Per our phone conversations:
As to the 'use' argument:
When I apply for a building permit, I grant the right to the County to limit my use of any
new construction. I am, in fact, not allowed to use the new construction for au purpose
until I have fully complied with the code, local laws and ordinances, etc. I am further not
allowed to perform any work which varies from that proposed in the permit application
without filing to amend or filing a new permit application. The permit even limits
somewhat the period within which I must perform the work: I must commence within 6
months, and if construction stops for 6 months it becomes null and void. It is under
these constraints that any 'disconnection' between the accessory structure and the
'rest of the structure' might occur. The 'use' of this part of the residence is suspended
during the construction process and will be 'reinstated' only after the terms of the permit
are met.
Should I disconnect the accessory building under the terms of a building permit and fail
to reconnect it for any reason (abandonment or otherwise), then it is clear that the non-
conforming status would be lost. Were I to subsequently apply for a new permit to
connect it, I would be unable to do so, having abandoned the project (or failed to
reconnect) and having lost the non-conforming status. Zoning approval of my current
permit application pertains only to this permit. It does not grant to the owner any right to
change the property in any other way (including failure to re-attach), nor does it grant
Zoning approval for any future building permit.
The real and only downside for the Zoning Dept is that we not reconnect. Should that
happen, Zoning is under no requirement to approve any future attachment. This would
leave the accessory building as a conforming structure. I wouldn't think Zoning would
consider that a problem.

As to the continuous attachment issue:
Attached find the sketches I mentioned.
As you can see, the question I am asking is where does the 'rest of the structure'
begin? I assume that it begins at the edge of the accessory structure. As long as that
connection continues uninterrupted, I have not fully separated the accessory structure
from the 'rest of the structure'.
By way of example, in scenario #1 I remove a section completely and replace it with
new construction. This work is in no way associated with the 'accessory structure', so I
assume this would be a legal act as long as the work otherwise conforms to the setback
requirements.
In scenario #2 I have done essentially the same thing, though I am doing it much closer
to the accessory structure, Having maintained that connection, am I then constrained
from separating the 'rest of the structure' from it (the hallway structure)?
Is the separation a qualitative or quantitative distinction?
That should give us enough to chew on for a while.
