Valley Farm This is to rezone the PRD half of TMP 89-73A to RA. I don't know how familiar you are with this one. They want to rezone the 14-acre portion of the property to include it in an RA subdivision-Mountain Valley Farm. The overall PRD was approved for 104 lots total, minimum 40,000 sq. ft. in size, with about 28% of open space planned. There is a note in the file that the rezoning is for 214.5 acres but that the deeded acreage only adds up to 198.75. The 14-acre piece requested for rezoning with this ZMA was not rezoned with the owner's consent, the PRD owners thought they owned the 14-acres as part of their property. I am trying to evaluate the development potential of the TMP 89-73A as PRD vs. rezoned RA. My questions: • What effects will rezoning this 14 acre piece of PRD to RA have on the rest of the PRD that the 14-acre piece was rezoned with (the Liberia property TMP 89-95) and was included in an application plan? • Would it be possible, if the 14-acre piece is not rezoned, for the applicant to submit an application plan that meets the requirements of section 8 for that 14-acre piece only, based on density and open space %from PRD, incorporating it into the RA subdivision they plan around it? • Amelia did a determination of development rights for TMP 89-73A and it is supposed to have 5 rts for a 29 acre parcel. 14 acres of that parcel is PRD though, so do the development rights really only apply to the half that is RA? How does that work? I have all the files relating to this in my office if you need to look at them. My comments are due to Valerie Long today.
