(bethanv@roudabush.coml From: Mariah Gleason Division: Community Development - Planning Date: December 3, 2021 Subject: SUB202100178 Ashcroft West, Phase 6 - Final Plat The County of Albemarle Planning Division will recommend approval of the plat referenced above once the following comments, and those provided by other Site Review Committee, SRC, members, have been satisfactorily addressed. The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review. [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [ZMA1994-16] Proffer 3. Proffer 3 states that no grading or construction on slopes of 25% or greater may occur (excepting for road construction). Due to the extent of slopes greater than 25% on the subject property, provide an exhibit to demonstrate that a building site, in accordance with Sec 4.2.1, is provided for each lot. See Sec 4.2.1 and 4.2.2 for additional information. (Additional note: Findings from this comment could impact Note 8 on the plat.) 2. [ZMA1994-16] Proffer 8. Similar to the comment above, Proffer 8 requires approval of two septic field locations on each lot and further requires their locations to be outside of any slopes greater than 25%. Due to the extent of slopes greater than 25% on the subject property, please provide an exhibit to demonstrate that two septic field locations, outside of slopes greater than 25%, can be located on each proposed lot. This can be done on the same exhibit provided to address Comment 1, above. Please note, the Proffer states that any lot not having adequate septic system sites shall be combined with a building lot and/or added to the common open space. 3. [ZMA1994-16] Proffer 6. Per Proffer 6 of the approved rezoning, please submit homeowner association agreements verifying that owners of the proposed lots will become members of the Ashcroft Homeowner Association. These documents will need to be reviewed and approved by the County Attorney's Office in accordance with the Proffer. 4. [14-303(C and E)] Dimensions. Provide the curvature data for segment C12 located along Ashcroft Circle. Curvilinear data must include radius, central angle, arc length, and tangent distance. 5. [14-302(B)(6)] Tax map parcel. Please include the full, unabbreviated parcel number in at least one place on the plat. 6. [14-309, 14-3101 Virginia Department of Health (VDH). Thank you for providing soils reports with the initial submittal. VDH approval of the proposed private septic systems will be needed prior to final plat approval. 7. [Comment] Reminder that revised plats must include the original date of drawing and the revision date(s) of each subsequent version of the plat. 8. [Comment] Since the properties will be served by public water, the Tier III Groundwater Assessment and required fee, that would normally be required, is not needed in this case. Must provide an unobstructed access with a travelway width of 20 ft for buildings under 30 feet tall and 26 ft. for buildings over 30 ft tall. 2. Overhead obstructions need to be removed when they are equal to or below 13 ft 6in 3. Any dead end longer than 150 ft requires an approved turn around and this plat appears to show a cul de sac, which is required to have a minimum diameter of 96 ft to status as an approved turn around 4. The fire apparatus access road requires the distance from the access road to all sides of the ground level be within 150 ft of the access road. 5. Where the width of the fire apparatus road is reduced below 20 ft by parking, then no parking, fire lane signs or markings are required 6. The proposed access is through Ashcroft, Please note that this approval is subject to the following agreements Approval is for a maximum of 28 dwelling subject to conditions contained herein. Locations a.nd acreage of various land uses shall comply with the Approved Application Plan. In th, final site plan and subdivision process, open space shall be dedicated in proportion to the number of lots approved, No grading or clearing for street construction shall occur within any area -until the final Stormwater Detention and drainage plans for subject subdrainage basin have been approved f :)r concurrent construction, No grading; or construction on slopes of 25% or greater except as necessary for road construction as approved by the County Engineer; 4 All lots shall be served by public water; Page 2 January 23, 1995 5 Access may be provided through either the Franklin or Ashcroft development subject to approval of road design for roads in the affected development.
