Gas Utilities
1. My only questions is if the gas service line that is going to 490 Hillsdale would potholes and whether or not it is
shown on the profiles to not be in conflict with the entrance to WAWA. I saw on the plans that the contractor is to
field verify the depth of the line. I was just curious if we have more information as to whether or not it will need to
be relocated during construction. Other than that I do not have any comments for the site.
Response: A profile has been provided on sheet CU-501 that has been created from field test pits over
the existing gas lateral. Based on the results, no conflict is anticipated with the existing lateral and it can
remain in service throughout construction. Notes have been added for the contractor to contact Kimley-
Horn if field conditions vary from the construction plans.
ACSA
Sheet CU-101:
1. Show 6" GV for tapping sleeve and valve.
Response: A gate valve has been added and called out.
2. Show 4" GV to meter vault.
Response: A gate valve has been added and called out.
3. Ensure proposed sewer lateral enters the existing manhole at a minimum angle of 90 degrees.
Response: A label has been added to ensure a 90 degree connection at the existing manhole.

2. Has the fire department advised if a second hydrant would be required to serve the site?
Response: Per email and phone conversations with Howard Lagomarsino on 09/20/2021, only one new
hydrant is proposed with this development. The existing hydrants along Greenbrier Drive and Seminole
Trail will provided the required additional fire flow coverage to service the site.

1. VDH still needs to send in their comments but they did have "no objection' to the initial plans so that is a good
sign.
Response: No comments have been received at the time of this submission.

1. Move the fire hydrant and water meter to a less visible location and add landscaping to provide more complete
screening/integ ration.
Response: Per confirmations at the ARB meeting on 11/15/2021, the hydrant remains were previously
proposed. Additional landscape plantings have been provided around the hydrant to aid in screening the
hydrant from the public right-of-way.
2. Revise the photometric plan using an LLF of 1.0 for all fixtures.
Response: The LLF has been updated to 1.0 for all fixtures as requested.
3. Revise the finish for the parking lot lights (poles and fixtures) to bronze.
Response: The parking lot lights have been updated to have a bronze finish as requested.
4. Add a street tree along Greenbrier west of the monument sign and add shrubs between Greenbrier and the 8-
space parking row.
Response: Shrubs have been provided between the 8 parking spaces and Greenbrier Dr. An additional
tree has been provided along Greenbrier Dr., just west of the monument sign, in order not to block the
visibility of the sign from Greenbrier Dr.
5. Add landscaping between the Greenbrier sidewalk and the new path connecting the sidewalk to the parking lot
to compensate for the lack of trees in other required locations.
Response: Low-level plantings have been provided on both sides of the new sidewalk.
6. Provide additional low- level planting along the Rt. 29 and Greenbrier frontages to offset visual impacts,
compensate for smaller trees and help establish an overall coordinated landscape.
Response: Additional low-level plantings have been provided along Route 29 and Greenbrier Drive.
7. Revise the Luminaire Location Summary to correspond to the 22' 11" maximum canopy height and make other
corresponding corrections as necessary, while maintaining a maximum of 30 fc under the canopy.

Plannina
1. [Comment] Project number. Now that the initial site plan has been assigned a project number, please include
the number — SDP202100027 — in the title/heading of the Cover Sheet as well as a place holder for the final site
plan project number. Add the final site plan project number "SDP202100073" in front of "Final Site Plan For"
on the top of the Cover Sheet. Add "Initial Site Plan" in front of the reference to SDP202100027.
Response: The plan numbers have been updated as requested.
2. [32.5.2(b)] Parking schedule. On the Cover Sheet, provide the calculation that was used to determine the number
of required parking spaces for this plan. (Note: Per Albemarle County Code, an appropriate scheduled use for this
development is 'Retail use not otherwise identified" which requires one space per 100 square feet of retail sales
area for the first 5,000 square feet and one space per each 200 square feet of retail sales area above 5,000 square
feet. Retail sales areas is defined as 80% of the gross floor area.)
3. [32.5.2(n), 4.12.4] Shared parking. The site plan notes that the 20 parking spaces in the small parking area at
the rear of the property will be created for the benefit of TMP 61 W-02-26. Please be aware that, per Sec. 4.12.4(a),
County Code does not allow the number of proposed parking spaces to exceed the number of required spaces by
more than 20 percent. The current site plan exceeds the number of required spaces by 41.7%. It may be possible
to provide the desired parking schedule through a shared parking agreement. Staff recommends following up with
the Zoning Division to see if this may be an option.
a. [4.12] This comment has not been addressed. Please provide additional evidence to be
reviewed by the Zoning Administrator stating the need forthis overflow parking area.
Provide shared parking agreements between all applicable parties. Provide safe and
convenient access via sidewalk or other means of access to and from the parcel who
will be sharing this parking. Include a label that references applicable shared parking
agreement and include which tax map and parcel number enjoys the use of these
parking spaces on Sheet CS-101.
Response: A note has been added to sheet CS-101 as requested. An ADA path has been provided to the
peripheral parking lot to allow for safe access to the neighboring parcel by use of the Greenbrier Drive
right-of-way sidewalk along the parcel frontage. The shared parking agreement between the property
owners will be provided prior to plan approval.
4. [32.5.2(n), 4.17] Outdoor lighting. Please refer to comments provided by the ARB reviewer below (comments
#6-12, specifically) concerning outdoor lighting.
5. [Comment] Landscaping. Please refer to comments provided by City of Charlottesville Department of Public
Utilities and ARB, below, regarding landscaping and plantings.
6. [Comment] Grading. Please refer to comments provided by City of Charlottesville Department of Public Utilities
regarding proposed grading over existing gas lines.
7. [4.12.18] Loading zone. A loading space is not required for this development, per 4.12.13, since the building is
less than 8,OOOsf. However, a loading zone is shown on the site plan. County Code Sec. 4.12.18 requires loading
spaces to be a minimum of 12 feet in width, 14'% feet in clearance height and a length sufficient to accommodate
the largest delivery trucks serving the establishment, but providing no less than 25 feet in length. Please be
aware, that code section also requires the loading space to be designed in such a way that no part of any vehicle
will extend into a driveway or aisle space. Please revise the loading zone shown on the site plan to align with
these ordinance requirements.

8. [32.5.2(n)] Fuel stations and pumps. On the Cover Sheet, please edit the "WAWA Information' notes to clearly
state the number of fuel stations and pumps being proposed by this project.
9. [32.5.2(q)] Traffic generation. Provide expected traffic generation information, if not provided already.
10. [32.5.2(i), 32.5.2(m)] Vehicular travelways. In addition to the comments provided by Engineering and VDOT
reviewers, below, please also show the distance to the centerline of the nearest existing street intersection from
the proposed ingress and egress points.
11. [4.12.19] Dumpster pad. The regulations for dumpster pads require the concrete pad to extend at least eight
feet beyond the front of the dumpster. Please revise the plan to demonstrate that this minimum design
requirement is being met. This could be done with a distance label on the site plan.
12. [32.5.2(n)] Monument signs. Remove all depictions and notes regarding monument signs. Those signs are
reviewed through a separate application and permitting process.
13. [32.5.2(a)] Zoning. Include in the zoning notes that this property is subject to special use permit SP1991-
00069 and its conditions. State the conditions of approval in the notes. See reference document attached.
14. [32.5.2(a)] Setbacks. Revise the setback notes to reflect the following:
a. Front: 10ft minimum; no maximum
b. Side and Rear: none
15. [32.5.2(f)] Water supply watershed. In the Site Statistics notes on the Cover Sheet, provide a note to indicate
whether the site is located within a water supply watershed.
16. [32.5.1(c)] Boundary line. If not given already, please provide the curve data for the curved boundary line at
the northernmost property corner.
17. [32.7.9.4(c)] Existing landscape features. On the Existing Conditions sheet, identify whether exiting
tree/vegetated areas are composed of evergreen, deciduous, or a mix of tree types. Also please provide a label
for the existing tree line symbology.
18. [32.5.2(n)] Building footprint. Provide length and width dimensions for the proposed building footprint.
19. [32.5.2(a)] Scales. With the scales on each plan map sheet, please include a " 1 in = "label.
20. [32.5.2(a)] Abutting parcel information. Provide the present uses for all parcels that abut the subject property.
21. [32.5.2(i)] Easement plat. Please be aware, prior to approval of a final site plan for this development, an
easement plat for new, required easements will need to be submitted, approved, and recorded. Comment
stands.
Response: Acknowledged. An easement plat will be submitted and recorded under separate cover prior
to plan approval.
Final Site Plan Review
1. [32.6.2] Please remove the SWM/E&S Sheets from this Site Plan. See Engineering comments for more
information. Revise the sheet index and total number of sheets count on the cover sheet accordingly.
Response: The SWM and E&S sheets have been removed from the Final Site Plan.

2. [General Comment] Please add a date of revision.
Response: A Site Plan Review Status block has been added to the cover sheet.
3. [32.6.2(k) and 4.17] Lighting. Please revise the Lighting Plan to incorporate a LLF of 1.0. The spillover of
lighting from luminaires onto public roads shall not exceed one-half foot
candle. ARB may provide additional lighting comments that need to be addressed prior to final site plan approval.
Response: The lighting plan has been updated to incorporate a LLF of 1.0 as requested. The spillover of
lighting onto public roads has been updated to not exceed one-half foot as requested.
4. [32.7.9.5(d)] The Zoning Ordinance provides that one large street tree is required for every 50 feet of street
frontage or one medium street tree for every 40 feet of street frontage along Greenbrier Drive and Seminole Trail.
a. Unless required by ARB, the requirements for the amount of street trees along Greenbrier Drive are
much less than the suggested 7 street trees. The linear frontage is only the distance the property
abuts Greenbrier. The full 352 If of the property is partially buffered by TMP 61 W-02-2B.
b. Unless required by the ARB, correct the calculations provided on the Planting Plan (Sheet CPA 01)
for Seminole Trail to correctly say one large tree per 50 If instead of one per 35 If.
Response: Noted. Buffer has been provided and coordinated through the ARB approval process.
5. [32.7.9.4(a)] It appears "Quercuz x warei (QW)" is not a tree listed on the Albemarle County Approved Plant
List.
a. Please provide landscaping that is reflected on the Albemarle County Recommended Plant List
which can be found here.
Response: Regal Prince Oak has been replaced with Ginkgo Biloba `Princeton Sentry'.
Additional Reviewer Comments
Albemarle County Engineering Services — Emily Cox, ecox2no.albemarle.org — Requested Changes
(10/12/2021).
1. The VSMP plan WPO202100049 must be approved before this final site plan can be approved
Response: Acknowledged.
2. An easement plat must be submitted and recorded before the final site plan can be approved. The easement
plat will need SWIM and drainage deeds which the County will provide when that plat is ready for recordation.
Response: Acknowledged.
3.[CA-100] This plan is SDP202100073. Please revise and remove the old initial site plan number.
Response: The Final Site Plan number has been added to the header on the cover sheet.
4. Please remove sheets that apply to VSMP plan such as E&S and SWIM. They will not be reviewed with this
plan. The required contents of a final site plan can be found here.
Response: The SWIM and E&S sheets have been removed from the Final Site Plan.
5. [CG-101] Maximum slope allowed is 2:1. Grading appears to exceed this in a few places.
Response: Acknowledged. Where proposed slopes approach 2:1, labels have been added labels to show
compliance. See sheet CG-101. Additional ground covers have been provided on sheet CP-101 to
provide additional support where steep slopes are proposed.
6. [CG-101 ] Please check 2:1 and 3:1 labels. Slope appears to be steeper than 3:1 where it is labeled as 3:1.
Response: Labels have been added and backchecked to ensure accuracy. See sheet CG-101.
7. Ensure landscaping that can withstand steep slopes is specified for the slopes steeper than 3:1.

8. Ensure all proposed easements are shown. This includes a SWM facility easement around the SWM facility.
This is separate from the public drainage easement around the out fall from the facility.
Response: A SWM Facility easement has been added and labeled around the SWM facility. See sheet CS-
101 and CG-101.
9. Do you have permission to grade off site? It appears you are doing work on parcel 061 WO-02-00-002BO.
Response: A permission statement from the adjacent owner will be provided prior to plan approval.
10. Per county code 18-4.12.17.a, vehicle access aisles that are not adjacent to parking spaces, shall not exceed
a grade of ten percent. The entrance off Greenbrier Dr. appears to exceed 10%.
Response: This site in constrained by several factors including, existing elevations and utilities that
require a steeper access entrance off of Greenbrier Drive. A waiver has been submitted to allow design
to be increased beyond the 10% County maximum.
11. Parking areas should not exceed 5% grade anywhere, in any direction.
Response: Parking areas have been revised to ensure less than 5% grade in all directions. See sheet CG-
101.
12. Please show DEQ approval of remedial activities for the leaking underground storage tank and show any
necessary notes on the plan for the contractor.
Response: The approval will be provided prior to plan approval.
13. Minimum slope of storm pipes is 0.5%. Please revise the 0.10% slope.

Response: The SWM facility has been relocated away from the Greenbrier entrance. The SWM control
structure has also been relocated away from the Greenbrier entrance. In order to outfall the site towards
Greenbrier Drive, structure 100 remains within the middle of the travel way to avoid existing gas mains
and proposed storm structures.
Building Inspections
Add the following note to the Utility notes on page CA-101:
a. All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA
performs any testing and inspections of the public sewer and water main(s). The Albemarle
County Building Inspections Department (ACBID) does a visual inspection and witnesses the
testing of the building drain, water service pipe and the sprinkler lead-in connection. The
developer/contractor is responsible to retain a Special Inspector as outlined in the updated
Albemarle County Policy for Site Utilities to perform the visual inspection and testing of all utilities
not covered by the ACSA or ACBID. This includes building sewers, water and fire line branches
between the main and the meter(s)/building(s). The Special Inspector's report must be submitted
and approved by the Albemarle County Engineering Department prior to a Certificate of
Occupancy being issued.
Response: The note has been added to sheet CA-101.

2. Three accessible parking spaces are needed per the VA USBC.
Response: Two accessible spaces are provided as required for parking lots less than 50 spaces. The
additional 20 spaces in the peripheral parking lot on the east side of the property are proposed as part of
a shared parking agreement between the two property owners. It is the engineers understanding that the
peripheral parking lot will not count towards onsite ADA requirements for the Wawa development.
VSMP
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a
PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. SWPPP was not provided. Please provide a SWPPP. Use the following template:

Response: A SWPPP has been included in this submittal as requested.
B. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17-404.
1. Ensure the PPP [Sheet CE-101] is inserted in the SWPPP.
Response: The PPP will be inserted in the SWPPP once plan approval is received.
C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is
disapproved, and the reasons are provided in the comments below. The stormwater management plan content
requirements can be found in County Code section 17-403.
1. Stormwater management agreement must be recorded before this plan can be approved. Please contact Ana
Kilmer [akilmer@albemarle.org 434-296-5832 ext3246] to complete this process.
Response: Acknowledged. This will be provided prior to plan approval.
2. Nutrient credits must be purchased before this plan can be approved. Please contact Ana Kilmer

Response: The SWM facility is an R-Tank system. The system is currently under design by ACF and
more detailed specifications will be provided with the next submission.
13. [CG-201] Please clarify drainage areas and lines on the plan. Also, please clarify the
bypass labels. Is there some area that does not flow to structure 98, your ultimate analysis point? If so, you must
show compliance with channel and flood protection for those areas. Also, your narrative mentions offsite
drainage, but does now show it on the plan.
Response: The narrative on sheet CG-201 has been revised. No offsite drainage areas enter onto the
property or underground detention system. The underground detention system proposed onsite outfalls
through Control Structure 100A and ultimately ties into the existing stormwater conveyance system at
structure 97. Drainage areas with a "DETENTION" label are areas that reach the underground system. As
shown in the SWM calculations provided on sheet CG-503, there are areas within the limits of
disturbance that do not flow towards the underground detention system. The system is sized to over
detain the onsite flows to offset the "BYPASS" flows that leave the site. The post -development flows are
reduced to the level required by the pre -development flows. See summary table that is provided on sheet
CG-201.
D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is
approved/disapproved, and the reasons are provided in the comments below. The erosion control plan content
requirements can be found in County Code section 17-402.
1. Please provide a paved wash rack per the detail on page 8 of the County Design Standards Manual:

wash rack.
Response: The paved wash rack detail has been provided on page ES-501. A settlement area has been
shown on sheet CE-101.

2. Please show dust control as well as temporary and permanent seeding symbols on all E&S sheets.
Response: Dust control and temporary/permanent seeding labels have been added to CE-101 and CE-
102.

Response: Silt fence has been added to the referenced area. See sheets CE-101 and CE-102.

9. Please ensure you are addressing all runoff to the site. Is there any drainage coming from the parcel to the
south? There are not sufficient contours on this plan to tell, however county GIS shows some offsite water may
be draining to this site. This may affect drainage area to the trap, etc.
Response: We have provided a drainage area map on sheet CG-203 that depicts a portion of the property
to the south that flows towards the existing inlet on Seminole Trail. Based on field run topo information,
the remaining area along the shared property line does not flow onsite the project site and it has
therefore been excluded from the SWM design and calculations.
10. The side slopes of the dry storage and embankment of the sediment trap should be 2:1 or
flatter. Plans currently show 1:1.
Response: Side slopes have been added to the sediment trap on sheet CE-101 to ensure slopes no
steeper than 2:1.

11. What is the purpose of this excavation shown below? Can it be part of the overall sediment trap?
Response: The ultimate condition storm pipes are intended to be used to outfall the sediment trap to the
existing stormwater conveyance system that continues down Greenbrier drive. Due to the depth of the
proposed pipe relative to the existing ground surface in the area, the pipe outfall is shown separately
from the trap itself.

12. Please ensure all sediment trap requirements in VESCH 3.13 are met. Embankment width, weir length, etc.
Response: The proposed sediment trap meets the requirements of the VESCH detail 3.13. Additional
