Please review and confirm approval of LOR # 1. 1. [Comment] There are 11 changes specified in the request letter, however only 8 of those are shown in modified site plan sheets. Address the following: • Provide all site plan sheets that are necessary in order to show all changes requested. • Have clouds for, and a list of, the changes shown on each sheet. • Request #8 is shown on the provided sheet, and a label specifies it, but it is not yet listed in the numbered list at the bottom of the page and no cloud is shown. Include it in the list and add a cloud. RESPONSE: Items #8 is added to the list at the bottom of the sheet. ALSO Item #9 is added as Bldg 2 & 13 footprint adjusted by 2 It along the rear. Chart is revised & noted Item 9 ( Minor sf adiustment and does not exceed limit on footprint) 2. [32.5.21 Address the following: • Request #6 for revised building footprints and unit types also needs to be updated in the chart on the left side of sheet C2-01. RESPONSE: Chart on C2-01 is revised. The approved Carpinus betulus are located adjacent to parking are access ways in the approved minor site plan amendment, and are meeting the parking lot tree requirement. Landscaping within parking areas is required to include large or medium shade trees. Therefore the Carpinus caroliniana does not meet this requirement and cannot be substituted for the Carpinus betulus as parking area trees. Revise the request in provide a large or medium shade tree replacement for the Carpinus betulus in order to continue to meet all landscaping requirements. still increased from 1593sfto 2590sf. These changes noted & clouded Sheet C6-01. • It appears that Juniperus "Grey Owl' and Juniperus "Pfttz Compacta" do not reach the same mature height as the Ilex glabria "Shamrock". Their mature growth may only reach the height needed at the time of planting if the shrubs are utilized for screening. At least a portion of the Ilex glabria are utilized for screening the parking areas and dumpsters. Ensure that all shrubs used for screening will meet the minimum height at planting. RESPONSE: The substitution is revised to be Juniperus pfitzeriana "Sea Green" in lieu of Ilex glabria "Shamrock". Change noted as Item 10 on Site Landscaping Plant Schedule. • Since two species are being specified to replace the Ilex glabria "Shamrock" ensure that the different species are clearly labeled, represented with different symbols in the layout, and have separate lines in the Site Landscape Plant Schedule on the Landscape Plan sheet C6-01. Ensure that the "Compacts" species is not utilized for screening. 5. [Comment] The LOR submission has been reviewed by Engineering and Fire Rescue for their review. Attached please their comments. ENGINEERING: NO COMMENT W1-1U Fire Rescue has no objections to the letter of revision as long as the dimensions of the secondary emergency egress are not being impacted. If these are being reduced you will need to contact the fire marshal's office to discuss prior to approval. RESPONSE: There is no impact to the secondary emergencgress. Albemarle County General Construction Notes for Private Roads 1. Prior to any construction within any existing public right-of-way, including connection to any existing road, a permit shall be obtained from the Virginia Department of Transportation (VDOT). This plan as drawn may not accurately refledthe requirements of the permit. Where any discrepancies occur the requirements of the permit shall govern. 2. Construction inspection of all proposed roads within the development will be made by the County. The contractor must notify the Department of Engineering (296-5861) 48 hours in advance of the start of construction. 3. All materials and construction methods shall conform to current specifications and standards of VDOT. All excavation for underground pipe installation must comply with OSHA Standards forthe Construction Industry (29 CFR Part1g26). 4. Erosion and siltation control measures shall be provided in accordance with the approved erosion control plan and must be installed prior to any clearing, grading or other construction. 5. Upon completion of fine grading and preparation of the roadbed subgrade, the contractor shall have CBR tests performed on the subgrade soil. Three (3) copies of the test results shall be submitted to the County. If a subgrade soil CBR of io or greater is not obtainable, a revised pavement design shall be made bythe design engineer and submitted with the test results for approval. 6. All slopes and disturbed areas are to be fertilized, seeded and mulched. The maximum allowable slope is 2:1 (horizontal:vertical). Where reasonably obtainable, lesser slopes of 4 :1 or better are to be achieved. A minimum clear zone of eight (8) feet from the edge of pavement shall be maintained on all residential subdivision streets. 13. Compliance with the minimum pavement width, shoulder width and ditch sections, as shown on the typical pavement section detail, shall be strictly adhered to. Exceptions will not be allowed. 14. Upon completion of the roadway construction, street name signs shall be installed by the developer at all street intersections. Signs and their installation shall conform to "Albemarle County Street Name Sign Requirements". The developer shall be responsible for maintenance of signs until roads have been accepted. 15. Road plan approval is subject to final subdivision plat validation. Should the final plat forthis project expire priorto signing and recordation, then approval of these plans shall be null and void. 16. Traffic control or other regulatory signs or barricades shall be installed by the developer when, in the opinion of the Director of Engineering, or the Director=s designee, they are deemed necessary in order to provide safe and convenient access.
