SHIMP PROJECT MANAGEMENT CIVIL ENGINEERING LAND PLANNING ENGINEERINGa October 18, 2019 Mr. Frank Pohl County Engineer Albemarle County Community Development Department Regarding: Cliff Fox Flood Study - Narrative Dear Mr. Pohl, The flood study herein is an analysis of the effective floodplain for Powells Creek on TMP 056A1-01-00-046A0. This study concludes that the effective floodplain should be revised based on the updated HEC-RAS model which shows that the 100-year flood is narrower than the effective floodplain. This study utilizes cross sections which were field surveyed along the subject property. These surveyed sections have been used to form the cross sections within hydrologic model and include both sides of Powell Creek. The hydraulic data used in this model was the same as used in the current effective model; no revisions to the flow rates of the 100-year storm have been made. This study focuses on the area between effective model cross sections 2860 and 3284 of Powells Creek. This study adds 7 cross sections (called XS 3136 — 3196) along the subject property to the effective model. These sections were computed from a field survey by Roger W. Ray & Associates, Inc. For these cross sections, manning's values were chosen based on the surveyed condition of the bank and overbank areas. This study also added an interpolated cross section 3046.28 which was interpolated between the last downstream surveyed section and the next existing section used in the current FEMA model. Because this study is a direct comparison of the current FEMA model with the same parameters and assumptions, and because the flow rates for this model are the same as the effective, a drainage area map is not required. The revised model shows that the 100 year flood overtops the Jarman's Gap Road bridge at the border of the subject property, then recedes to be more narrow than the effective floodplain. The flood study concludes that the floodplain should be revised with a LOMR to reflect the revised model.
