(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [General Comment] The final site plan for Rivanna Village Phase 2A must be approved prior to approval of this final subdivision plat. Additional comments may be provided on the subdivision plat based on the final layout and design of the approved site plan. 2. [General Comment] The outlines on V2 identifying the boundaries of sheets V3 and V4 do not accurately represent the areas actually depicted on sheets V3 and V4. Revise the lines on V2 to depict the correct areas. 3. [14-302(A)4; 14-302(A)5] Ensure all the easements that were approved with the easement plat SUB2021-00057 are identified with the appropriate deed book and page numbers on this plat. 4. [34-302(B)1] Provide the date of last revision of the plat on all future submittals. 5. [14-317] HOA documents that comply with the requirements of 14-317 must be provided to County staff for review and approval prior to the approval of this plat. These documents will then need to be recorded along with the subdivision plat once everything has been granted final approval. Comments from Other Reviewing Departments and Agencies Albemarle County Engineering Services (Engineer) John Anderson, ianderson2Palbemarle.or¢ - Requested changes; see the comments below: General a. Rivanna Village Phase 2, Phase 2A roads must be built or bonded prior to Phase 2A final subdivision plat approval. Phase 2A road plan bond is in process. 2. V1 a. Recommend Note reference easement plat at deed bk.-pg. 5619-513. Notes 15 and 16 of easement plat relate to forest -open space (FOS), and are relevant to final subdivision plat. No Phase 2A lots are in forest -open space, but 21.105 Ac. total of 58.652 residue are, and HOA common space activity is severely constrained within FOS easement. 3. V4 a. Check TMP 80-47 owner reference since tax map property listings (visible in GIS) show recent transfer /sale at deed book-pg. 5486-196 to Denise Fields McClanahan (previous owner. Roy E. McClanahan, II). b. Revise labels to indicate recorded SWM facility, forest/open space, SWM facility access, and public drainage easements (plats at pg. 521-526); please ref. appropriate deed bk-pg. (see bk.-pg. 5619-506: public drainage deed; 5619- 530: SWM deed). Albemarle County Information Services (E911) Elise Kiewra, ekiewra@albemarle.org - No objections at this time. Albemarle County Building Inspections Betty Slough, bslough@albemarle.ore - Requested changes; see the comments below: Add the following note to the general notes page: Where the flood level rims of plumbing fixtures are below the elevation of the manhole cover of the next upstream manhole in the public sewer, the fixtures shall be protected by a backwater valve installed in the building drain, branch of the building drain or horizontal branch serving such fixtures. Plumbing fixtures having flood level rims above the elevation of the manhole cover of the next upstream manhole in the public sewer shall not discharge through a backwater valve. Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. Note to developer. Due to required distances from lot lines and structures as required by the NFPA, underground propane tanks may be prohibited. Plan accordingly. Add the following note to the general notes page: All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA performs any testing and inspections of the public sewer and water main(s). The Albemarle County Building Inspections Department(ACBID) does a visual inspection and witnesses the testing of the building drain, water service pipe and the sprinkler lead-in connection. The developer/contractor is responsible to retain a Special Inspector as outlined in the updated Albemarle County Policy for Site Utilities to perform the visual inspection and testing of all utilities not covered by the ACSA or ACBID. This includes building sewers, water and fire line branches between the main and the meter(s)/building(s). The Special Inspector's report must be submitted and approved by the Albemarle County Engineering Department prior to a Certificate of Occupancy being issued. Please include a note stating that VDOT will only maintain within drainage easements to the extent necessary to protect the roadway from flooding or damage. If you have further questions please contact Max Greene at (434) 422-9894. A VDOT Land Use Permit will be required prior to any work within the right of way.
