Goldenberg Hilton Garden Inn-Charlottesville, Virginia 1600 North Coalter Street, Suite 17B Staunton, VA 24401 RE: Hilton Garden Inn Tax Map 78, Parcel 20B SDP-2005-30 Dear Mr. Goldenberg: I have reviewed the referenced site plan and your letter of June 6, 2005 in which you propose a shared parking arrangement for the Hilton Garden Inn project. I approve the request with two conditions set forth below. The basis for this approval follows. Your letter specifies a 124 square foot hotel with a 1,738 square foot conference center and a 930 square foot restaurant. The 124 room hotel requires 124 parking spaces. The 1,738 square foot conference center requires 23 parking spaces and the 930 square foot restaurant requires 13 spaces for a total of 159 spaces. There is a deficit of 23 parking spaces on the Parcel 20B. You have proposed a shared parking arrangement with Peter Jefferson Place 1, located adjacent to the Hilton Garden Inn site on Parcel 31 C. PJP 1 is developed with an office building and 377 parking spaces. The 83,088-square foot building requires 333 parking spaces. This site has a surplus of 44 parking spaces. This request meets the criteria provided in Section 4.12.10. The hotel use and the office use typically experience different peak demand times. There is never a deficit of spaces in the aggregate because the surplus on Parcel 31 C exceeds the deficit on parcel 20B. This request meets the provisions of Section 4.12.8 (d) because the two parking areas are not separated by a major road. In fact, the path connecting the parking areas of the two parcels allows pedestrians to avoid the main asphalt driveway when walking from the PJP 1 parking lot to the Hilton Gardens Inn entrance. This approval is subject to two conditions. 1. The site plan must be revised to indicate the conference center contains 1,738 square feet and the restaurant contains 903 square feet. 2. An instrument assuring the continuation of the shared offsite parking must be submitted, approved and recorded in accord with Section 4.12.8 (e). Scott A. In response to: [32.5.6(b)]Submittal a parking study and request to modify the required parking in accordance with Section 4.12.2(c)(2), subject to the approval of the Zoning Administrator. Our calculations of the minimum number of required parking spaces for the Hilton Garden Inn at Peter Jefferson Place in accordance with Section 4.12.6 are as follows: • Proposed 124 room hotel would require 124 parking spaces. • Proposed meeting/conference space of 1738 square feet would require 24 parking spaces. • Proposed restaurant/dining area of 930 square feet would require 13 parking spaces. According to these calculations, the total number of required parking spaces under Section 4.12.6 for our proposed Hilton Garden Inn would be 161 parking spaces. Currently, our Final Site Plan shows 136 parking spaces, leaving us 25 parking spaces short. We are asking, under Section 4.12.8-Alternatives Available to Provide Minimum Number of Parking Spaces, that we be allowed to share parking with Peter Jefferson Place Building I (PJP I). PJP I has 44 parking spaces over the required minimum parking requirements calculated under Section 4.12.6: Gross floor area of building- 83,088 Minimum parking requirement: 80%of 83,088/200 = 333 Parking provided: 377 spaces Excess parking=377 - 333 =44 spaces Section 4.12.8(a)provides shared parking as a type of alternative available for meeting minimum parking spaces. Section 4.12.8(b) allows for the combination of shared and on- site parking attaining the minimum number of required parking spaces. Combining PJP I's 44 additional spaces with the hotel's 136 parking spaces would provide 180 parking spaces, well above our minimum needed of 161 spaces. Section 4.12.8(c) requires a provision of means for safe movement to shared parking spaces. As shown on our final site plan,we will be providing a new path from our parking area to PJP I in order for our customers to safely access the shared parking lot. The shared parking lot at PJP I is not separated from use by a major road as required under Section 4.12.8(d). Under Section 4.12.8(e), we will be submitting a written instrument, courtesy of Worrell Land and Development Company, assuring the continuation of the off-site parking. Lastly,the Hilton Garden Inn and Peter Jefferson Place I,both fall under the county's definition of shared parking under Section 4.12.10. They are located on the same or nearby lots and have peak parking demands at different times of the day. I hope this answers your concerns about parking in [32.5.6(b)].
