O Albemarle County Building and Zoning Services 401 McIntire Road Charlottesville, VA 22902 July 15, 2004 To Whom It May Concern: In discussion with John Grady, I am submitting an application and rationale for a sign variance allowing the Charlottesville - Albemarle Technical Education Center(CATEC) to install a 32 square foot sign on its existing structure. The CATEC signage structure and sign has been in place since 1973 and is in desperate need of replacement. The sign replacement is part of the CATEC Foundation Inc. marketing program for CATEC. Two objectives were established for the sign replacement. First, to increase visibility and safety to the public and second, a sign that created a professional image and illustrated CATEC's new logo. Comments most frequently heard from the public and employers sending employees for training is that the existing sign does not promote a positive image, frequently miss the turn into CATEC for not seeing the sign, and"I have traveled Rio Rd for years and never knew CATEC was there". Initially the CATEC masonry class was going to re-face the signage structure with new brick donated by a local company and install a new sign. We were informed that if the existing structure were altered in any way it would then fall under new zoning regulations. We then took the approach of steam cleaning the brick and placing a new sign onto the existing structure. All the sign companies we contacted recommended a sign of at least 32 square feet to provide for adequate visibility given its location and distance from the road. A design was developed and submitted for a permit to be informed that CATEC is zoned residential and limited to a 24 square foot sign. I am therefore asking for a signage variance of 32 square feet based on the following: 1. Distance of Sign from Road - The CATEC property line and sign sits approximately 100 feet back from the road. 2. Safety—The primary purpose of signage is for travelers to enter onto and exit off the roadway safely. With the sign placement set approximately 100 feet from the road and limited in size it is difficult for travelers to see and make appropriate decisions in a timely manner. Without a stop light at the busy Dunlora and CATEC entrances this becomes a major factor. 3. Visibility of CATEC—This also relates to the safety issue. Not only is the sign and facility set back from the road, but CATEC is located right between two significant turns on Rio Rd. The visibility of the driver ate response time is limited in providing the proper signal and making the turE onto the property. Signage zoning request.doc 4. Visibility of the Sign—Not only is it set back from the roadway but the existing structure is 22' x 6.5' or 143 square feet. A sign for this size structure and distance from the road needs to be a minimum of 32 square feet. 5. Commercial Flavor—Though CATEC is zoned residential, as all public property, it follows three gas stations, and two churches prior to making a sharp bend in the road only to see pine trees, and no building or signage. Several of these properties, from my understanding, are zoned commercial and have recently installed signs of at least 32 square feet. Even Dunlora, though small signage, has a huge brick structure at entrance. Though not positive, my observation is that other county schools have larger than 24 square feet signage. 6. Plats—CATEC resides on two pieces of property. We are only placing signage on one and therefore would not install a second sign if this variance is approved. I have tried to address zoning issues, undue hardship to CATEC, relationship to other properties, and commercial character of the district in which CATEC resides.
