Thanks for sending this over. I recommend RST Residences for approval with the following conditions:
Submit a PDF and 2 hard copies of the utility plan and water/sewer data sheets to ACSA.
RWSA sewer capacity certification will be required.
RWSA will need to approve the proposed water main connection.
The offsite sewer easement will need to be recorded with the Clerk's Office prior to utility plan approval. ACSA will need
to review and approve the draft deed and plat prior to recordation.
Forest Lakes can present any concerns/expectations to the developer while negotiating this easement.

1. Design the entry point on Ashwood Boulevard to accommodate a potential roundabout
/ traffic circle for the future, working with VDOT. We have repeatedly raised important
issues regarding potential traffic levels and safety in this small `mixing bowl' area. While
our concerns seem to have mostly been dismissed, there is no question that given the
potential for back-ups and congestion and confusion from such a large new
development, coupled with traffic on Archer coming up from Brookhill, it would be
irresponsible not to think ahead and plan ahead to build this out in such a way that a
traffic circle would not be precluded by the current plans, and could be added "if
necessary'. Not planning smartly now for this contingency could lead to much more
challenging — and costly - redesigns in the future.
2. It appears that the site plan proposes accessing water / sewer from common area
owned by the Forest Lakes Community Association (and/or the Ashland Homeowners
Association). Inquires on obtaining/negotiating such access should be addressed to
Tamera Hammond, Manager FLCA at manager@forestlakes.net 434-973-4596 as liaison
to the Board of Directors. We require having a specific agreement in place for any use
of our common area.

RWSA has reviewed the RST Residences initial site plan dated 9/20/2021 by Bohler Site Civil and Consulting Engineering
and has the following comments.
General Comments:
1. Will you be proposing a Tap from the RWSA waterline?
2. Please include RWSA general notes.
3.
RWSA will require a sewer flow acceptance prior to final site plan approval.
The request will need to be sent to us by ACSA and will include the following:
• Estimated average daily dry weather sewage flow (ADDWF)
• Point of connection into RWSA system (which manhole)
• Number of units/square footage
• Estimated in-service date

The correct fees should be as follows:
$1476.80 + $212.48 + $100 + $448 = $2,237.28
Since $1621.62 was paid $615.66 is owed (2237.28-1621.62). Payments can be made online here.

miscalculated entirely. The correct fees should be as follows:

Can you please verify the correct fees were paid so Todd can issue a refund? I have now added the
mailing fee of $448.00
They paid $1621.62 by credit card. (there is a credit card fee) The fees that were entered in CV are
$828.00 for the site development plan and Surcharge Tech fee of $33.12, mailing fee $448.00 Total
$1309.12
Overpayment is showing $312.50 The Application with the fees on it differs, I have attached it. Can
someone authorize a refund if they are supposed to get one?

I would think that you should add the fees that you need and then email me a refund request of the exact amount that
needs to be refunded and proof that they overpaid. Someone needs to make sure the application check boxes and
amount paid are off otherwise I will not be able to process the refund. That amount would need to come from you or
the reviewer. Thanks!
