Charlottesville-Albemarle Airport Authority
Variance Application
Description of Request:
The Charlottesville-Albemarle Airport Authority(the"Authority")requests that the
Board of Zoning Appeals(the"Board") grant a variance from the strict interpretation of
Section 4.15.16(d) of the Albemarle County Zoning Ordinance, which Section provides
that"the maximum combined size of a freestanding sign and its support structure shall not
exceed two and one-half(2.5)times the maximum allowable sign size."
The Authority owns tax map parcel 32-10,which is zoned RA-Rural Areas and
contains 553.74 acres. The maximum allowable sign area size in an RA district is 24
square feet. Thus, the maximum combined size of a freestanding sign and its support
structure may not exceed 60 square feet. The Authority requests a variance from Section
4.15.16(d) so it may construct a sign in excess of this limitation so the sign will be
effective for the property and the unique use of the property, and thus enable the Authority
to protect the safety of the traveling public, and also so the proposed sign will qualify for
the necessary Certificate of Appropriateness from the County's Architectural Review
Board ("ARB"). A detailed drawing of the proposed sign, including its dimensions, is
attached hereto as Exhibit A. Architectural renderings of the sign, demonstrating its scale
and mass, are attached as Exhibit B.
Justification for granting the variance:
1. That the strict application of the ordinance would produce undue hardship.
The strict application of Section 4.15.16(d)will produce an undue hardship on the
Authority because it will prevent the Authority from providing a sign that is effective
enough to maximize the safety of the traveling public, due to the unique use of the property
and given the sign's location adjacent to a"roundabout"that the Virginia Department of
Transportation("VDOT") will construct at the intersection of Airport Road and Route 606.
In addition, a second hardship is created by the strict interpretation of the ordinance
because it will not enable the Authority to obtain a Certificate of Appropriateness from the
ARB,which is required to construct the sign.
A roundabout is similar to a traffic circle. Navigation of a roundabout requires
heightened attention to the road and to other motorists, and safety concerns dictate that
signage near a roundabout have a heightened level of visibility and effectiveness. In
addition, because of the unique nature of an airport, visitors to the airport
disproportionately lack familiarity with the property and its road network. The vast
majority of users of the facility will either be tourists, other visitors from out of town, or
local residents who travel by air infrequently. The combination of the lack of familiarity
with the property and combination of the roundabout, requires that the sign be particularly
effective as a"wayfinder"by helping individuals orient themselves through the roundabout
and within the airport property, to ensure the safety of the traveling public. This is
consistent with the purposes of the Sign Ordinance, which include the goals of"promoting
the general health, safety and welfare, including the creation of an attractive and
harmonious environment,""protecting and enhancing the county's attractiveness to
tourists and other visitors as sources of economic development,"and"improving
pedestrian and vehicular safety by avoiding saturation and confusion in the field of vision."
An effective wayfinder sign must be visible and legible within a motorist's reaction
distance and is particularly important for tourists and infrequent travelers. In their
publication The Sign User's Guide,Karen E. Clause and R. James Claus state that
Reaction distance is a measure of the amount of time it takes a viewer to
react to a situation. If a substantial number of people who view a sign are
new to a trade area, either as vacationers or business travelers, the amount
of time needed to react will probably be greater than that of people familiar
with the area. Their reaction distance cannot realistically be compared to
the time needed by a local resident who is on the street, say, 30 times a
month and who knows the business establishments...The reaction distance
required for each type of viewer, then, is different.
Because a disproportion number of motorists traveling to the airport will be tourists
and others visitors who are not familiar with the airport, its road network, and the
roundabout, the proposed sign must allow for a longer reaction distance than would
otherwise be required. VDOT's installation of a roundabout immediately adjacent to the
proposed sign location(the location of which is shown on engineering drawings labeled
Exhibit C), will increase the navigational and orientational challenges of the airport
property, which justifies a longer reaction distance to maximize the safety of the public.
And a longer reaction distance for a wayfinder sign requires a sign which communicates its
message effectively by being particularly visible and clear.
According to the publication entitled"Guidelines for Airport Signing and
Graphics"by Joseph Erhart, effective airport wayfinding provides for:
• the ability to effectively locate and orient oneself in the airport or terminal
• the ability to determine possible destinations and opportunities around you
• the ability to confidently determine the route to a desired location
Because the roundabout will be located so close to where the Authority's sign must
be located, the sign requires a heightened level of visibility and clarity to be effective as a
wayfinder for airport visitors unfamiliar with the area. For maximum safety, a traveler
attempting to orient oneself within the airport while at the same time navigating around the
roundabout will need to be able to quickly find the sign, and to read it legibly from a
greater distance than if the roundabout were not in existence or if the traveler were more
familiar with the road network and airport terminal location.
2
•
However, the strict interpretation of Section 4.15.16(d)will limit the total sign
structure to 60 square feet, which will result in a sign that is either too low to the ground,
or with letters which are too small, neither of which sign will be effective as a wayfinder
for the airport, especially given the proximity of the roundabout to the sign. The inability
to provide a safe and effective sign for the members of the traveling public would be a
significant hardship to the Authority, and ultimately to the public as a whole.
The attached document marked Exhibit D shows two versions of a sign containing
the required text of"Charlottesville Albemarle Airport"which do not exceed the 60 square
foot limitation, but would nevertheless be ineffective signs given the topography of the
property, the property's unique use as an airport, and the sign's proximity to the
roundabout. The sign labeled`Example A"has letters which are too small to be clearly
legible from the distance at which they would need to be identifiable to motorists. The
existence of the roundabout adjacent to the proposed sign, combined with the lack of
familiarity that a disproportionate number of motorists will have with the airport property,
requires that the letters be of a sufficient size to provide a longer reaction distance for the
general public than might be required for other properties.
A motorist traveling to the airport and approaching the roundabout will need to be
able to locate and clearly read the Authority's sign prior to entering the roundabout, or
approximately 330 feet from the sign. The letters in Example A are 7 inches tall on the top
row and 6 inches on the bottom row, which are not tall enough to be visible to a motorist
from 330 feet away, even under optimal viewing conditions, and particularly given the
unique characteristics of this property and the high number of drivers who are unfamiliar
with the area. Thus, although the sign in Example A technically complies with the size
limitations of the zoning ordinance, it would not be an effective sign for this property
given its topography, the unique characteristics of the users of the airport and the sign's
proximity to the roundabout.
The sign labeled`Example B" on Exhibit D utilizes letters which are 10 inches tall
in the top row and 8 inches in the bottom, and thus its letters would normally be more
visible from a distance than the letters in the Example A sign. However, because the 60
square foot size restriction would require a sign with letters of this height to be shorter, the
letters would be too low to the ground to be seen by a motorist on the far side of the
roundabout, and thus would be ineffective as a wayfinding device for the public. From the
opposite side of the roundabout the Example B sign would not be effectively visible to a
motorist early enough because it would be blocked by the terrain, and could therefore pose
a safety risk to the public. The attached cross section prepared by Draper Aden Associates
and labeled Exhibit E demonstrates the line of sight of the various signs to a motorist
approaching the roundabout. In the bottom example(labeled"Sign Per Existing Zoning
(4')"),the sign would have a top elevation above sea level of 601.96 feet and corresponds
to the Example B sign on Exhibit D,which meets the 60 square foot limitation. The cross
section demonstrates that the low height of this sign would not be visible to a motorist on
the far side of the roundabout. Furthermore, once the landscaping required by the zoning
ordinance is planted in the center of the roundabout, the line of sign will be even further
obstructed. Thus, although Example B technically complies with the size limitations of the
3
zoning ordinance, it would not be an effective sign for this property given the property's
topography, the unique characteristics of the users of the airport, and the sign's proximity
to the roundabout, for it would not enable motorists to see and read the sign early enough
to orient themselves effectively prior to entering the roundabout.
By comparison, in the top example (labeled"Sign Per Zoning Variance (10')"),the
top of the sign is shown as it is proposed by the Authority. In this example the top of the
sign is at an elevation above sea level of 607.96 feet, which would be high enough off of
the ground to be visible to a motorist on the far side of the roundabout, and thus would be
an effective wayfinder for this property.
Thus, to comply with the 60 square foot limitation, either the letters would be too
small for the sign's message to be legible from an appropriate reaction distance (Example
A), or the sign's message letters would be too low to the ground to be visible from an
appropriate reaction distance(Example B). In both instances, the Authority would be
prevented from providing a sign that is safe and effective as a wayfinder for visitors to the
airport, which would be a significant hardship to the Authority, and is inconsistent with the
stated purposes of the Sign Ordinance.
The strict interpretation of Section 4.15.16(d)will also cause the Authority to suffer
a hardship in that it will not be able to obtain a Certificate of Appropriateness from the
ARB for the sign as required by Section 4.15.15(a). For the ARB to grant a Certificate of
Appropriateness, it must make a finding that the proposed sign complies with the purposes
and requirements of Section 4.15 and with the ARB's Design Guidelines. The Guidelines
require that the material used in both sign and support structures"compliment the building
being served by the sign,"thus the sign must contain architectural elements consistent with
the air terminal building. Finally, the ARB Guidelines also provide that"the structure of
monument signs should not overpower the message portion of the sign." This last
guideline is most likely the reason for the limitation of the total sign structure to 2.5 times
the sign area.
The Authority has proposed a freestanding monument sign made of aluminum and
brick, the components of which not only compliment but borrow heavily from the existing
air passenger terminal building. For example, the brick base on which the sign rests will
be constructed using the same brick and mortar employed in the terminal building and the
masonry joints will have the same tooling. The metal panel system will be identical to the
cladding on the terminal building. The resemblance will not be limited to material and
color alone, the sign will also be similar in form. The proportions and styling of the sign
are consistent with the massing and scale of the terminal building. The inclusion of the
decorative x-bracing is an explicit visual reference to the terminal building.
However, incorporating the architectural elements and forms of the terminal
building into the sign causes the sign's total size (sign area and support structure)to be
larger than the maximum size of 2.5 times the sign area, or 60 square feet. With the brick
base and architectural elements of the support structure, the sign's total size is 158 square,
4
feet. The ARB staff report is attached as Exhibit F, and favorably reviews the proposed
sign's architectural features and size with the following comments:
• The overall scale of the sign is large, but it is suited to the vast site and the scale of
the building. The size of the support structure does not appear to overwhelm the
size of the message panel.
• The proposed colors and materials are well coordinated with the building and are
appropriate.
• The forms of the sign appropriately reflect the forms of the building.
It is significant that the ARB staff, which is charged with administering the sign
ordinance and reviewing applications for certificates of appropriateness for signs,
concluded that the sign is an appropriate size and that its support structure does not
overwhelm the message panel. The ARB staff also noted that the"forms of the sign
appropriately reflect the forms of the building," evidencing the importance that such
architectural features play in the ARB's review of proposed signs. Furthermore, the ARB
itself also favorably reviewed the sign proposal, as evidenced by the attached letter dated
February 12, 2004, attached as Exhibit G. This ARB approval letter specifically states that
regarding its advisory review for the variance request, "the ARB has no objection to the
request for the variance based on the finding that the scale of the sign as designed, with a
larger support structure, is in keeping with the character of the general area and is well-
coordinated with the airport building and site."
As previously discussed herein, the proposed sign contains similar materials as
used on the airport terminal building, and incorporates forms which"appropriately reflect
the forms of the building"according to the ARB staff report. Several photographs of the
airport terminal building are attached as Exhibit H, and demonstrate the building's
architectural features and forms. The common forms of the sign and the building are
obvious, and enable the proposed sign to successfully complement the building it serves, as
required by the ARB Design Guidelines.
If the variance is not approved, for the Authority to comply with the 60 square foot
limitation it will be forced to propose a plain sign that lacks any of these required
architecturally consistent elements. In such event, the ARB would likely not grant the
required Certificate of Appropriateness for two reasons. First, the sign would be found to
be inconsistent with the ARB Design Guidelines which require the complimentary
materials and forms. Second, the sign would be found to be inconsistent with the purposes
and intent of the Sign Ordinance, since the sign would not"promote the safety or the
creation of an attractive community,""protect and enhance the county's attractiveness to
tourists and other visitors,"or"improve vehicular safety by avoiding confusion in the field
of vision."
The ARB specifically stated in its staff report that the size of the sign is"suited to
the vast site and the scale of the building," implying that a significantly smaller sign would
be ill-suited for the vast site and scale of the building. The airport is truly a unique
community facility. In addition to being a transportation hub, an airport serves as a
gateway to the community as a whole. For tourists and other visitors to Albemarle County,
5
the airport is the first and last place they encounter, and their experience will leave a
lasting impression. Clearly the ARB factored these impacts into its decision to approve the
sign, not only despite its size, but also because of its size. Also, the proposed sign creates
an appropriately significant sense of place for the airport's"front door"and reflects the
important role the airport plays in the enhancement of tourism and economic development.
The ARB will likely deny a sign which complies with the 60 square foot limit but that is
out of scale with the size of the building, or is insufficiently scaled for the unique role that
the airport plays as a gateway to Albemarle County, since such a sign would be
inconsistent with the Sign Ordinance's goal of"protecting and enhancing the county's
attractiveness to tourists and other visitors as sources of economic development," and
"protecting the public investment in the creation, maintenance, safety, and appearance of
its streets, highways and other areas open to the public."
Therefore, the strict application of Section 4.15.16(d)will produce undue hardships
on the Authority by preventing the Authority from providing a sign that is effective enough
to maximize the safety of the traveling public and to promote the goal of protecting the
public's investment in the safety of its streets, highways and other areas open to the public,
or that qualifies for the required ARB Certificate of Appropriateness. These hardships are
inconsistent with the purposes of the Sign Ordinance, which include the goals of
promoting the health, safety and welfare of the community, and of protecting and
enhancing the attractiveness of the community to tourists and other visitors.
2. That such hardship is not shared generally by other properties in the same
zoning district and the same vicinity.
The hardship created by the strict application of Section 4.15.16(d) of the Zoning
Ordinance is not shared generally by other properties in the same zoning district and the
same vicinity. The Airport is an extremely unique use in Albemarle County, and thus the
hardships the Authority would face by the strict enforcement of the ordinance are similarly
unique. The Charlottesville-Albemarle Airport is the only public airport in Albemarle
County and will likely remain so for at least the next 50 years. Thus, there are no other
properties either in the Rural Areas generally, or in the same vicinity which would
experience the same hardships faced by the Authority. This unique use and public purpose
justifies a reasonable deviation from the strict interpretation of the zoning ordinance to
prevent the existence of the hardships.
In addition, because of its unique use, a disproportionate number of the airport's
users are from out of town or are residents who use the facility infrequently, all of whom
will be less familiar with the airport and its road network. This unique fact requires that
the airport signage be particularly effective as a wayfinding device. An additional unique
aspect is that VDOT will soon install a roundabout in front of the proposed sign location,
increasing the challenge to motorists who will be forced to orient themselves within an
unfamiliar area while at the same time navigating a roundabout. So the hardships created
by the strict interpretation of the zoning ordinance, a sign that is ineffective as a wayfinder,
6
or that would not permit compliance with the ARB Design Guidelines, are unique to the
Authority.
3. That the authorization of such variance will not be of substantial detriment to
adjacent property and that the character of the district will not be changed by the
granting of the variance.
The authorization of the requested variance will not have a detrimental impact on
any adjacent properties, nor will the character of the district be changed by the granting of
the variance. The Airport is a well-established use that is unique in Albemarle County.
Granting the variance will enable the Authority to construct a sign that is of appropriate
height, size and design to meet the community's need for a particularly effective
"wayfinder" at the entrance to the Airport, right next to a newly installed, difficult to
navigate, and visually intimidating roundabout. By enabling the Authority to avoid the
hardship of an ineffective wayfinder, the proposed sign will serve as an effective wayfinder
for both local residents and tourists, which will benefit the public as a whole with no
adverse impact on adjacent properties. The ARB, which is charged with reviewing sign
proposals and ensuring that its sign guidelines are adhered to, including the guideline that
the "structure of monument signs...not overpower the message portion of the sign",
approved the proposed sign without debate. By expressly stating in its approval letter that
it made a finding that"the scale of the sign as designed, with a larger support structure, is
in keeping with the character of the general area and is well-coordinated with the airport
building and site,"the ARB effectively concluded that the larger sign would not be a
detriment to adjacent properties or result in a change in the character of the area.

ARCHITECTURAL REVIEW BOARD STAFF REPORT
Project#: Name ARB-2003-182: Charlottesville Albemarle Airport Entrance Sign and Road
Improvements
Review Type Amendment to a Site Development Plan, Certificate of Appropriateness for a Sign,
Advisory Review for a Variance
Parcel Identification Tax Map 32,Parcel 10
Location Intersection of Routes 606 (Dickerson Road)and 649 (Airport Road)
Zoned Rural Area(RA), Entrance Corridor(EC)
Owner Charlottesville Albemarle Airport Authority
Magisterial District White Hall
Proposal To undertake entrance road improvements associated with the VDOT relocation of
Airport Road and to install a new freestanding sign with associated landscaping.
ARB Meeting Date February 2,2004
Staff Contact Janet Miller
PROJECT HISTORY
The airport was constructed prior to the establishment of Airport Road as an Entrance Corridor, which occurred in April,
2000. In September, 2001 the ARB reviewed and approved site and landscaping changes for the employee parking lot
situated south of the entrance road.
CONTEXT
The airport is located on Dickerson Road, at the western end of Airport Road. Airport Road is characterized by a variety of
development types, including residential, institutional, industrial, and commercial.Dickerson Road is more rural in character.
PROJECT DETAILS
Site:
The entrance road to the airport must be relocated to align with VDOT improvements to Airport Road. VDOT is moving
Airport Road to the north and creating a roundabout at the intersection with Dickerson Road.Beyond(west of)the roundabout,
proposed airport roadwork begins with shifting the entrance road to the north(which aligns the entrance road with the airport
tower),creating a large triangular island between the airport entrance and exit roads, creating a new entrance to the parking lot
that is situated south of the entrance road, installing a sidewalk from the roundabout to that parking lot,and adding landscaping
along Route 606 and the airport access road.
Sign:
• A new freestanding monument sign is proposed to be installed in the new traffic island that would be situated west of the
new roundabout. The sign would be double-sided,externally illuminated, and composed of an aluminum panel on a brick
base.
• The design exceeds zoning ordinance limits on the size of the support structure and, therefore, requires a variance. The
ordinance indicates that"the maximum combined size of a freestanding sign and its support structure shall not exceed 2.5
times the maximum allowed sign size." The maximum allowed sign size for this site is 24 sf. The maximum combined
sign and structure size is 60 sf. The proposed combined sign and structure size is about 167 sf.
• The Zoning Department is awaiting information from the applicant to determine if a variance is also required for the
number of freestanding signs at the site.
ARB 2/2/2004 Charlottesville Albemarle Airport Entrance Sign and Road Improvements--Page 1
Type: Externally illuminated monument
Location: In the new island to be created at the new airport entrance road, approximately 220' from the center of the
roundabout
Overall Sign Height: 10'0"
Panel
Size: 5'4"tall x 16'8"long x 2' deep(24 sf)
Material: Aluminum
Text: "Charlottesville Albemarle Airport"(visible from EC)
Colors: White background;black letters
Illumination: 2 external ground-mounted fixtures—one on each side of the sign; proposed fixtures are Hydrel 7100
Series floodlights with 50 watt metal halide lamps.
Opaque Background: The aluminum panel is opaque. The sign would be externally illuminated.
Base:
Size: 4'8"high x 19'4"long; an 8'1'/"diameter planter would be located adjacent to the south end of the sign base
Materials: Brick(to match building)
ANALYSIS
Site Development
Layout
Proposal: The new entrance and exit roads to the airport align with the new alignment of Airport Road,at the west end of
the traffic circle.
Comments: The layout of the entrance and exit roads is driven primarily by the VDOT plan for Airport Road. The sign
appears to be appropriately located within the traffic island.
Recommendations: None.
Grading
Proposal:Proposed grading for the new entrance and exit roads and the triangular traffic island is shown.Proposed slopes
within the traffic island and north of the entrance road do not exceed 33%.
Comments: The proposed grading is not expected to have an impact on the EC and is appropriate.
Recommendations: None.
Landscaping
Proposal:
• 17 Willow Oaks have been proposed at the entrance to the airport, on either side of the new island.
• 30 Green Mountain Sugar Maples have been proposed along Route 606.
• 66 Green Ash have been proposed along the airport access road to coordinate with the existing Ash.
• Clusters of Cryptomeria and Norway Spruce have been proposed east of the main parking area, with London
Planetreees interspersed among these conifers.
• Nellie Stevens Holly has been proposed along both sides of the airport access road,in the vicinity of the traffic island.
• 8 conifers are shown on the plan south of the detention basin.
• 3 shade trees are proposed along the airport access road(south of the 13 Nellie Stevens Holly).
• The sign in the traffic island is surrounded by 245 Hoogendorn Holly and seasonal annuals.3 Crape Myrtle have been
proposed for the planter(2 within the planter and 1 at the base).
Comments:
• Shade trees have been proposed at 43' on-center to coordinate with the existing light fixtures along the airport access
road. This spacing is appropriate; however, it appears there are 3 trees that are too close to light poles.
• Monoculture of the shade trees has been avoided by using a diversity of plant species and by appropriately clustering
species.
• The proposed plantings of Cryptomeria,Norway Spruce,Nellie Stevens Holly and London Planetree are expected to
provide additional screening of the parking area and to reduce the impact of parked cars as viewed from the EC.
ARB 2/2/2004 Charlottesville Albemarle Airport Entrance Sign and Road Improvements--Page 2
• The conifers south of the detention basin have not been labeled.
• 3 shade trees south of the 13 Nellie Stevens Holly have not been labeled.
• The plantings for the sign are appropriate;however, for bonding purposes, remove the label"seasonal annuals"from
the plan.
• The plant labels are difficult to read on the landscape plan.
Recommendations:
• Label the eight conifers that are shown on the plan south of the detention basin.
• Label the 3 shade trees along the airport access road(south of the 13 Nellie Stevens Holly).
• Resolve tree/light pole conflicts.
• Remove the label"seasonal annuals"from the plan.
• Revise and clarify the plant labels and leader lines on the landscape plan.
Site Lighting
Proposal:The plan shows 6 new pole lights adjacent to the entrance/exit road;however, cut sheets have not been submitted.
Comments: Additional street and/or parking lot lights could increase the impact of the development on the EC.
Recommendations: Provide complete information on the proposed pole lights, including a photometric plan and
manufacturer's cut sheets with all options identified. Clearly show that the fixtures are full cutoff.
Monument Sign
Proposal:
• The signs exceeds Zoning Ordinance requirements for the area of the sign base.
• The colors and materials of the sign are intended to match those of the building.
• The forms used in the sign are intended to reflect the building forms used in the airport.
• The sign is externally illuminated and has an opaque background.
Comments:
• The overall scale of the sign is large, but it is suited to the vast site and the scale of the building. The size of the
support structure does not appear to overwhelm the size of the message panel.
• The proposed colors and materials are well coordinated with the building and are appropriate.
• The forms of the sign appropriately reflect the forms of the building.
• The external illumination is a preferred type,as indicated in the ARB Guidelines. However, the proposed fixtures
emit more than 3000 lumens.
Recommendations:
• Revise the plan to clearly indicate that the ground-mounted up-lights emit less than 3000 lumens.
RECOMMENDATIONS
Regarding the Advisory Review for the Variance:
Staff recommends that the ARB forward the following recommendation to the Board of Zoning Appeals:
The ARB has no objection to the request for the variance based on the finding that the scale of the sign as designed, with
a larger support structure, is in keeping with the character of the general area and is well-coordinated with the airport
building and site.
Regarding the request for the Sign and the Site Plan Amendment:
Staff recommends approval of a Certificate of Appropriateness for the sign and for the amended site plan, pending staff
administrative approval of the following conditions:
1. Revise the monument entry sign sheet A2.0 as follows:
• Provide a drawing that is easily scaled.
• Indicate the various materials and colors of the sign on the drawing(panel, base, letters).Include a note indicating that
these materials and colors will match those of the airport building.
• Include the cut sheet for the sign light fixture.Clearly identify all options chosen(i.e.,finish,lamp type,wattage,etc.).
Indicate that fixtures will emit less than 3000 lumens.
2. Revise the site plan sheets as follows:
ARB 2/2/2004 Charlottesville Albemarle Airport Entrance Sign and Road Improvements--Page 3
• Provide complete lighting information for the pole lights, including a photometric plan and manufacturer's cut sheets
with all options identified. Clearly indicate that the pole lights are full cutoff fixtures.
• Resolve tree/light pole conflicts.
• Label the eight conifers that are shown on the plan south of the detention basin.
• Label the 3 shade trees along the airport access road(south of the 13 Nellie Stevens Holly).

RE: ARB-2003-182 Charlottesville Albemarle Airport Entrance Sign and Road Improvements
Tax Map 32,Parcel 10
Dear Mr.Custis:
The Albemarle County Architectural Review Board, at its meeting on February 2, 2004, completed a
preliminary review of an amendment to a site development plan, a certificate of appropriateness for a
sign, and an advisory review for variances for the above-noted request to undertake entrance road
improvements associated with the VDOT relocation of Airport Road and to install a new freestanding sign
with associated landscaping. The Board took the following actions.
Regarding the advisory review for variances, the Board by a vote of 4:0, forwarded the following
recommendation to the Board of Zoning Appeals.
• The ARB has no objections to the request for variances based on the finding that the scale of the
sign as designed, with a larger support structure, is in keeping with the character of the general
area and is well coordinated with the airport building and site.
Regarding the request for the sign and the site plan amendment, the Board by a vote of 4:0, approved a
Certificate of Appropriateness for the proposal, with the following conditions to be administratively
approved by staff:
1. Revise the monument entry sign sheet A2.0 as follows:
• Provide a drawing that is easily scaled.
• Indicate the various materials and colors of the sign on the drawing (panel, base, letters). Include a
note indicating that these materials and colors will match those of the airport building.
• Include the cut sheet for the sign light fixture. Clearly identify all options chosen (i.e., finish, lamp
type, wattage, etc.). Indicate that fixtures will emit less than 3000 lumens
2. Revise the site plan sheets as follows:
• Provide complete lighting information for the pole lights, including a photometric plan and manufacturer's
cut sheets with all options identified.Clearly indicate that the pole lights are full cutoff fixtures.
• Resolve tree/light pole conflicts.
• Label the eight conifers that are shown on the plan south of the detention basin.
• Label the 3 shade trees along the airport access road (south of the 13 Nellie Stevens Holly).
• Remove the label"seasonal annuals"from the plan.
02/20/2004 12:14 FAX l003/003
• Revise and clarify the plant labels and leader lines on the landscape plan.
To receive a Certificate of Appropriateness, provide 2 copies of revised drawings or other information
addressing each of these conditions. Include a memo indicating how each condition has been satisfied. If
changes other than those requested have been made, identify those changes in the memo also. When
staff's review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.
If you have any questions, please do not hesitate to contact me.
Sincerely,
Jari et Miller
