the residue parcel over the proposed public road should
be required. "Spite strips" are specifically prohibited in the
Subdivision Ordinance.
Recommend approval subject to:
a) Department of Engineering approval of road and drainage plans
and calculations.
b) Department of Engineering issuance of an erosion control
permit.
c) V.D.O.T. approval of road and drainage plans and calculations.

Dear Mr. Tarbell:
The following are our comments:
1. Ingleside Preliminary Plat, Route 601 - A minimum 550' of sight distance is
required for this street entrance. The Department recommends a minimum 12' wide,
200' x 200' right turn and taper lane. The dedication of additional right of way is
required to accommodate the typical section along Route 601. A minimum 30 mph
design is required. The Department recommends all entrances access the new internal
roadway. The Department needs additional information on the development rights of
the residue for the ultimate sizing of the road. The Department will need to review
and approve road and drainage plans.
2. University Heights Phase II Preliminary Site Plan, Route 250 W. - Enters onto
private road which has adequate entrance onto Route 250.

SUB-90-063 - Ingleside Preliminary Plat - Soils in this area
consist of Ashe Loam, Buncombe Loamy Sand, Chester Loam,
Cullen Loam, Hiwassee Loam, Hayesville Loam and Parker Very
Stony Loam. The Chester , Cullen, Hayesville and Hiwassee
soils are found on the ridges and gentle slopes . These are
deep and well-drained soils . The Ashe and Parker soils are
found on the steeper slopes and are very shallow to hard
rock . The Buncombe soil is very sandy and found along Ivy
Creek. It also floods frequently.
SDP-90-041 - University Heights Phase II Preliminary Site
Plan - Soils in this area consist of Albemarle Fine Sandy
Loam, Culpeper Fine Sandy Loam and Hazel Very Stony Loam.
The Albemarle and Culpeper soils are well-drained with hard
rock at 40 inches . The Hazel soil is well-drained with hard
rock at 20 inches . These soils are also very erosive .

SDP-90-045 - The Meadowlands Final Site Plan - Soils in this
area consist of Braddock Loam, Hayesville Loam and Ashe
Loam. The Braddock and Hayesville soil are deep and well-
drained. The Ashe is shallow to hard rock and usually found
on steeper slopes .

Item 1: Ingleside Preliminary Plat - McKee/Carson, May 7 , 1990

Watershed Boundaries:
o South Fork Rivanna River Watershed
o South Fork Rivanna Reservoir Subwatershed
o Ivy Creek Basin
o Ivy Creek Subbasin
Comments:
o This project lies within the water supply watershed of
the South Fork Rivanna Watershed as noted on the plan.
o Concerns of this office relate to the proximity of this
project to a major tributary (Ivy Creek) to the
reservoir directly upstream of where it drains into the
reservoir.
o The amount of fill required for the access road appears
to create severe slope and cause potential erosion
problems for the swale down to Ivy Creek. There is not
a great deal of area to work with between the fill and
the actual stream. Erosion control measures should be
utilized which are proven effective and do not have the
potential for failure.
o The applicant should review the requirements of the
Virginia Dam Safety regulations to insure that the
existing lake meets liability provisions and that the

new fill will not impact the existing situation. Dams
in excess of 25 feet in height require inspection.
o The 100 foot septic and building setback should be
shown for all waters on the property, including the
lake. The setback should also be shown on the open
space portion of each parcel .
o Restrictions on the activities allowed in the open
space should require the preservation of a 100 foot
buffer of natural, undisturbed vegetation along the
banks of Ivy Creek. Limited cutting of trees within
the open space should be allowed only to remove dead or
dying vegetation and not for the purpose of forestry
harvesting. Access trails should be graded along
contours and include water bars for erosion control .
o Location of building sites should be shown to insure
that adequate septic fields can be located on each of
the parcels. Severe slope on this property poses a
number of constraints for development and should be
considered in developing individual lots. Access to
parcel 1 off of Road "A" appears to be problematic as a
result of slope.
Item 2 : University Heights Phase II Preliminary Site Plan
Comments:
o This project does not lie within the boundaries of a
water supply watershed.
o I have no additional comments on this plan.
