(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [General Comment] The final site plan for Rivanna Village Phase 213 must be approved prior to approval of this final subdivision plat. Additional comments may be provided on the subdivision plat based on the final layout and design of the approved site plan. 2. [General Comment] The final plat for Rivanna Village Phase 2A must be approved and recorded prior to final approval of this plat. 3. [General Comment] There appear to be several "I" lots missing. Clarify where those lots are. Are they proposed to eventually be located in the "residue' parcel? 4. [34-302(A)4; 14-302(A)5] Ensure all the easements that were approved with the easement plat SUB2021-00057 are identified with the appropriate deed book and page numbers on this plat. 5. [14-302(A)3] Cattail Court needs to be identified as a private street, and meet private street standards, in order to provide frontage for those parcels in Block G. 6. [34-302(A)11] Provide the deed book and page number for the plat that created existing parcel 93A1-4R1. 7. [34-302(A)14; 14-427] The community park should be "reserved" for Albemarle County, not "dedicated" at this time. See comments from Parks and Rec for more information. Also, break out the acreage of the community park from the other open space areas in the table on the cover sheet, as the community park will be publicly owned in the future, while the other open space areas will remain privately owned. 8. [14-302(B)1] Provide the date of last revision of the plat on all future submittals. 9. [14-302(B)10] Lots cannot be located within the stream buffer. Remove the lots from the stream buffer, or provide information where an exception was granted allowing the lots to be located within the buffer. (Lots J34-J38 and Lot J48.) 10. [14-317] Identify who will own and be responsible for the proposed private right-of-way in Block G, as well as the open spaces not reserved for the County (Open Spaces A-H). HOA documents that comply with the requirements of 14-317 must be provided to County staff for review and approval prior to the approval of this plat. These documents will then need to be recorded along with the subdivision plat once everything has been granted final approval. Albemarle County Building Inspections Betty Slough, bslou¢h0albemarle.org - Requested changes; see comments below Add the following note to the general notes page: Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height require a stamped engineered design also. Walls require inspections as outlined in the USBC. Add the following note to the general notes page: Where the flood level rims of plumbing fixtures are below the elevation of the manhole cover of the next upstream manhole in the public sewer, the fixtures shall be protected by a backwater valve installed in the building drain, branch of the building drain or horizontal branch serving such fixtures. Plumbing fixtures having flood level rims above the elevation of the manhole cover of the next upstream manhole in the public sewer shall not discharge through a backwater valve. Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. Note to developer. Due to required distances from lot lines and structures as required by the NFPA, underground propane tanks may be prohibited. Plan accordingly. Add the following note to the general notes page: All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA performs any testing and inspections of the public sewer and water main(s). The Albemarle County Building Inspections Department(ACBID) does a visual inspection and witnesses the testing of the building drain, water service pipe and the sprinkler lead-in connection. The developer/contractor is responsible to retain a Special Inspector as outlined in the updated Albemarle County Policy for Site Utilities to perform the visual inspection and testing of all utilities not covered by the ACSA or ACBID. This includes building sewers, water and fire line branches between the main and the meter(s)/building(s). The Special Inspector's report must be submitted and approved by the Albemarle County Engineering Department prior to a Certificate of Occupancy being issued. Virginia Department of Transportation (VDOT) Adam Moore, adam.moore@vdot.virginia.gov - No objections at this time; see the attached memo. Albemarle County Architectural Review Board (ARB) Margaret Maliszewski, mmaliszewski@albemarle.org - No objections at this time. Albemarle County Parks and Recreation Tim Padalino, tpadalino@albemarle.org - Requested changes; see the comments below: 1. Please revise this final plat application to include an additional/separate sheet that more clearly shows the entire proposed 18.8-acre community park that will be dedicated to public use. Because of the number and configuration of match lines in this submission, it is difficult to determine the location, configuration, and context of the future community park parcel. 2. Albemarle County Parks & Recreation does not accept the proposed 18.8-acre community park labeled as "hereby dedicated to public use" at this time. In accordance with ZMA201300012 Proffer #b, ACPR / Albemarle County will accept dedication of the proffered community park for public use following completion of park development/improvements, and following inspections and acceptance by appropriate County staff. A new road name shall be required if the proposed road is disconnected from the existing road by an offset greater than 60 feet. We recommend providing three (3) candidate names for each road to our office for review, in case your first choices are not acceptable.
