RE: VA 2004-006, Kevin Quick
This item was deferred from the meeting May 4, 2004. At that meeting one adjoining property
owner informed the Board that he has drilled five wells and is therefore concerned about
availability of well water in the area generally. He also expressed concern about the distance
between his well and this new well and septic system. Another adjoining property owner
expressed concern about potential stream pollution from the addition of another septic system.
Since that meeting, Mr. Roelofs has called to verify that his well is indeed eighty feet from the
property corner of Mr. Quick's parcel. That verifies that the map prepared by Enviro-Kleen was
accurate by showing a twenty foot arc on Mr. Quick's parcel representing a health department
100' setback for the proposed septic fields from one of Roelofs' existing wells.
To address the other issues, I spoke with a Health Department representative and offer the
following:
Of many other small lots in the near area, Health only has record of two lots having drilled
more than one well. They also reported having no knowledge of any water quantity problems
in this general area of the County.
With regard to any potential pollution from the proposed septic drainfields that are subject to
this variance request, Health noted first that the County's 100' setback is double the 50'
setback required by the State. They have historically found that their setback is adequate
and therefore had no concern about the location in regards to the stream. In addition, when
they realized the system is to be engineered and includes pretreatment, they noted that the
effluent to be released would be authorized by State regulations to drain directly into a
stream. With the addition of the County's requirement for release into a subsurface
drainfield, they believe there is no potential for stream pollution. In fact they noted that the
runoff from the pasture used by the adjoining property owner's cattle would be more likely to
cause pollution than this septic system.
With these responses to the issues raised, staff finds that our initial recommendation stands.
Since the three criteria for approval all met, staff recommends approval.
