The "Plat Showing Structure Elevations" prepared by Trueline Surveying Inc. and submitted 12 July
2004 for Tax Map Parcel 20-15B has been reviewed.
According to FEMA Regulations, in areas designated "Zone A" (floodplain determined by approximate
methods) we are to use the best available information when determining if a structure is located within
the floodplain. In this case the best available information is the study report "Floodplain Information
North Fork Rivanna River Albemarle County, Virginia" by the US Army Corp of Engineers (1973) and
the plat elevations.
Based on the report and the ground elevation at the southwest corner of the foundation, it appears this
corner is located at (but not within)the limits of the 100-year floodplain. The ground elevation at the
northwest corner of the foundation is approximately 1.5 feet above the floodplain elevation. The
remaining two corners of the foundation are more than 9 feet above the floodplain. Lastly, the finished
floor within the foundation is approximately 7.5 feet above the 100-year flood elevation.
Since no setback from the 100-year flood limits is required by FEMA regulations or the County Code
and the finished floor is more than 1 foot above the floodplain elevation, a building permit for
improvements may be allowed in accordance with 18-30.3.02.2.

The larger portion of the North Fork Rivanna River and its watershed are located ",',1 ` ',
in Albemarle and Greene Counties. A small portion of the drainage basin is in Orange ,' ,(A _
County. The stream flows generally in a southwardly direction for about 31 miles, as 1v:� a=
measured along the centerline of the main stream channel, from the upper reaches of the • ,tsAtit'elp '.
watershed to its mouth at the confluence with South Fork Rivanna River. The river falls ' ". -t.;
about 65 feet within the 13.1-mile long study reach. Maximum relief within the drainage " ` .. AT

The climate of Albemarle County is characterized by moderately warm summers c ` . �A
with temperature averaging about 77 degrees during July, the warmest month. The winters 4. 4
are cool with temperatures averaging about 37 degrees in January, the coolest month. An- _a`
nual precipitation over the basin averages about 46 inches and is distributed fairly uniformly r,,�, ky
throughout the year. ,
Developments on the Flood Plain a`x �`-.%
As yet, the flood plain areas along North Fork Rivanna River remain largely un- ; i r :.
developed. Woodland and open pasture comprise the greatest occupancy. Five highways 1 .
and/or railways cross the stream within the study area. The bridge structures and their ap- ,�y,
proach roads are affected to varying degrees during large floods. Plates 3 through 8 at the
end of the report show the extent of development that has taken place on the flood plain. ?=�

with the National Weather Service, has made comprehensive studies and investigations
based on the past records of storms and floods experienced and has developed generalized

Frequency
Frequency analysis provides the means whereby the discharge or stage value of
floods for any desired recurrence interval may be determined provided that sufficient data
f, are available with which to make the analysis. If sufficient records are available, it is
`; possible to make a reasonably accurate determination of the average interval of occurrence
4III of floods to be expected up to the magnitude of the Intermediate Regional Flood. However,
it is not practical to assign a frequency to the Standard Project Flood. The occurrence of
such a flood would be a rare event, yet it could occur in any year. Floods larger than the

Standard Project Flood are possible, but the combination of factors necessary to produce
