Initial comments from the following divisions of the Department of Community Development and other agencies, as applicable, are attached: Albemarle County Planning Services Albemarle County Engineering Services Albemarle County Architectural Review Board (ARB) Albemarle County Information Services (E911) Albemarle County Building Inspections Albemarle County Department of Fire Rescue Albemarle County Service Authority (ACSA) Virginia Department of Transportation (VDOT) Rivanna Water and Sewer Authority (RWSA) Virginia Department of Health (VDH) Comments reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues that will be required to be resolved prior to approval of the initial site plan. [32.4.2.1 (f)] County records show that the required $448.00 notification fee has not yet been paid. This fee will need to be paid prior to Friday, December 24, 2021 in order for the initial site plan to be approved. a. Payment can be made online here. Comments to be addressed prior to final site plan approval: 1. [32.7.2.3] Pedestrian infrastructure, designed and constructed to the standards of the Virginia Department of Transportation, should be provided adjacent to Route 250 and Crozet Avenue for the length of the parcel. See comments from Transportation Planning staff below. Please address the following: a. The Crozet Master Plan recommends a minimum 10' wide shared -use path along Route 250. b. A sidewalk meeting minimum VDOT standards should be provided along the frontage of Crozet Avenue. 2. [32.5.2(a)] Please include a reference to the Initial Site Plan Number: SDP202100081 and include a place holder for the Final Site Plan Number. 3. [32.6.2(i), 4.12.71 The Zoning Administrator must approve the proposed number of parking spaces prior to Final Site Plan approval. Please submit a justification or parking study for the proposed number of parking spaces. a. Revise the parking calculations on the Cover Sheet accordingly. 4. [32.6.20), 32.7.9.41 Delete the Plant Schedule on Sheet L1.0 or revise it to match the Plant Schedule on Sheet L2.0. 5. [32.5.2 0)(k)(1), 32.6.2(g)] Show all existing and any proposed easements. Any new easements required for water, sewer, drainage facilities, or any proposed utilities will need to be reviewed, approved, and recorded prior to final site plan approval. Please submit an easement plat application the County for review. The final site plan will need to be updated so that all easements are shown and labeled identifying easement type, whether it's public or private, a width dimension, and the recorded instrument with deed book and page number. a. [32.6.2] Please submit a plat application that meets all requirements of the Subdivision Ordinance for a Special Lot subdivision application and an Easement Plat application. This combined plat can show the proposed ROW dedication and all new/proposed easements. The application fee associated with this combined Plat will be the "Easement Plat — with a deed" fee. The current fee for this type of application is $934.96. 6. [32.7.8 and 4.17] If any outdoor lighting is proposed, please provide a lighting plan will need to be included with the final site plan submission that complies with all applicable regulations specified in Section 4.17 of the Zoning Ordinance. This includes: a. Provide footcandle measurements within the property and along all property lines. Use a light loss factor of 1.0 to determine footcandles on site. b. [4.17.4 (a)] Provide manufacturer cut -sheets for all proposed outdoor luminaires. c. [4.17.4 (a)] All proposed outdoor luminaries exceeding 3,000lumens must be full -cutoff fixtures. Please provide documentation from the manufacturers that all fixtures will be full -cutoff. d. Please state the pole height of all outdoor luminaires. e. [4.17.4 (b)] Please add a note to which states "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle." 7. [32.7.9.7 (a)(3)] Please provide a construction detail in plan and profile view of the proposed dumpster enclosure. The detail should identify materials to be used, color, dimensions, etc. Please be aware that walls used for screening must be a minimum of 6' in height. 8. [General Comment] According to Albemarle County GIS the property is in the jurisdictional area for water and sewer. Please confirm this information in the Site Data table on the Cover Sheet. Comments From Other Reviewers: Albemarle County Planning Services (Transportation Planning) - Kevin McDermott, kmcdermott@albemarle.org - Requested changes. Provide safety railing for walls over 30" high. 2. Sheet 2 — a. Show existing easements with deed book refs. b. Show managed slopes (overlay). 3. Sheet 4 — a. Provide 3' min curb radius. b. Extend curbing to full length of parking length. c. Provide std. VDOT entrance & detail. 4. Sheet 5 — Entrance intersection needs to be less than 4% grade for 40' 5. Show entrance sight distance and design speed of Brownsville Road. a. Ensure no obstructive views. 6. Note: Building permit needed for walls 3' and higher. Albemarle County Architectural Review Board (ARB) — Margaret Maliszewski, mmaliszewski@albemarle.org— See recommendations below. 1. The ARB reviewed a conceptual plan for this project under ARB-2021-94. See that application for the ARB's comments on the conceptual design. 2. The ARB will review the initial plan and updated architectural design under ARB-2021-127 on December 20, 2021. Comments will be available after that meeting. Albemarle County Building Inspections —Betty Slough, bslou hg &albemarle.org—Requested changes. 1. Add the following note to the general notes page: Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height require a stamped engineered design also. Walls require inspections as outlined in the USBC. 2. Add the following note to the general notes page: Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI A117.1-09 and the 2015 Virginia Construction Code. 3. Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. 4. Add the following note to the general notes page: Buildings or structures built before January 1, 1985 must have an asbestos survey performed in order to apply for a demolition permit. Asbestos removal permits are required if positive for such from Albemarle County and VDOLI. Contact VDOLI for their additional requirements and permits for demolition projects at 540-562-3580 x131. 5. Add the following note to the general notes page: All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA performs any testing and inspections of the public sewer and water main(s). The Albemarle County Building Inspections Department (ACBID) does a visual inspection and witnesses the testing of the building drain, water service pipe and the sprinkler lead-in connection. The developer/contractor is responsible to retain a Special Inspector as outlined in the updated Albemarle County Policy for Site Utilities to perform the visual inspection and testing of all utilities not covered by the ACSA or ACBID. This includes building sewers, water and fire line branches between the main and the meter(s)/building(s). The Special Inspector's report must be submitted and approved by the Albemarle County Engineering Department prior to a Certificate of Occupancy being issued. Albemarle County Information Services (E911) — Elise Kiewra, ekiewra@albemarle.org - No objection. Albemarle County Department of Fire Rescue — Howard Lagomarsino, hlaQomarsino&albemarle.org — Requested changes. 1. Please provide a note indicating the Needed Fire Flow calculation per ISO requirements for the building on the plans. 2. Provide the number of fire hydrants, in the appropriate spacing arrangement, as required by the calculated needed fire flow 3. Please provide a note on the plan indicating the available fire flow for the public water system as a note on the plan 4. The FDC requires a fire hydrant within 100 fl and arranged so that when in use in conjunction with the FDC, the travel way is not obstructed. 5. A note on the plan for signage indicates signs will comply with the 2000International Fire Code. This is currently an outdated Code. The current code codified and in use is the 2018 Code. Ensure notes reference the applicable code. 6. A Knox Box will be required. Please place a note indicating this on the plan. The location of this can be coordinated with the Fire Marshal's Office. Please place a note on the plan acknowledging this Albemarle County Service Authority — Richard Nelson, melson@serviceauthority.org — Review pending. Comments will be forwarded to the Applicant as soon as they are available. Virginia Department of Transportation — Adam Moore, Adam.Moorekvdot.vir ig nia.gov and Doug McAvoy Jr., douglas.mcavoy@vdot.vir ig nia.gov —Requested changes, see attached. Rivanna Water and Sewer Authority —Victoria Fort and Dyon Vega, vfort@rivanna.org and dvega@rinavvan.org — Requested changes, see below. RWSA will require a sewer flow acceptance prior to final site plan approval. The request will need to be sent to us by ACSA and will include the following: 1. Estimated average daily dry weather sewage flow (ADDWF) 2. Point of connection into RWSA system (which manhole) 3. Number of units/square footage 4. Estimated in-service date Virginia Department of Health — Alan Mazurowski, alan.mazurowski@vdh.vir ig nia.gov — Requested changes. 1. The plan indicates that water will be supplied by a public system, but sewer will be private. However, our records show that the former deli/convenience store and residences were connected to the public sewer system sometime after the original onsite septic system failed in 1998. Provide a vertical profile for the entrance. 2. Video inspection of the existing stormwater pipe will be required to confirm its condition before tying -in private lines. 3. Show all existing infrastructure (private mailboxes, highway signs, utilities, etc.) on the Plans in their current location, and proposed final location if they will need to be moved. 4. Provide drainage calculations. 5. Sight distance shown (150 ft) does not conform with Intersection -Sight -Distance (280 ft) in Table 2-5 or Stopping -Sight -Distance (155 ft) in Table 2-6, both in Appendix F of the Road Design Manual. Please correct the problem, explain the discrepancy, or apply for a Design Waiver or Design Exception. 6. Please provide profiles along the sight -distance lines and ensure they conform with Table 2-5, Appendix F of the Road Design Manual.
