Yes, that looks perfect! Our records just indicate there is a $448 balance, so when it comes in I think it'll just update to
reflect a $0 balance, despite what the payment type is specifically titled. The notes/details you have included provide

Regarding the remaining comments: The next line down after the first comment indicates "Comments to be addressed
prior to final site plan submittal." Am I reading this right to indicated that the Initial Site Plan is approved, and we may
move forward with Final Site Plan submissions once the outstanding payment is made?

Thank you for your comments and concerns regarding the initial site plan application SDP202100081 Crozet Self Storage.
Initial site plan applications are preliminary documents that show us major elements of the site and help us confirm that
the proposed use (self -storage facility) will be permitted as long as they are meeting all of our regulations. We try to
review them thoroughly and give the applicant as many comments as we can during this stage, but ultimately we will
issue an approval along with a list of review comments that will need to be addressed prior to final site plan approval.
We review things such as proposed roads, right of way adjustments, building locations, parking, landscaping, lighting,
etc. but all of that is finalized during the final site plan process. The final site plan is a very similar document, but is
submitted as a new application that provides us with much finer detail.
Some things to note include:
The property is zoned Highway Commercial. Self-service storage facilities are a by -right use in the Highway Commercial
Zoning District.
There is an Architectural Review Board (ARB) application currently under review that will need to receive a Certificate of
Appropriateness prior to Final Site Plan approval. The ARB reviews the architecture and design of the building as well as
the landscaping and screening efforts around the building and provides recommendations and proposed revisions prior
to final approval. The ARB will review the initial plan and updated architectural design under ARB-2021-127 on
December 20, 2021. ARB meetings are open to the public and you can provide any comments or concerns to the ARB at
the meeting. Margaret Maliszewski mmaliszewski@albemarle.org is the Staff contact for the ARB.
Staff will most likely be requiring a sidewalk along Crozet Ave and Rockfish Gap Tpk with a recommendation that the
sidewalk along Rockfish Gap is a shared use path.
The Virginian Department of Transportation (VDOT) is reviewing these plans and will require any additional road,
entrance improvements, turn lanes, etc. as applicable. All site lines will be analyzed by VDOT. The setback and massing
will be reviewed accordingly by Planning and ARB Staff. The Applicant will have to meet all required setbacks and
stepbacks and received a Certificate of Appropriateness from the ARB prior to Final Site Plan approval.
A Water Protection Ordinance (WPO)/Virginia Stormwater Management Program (VSMP) is required for this project and
must be approved by our Engineering division prior to final site plan approval. Engineering will review all associated
stormwater for this project and ensure all regulations are met.
The County's Fire -Rescue division will review the plans to ensure compliance with the VA Fire Code.
If any additional lighting is proposed the Applicant will need to submit a detailed Lighting Plan that meets all County
regulations prior to final site plan approval. The ARB will review any proposed lighting as well.
Lastly, I just wanted to summarize that your comments are greatly appreciated. Staff is working on compiling all public
comment and is going to share with the Applicant. We have received many concerns on this project and will be
providing those to the Applicant.

We are writing to you with our concerns about the proposed storage facility in front of our house. As residents of
Brownsville Road for over 60 years, we have witnessed the growth of this community. Positives and negatives come with
every growing community. We are by no means against a business being placed in front of our house, it is an appropriate
place for a business, this is not the type of business for this area. Is there anyone that has shown the need for this type of
business? On the initial site plan, it states that there will only be 6-8 people per day. Who is providing this data and what
measures were considered? What is the average need for storage in our area? How does this serve our community? We
think that a place that brings people together is ideal for this location. It always has been and is something we would
support. We've never opposed any other proposed changes to this area. If money is not an issue, as demonstrated with the
proposed three-story storage facility, the existing area can surely be expanded and improved to provide a similar
experience to the Gateway.
This specific section of Brownsville Rd has multiple homes dating back to the 1800's and the original path to Crozet ran
through it. I want you to understand the larger history of this area and the impact of a business of this type. Traffic and the
sheer number of patrons is another change to this community. The location of this storage facility would only increase
traffic on both 250, Brownsville Rd., and Crozet Ave. This intersection is busy and a current problem on all roads
mentioned above. Has a traffic count for these specific areas been done? To ask large trucks and other vehicles to come in
and out of a storage facility onto these roads would only increase the issues with this intersection. The current
infrastructure cannot support this business and the increase in traffic it will bring. Another larger concern, as we will live
directly behind this building, is lighting and safety. This is a very quiet area where everyone knows everyone. Our
concerns would increase significantly with this proposed building. With the availability to access your unit 24/7, this
would also allow people to come and go on a small path of Brownsville Rd. What is the proposed lighting solution? Who
will be monitoring these units if they are open 24/7 and how will security be provided to make sure that only people that
should have access are permitted? What will the containment of this facility look like? Will there be a fence line with
trees?
We are aware that the ARB will have to review this proposed plan to make sure it is appropriate for this site. Can you
update us with where they are in their process? With the type of vehicles that would be used to transport the stored items,
there is a potential for increase of noise. Every large truck has an audible backup sound. This should be considered as they
have access 24/7.
A virtual meeting is a must. A decision of this magnitude, and the area it effects, are important to us and the community.

Rte 751, a road that is roughly 1 1/4 lane wide, arcs behind the property and already features more traffic than it should.
The entrance is somewhat hidden from drivers driving west on 250. Those of us who haven't been rear -ended as we
turn right onto 751 will have nearly been so multiple times. Having another left turn 20 feet up from the turn (as
proposed) seems like increasing potential danger of accidents. People barrel around that wooded corner.
I assume you have gotten input from VDOT (will this building plan take into account the suggested traffic circle at the big
intersection? I realize they said this would be several years in the future after 151/250 traffic circle and the school traffic
circles, but the 2 corners of the intersection flanking Miller School Road feature deep gullies and will not provide a lot of
room for a traffic circle to handle that much traffic), the Post Office (all of the mailboxes will have to be moved and re-
placed and possibly affect Postal Route trafficking if they need to be moved to the other side of the road), and the
Master Plan planners (They have been sensitive to putting industrial/light industrial/tech buildings and other unsightly
buildings at the Gateways to Crozet -- and this storage building is replacing a building known as the Gateway Market for
decades).
I would like to reiterate that I do not not object to commercial businesses at this location and one half of the partnership
proposing this have been good neighbors for decades -- including operating or leasing the space for the commercial
businesses that have historically occupied the lower parcel; I wish we had different visions for this property. I would love
to see a new restaurant/convenience store/shop/etc. there. That would truly serve the neighborhood.
A 3 story self -storage would not.

trying this method, too. This will be a 2 part message since it won't all fit here:
am writing to express my opposition to the plans for the Crozet Self Storage facility to be built on the Rockfish Gap
Highway at the intersection of Rtes 240/Miller School Road and 250. 1 am a long-time resident of the neighborhood
immediately around and behind the proposed site.
I do not object to commercial enterprises on this parcel - there is a long history of successful businesses on the lower
parcel that have served the neighborhood well, but this proposal (a 3 story storage facility designed for urban
environments where there are no bigger footprints available) does not serve the neighborhood at all.
As you are aware from your site visits, the parcel is actually 2 parcels, a lower commercial parcel with one story
buildings, and a higher residential parcel with a classic Virginia house on the (by roughly 1 story) higher parcel and a
dip/sunken area where the house originally stood. The proposal is to combine the parcels into one site, demolish the
current structures, and replace them with a 3 story storage building that offers 24/7 access.
The storage facility will dramatically change the actual neighborhood (the comp images in the proposal are from 2+
miles away, and do not reflect the houses and other buildings from the 18th, 19th, and early 20th century that
immediately surround the building). 24 hour access means lights that will shine into the neighborhood throughout the
night; currently, the lights on the current commercial parcel are shielded from the rest of the neighborhood because
they are at a lower elevation from the neighborhood. A 3 story storage building will have lights shining into first and
second story windows of the houses of the neighborhood.

Afternoon,
I just sent the email requesting the link to comment/review the storage facility site plan, although I hit send before
finishing writing our concerns. We bought our house 15 months ago, attracted by the quiet neighborhood tucked away
from subdivisions, retail, etc.
I grew up in Crozet and I am very familiar with the area and growth. When the neighbors let us know about the mail
they received related to a proposed storage facility, we were all shocked and frustrated. Brownsville road has 5 houses,
many of which are historic. This is not a need for our neighborhood or the surrounding community. There are several
nearby storage facilities if this need exists, along with many in Charlottesville.
Us, and our neighbors are not against a commercial business, and have patronized previous businesses on the site. We
are advocating for ones that serve the neighborhood and the neighbors that surround the site. Storage does not do this.
The size of the structure, along with the traffic it will bring to this already small road, is a safety concern. Lights will be on
24/7 in the building, and patrons will have access at all hours to access their storage. This brings additional concerns
regarding safety/crime. There have been recent posts regarding a storage facility in Crozet experiencing rat infestation,
along with mold. How would this be prevented for this facility?
The previous businesses on this site have not been successful- what happens if/when the storage facility does not
generate revenue and closes? Are we left with an eyesore of a building? In addition, the schools are located half a mile
from this site, are there any stipulations around that?
These are just a few of the concerns regarding the site proposal. It would be beneficial if a developer or County planner
would come out and see the site, and allow community input prior to plans moving forward.

The review of this initial site plan is currently underway. Staff looks at the recommendations in the comprehensive plan
and works with our transportation staff when analyzing any proposal such as this. Staff has the ability to request

quickly!
If I can ask a couple additional questions:
I wonder is it VDOT or a department within Albemarle County that looks at a proposal such as this from the perspective
of longer range planning? Obviously it's difficult to plan for 100 years out but considering projected growth more near
term, what review is there for avoidance of future problems? For example, would a later road widening within the right
of way cause added lanes to have obstructed line of sight from the placement of this proposed structure?
And then my other question is what is the specific distance is from the edge of the Brownsville Elementary school
property to the property under review?

them.
First, yes, you are right that these drawings are not final. This submittal is what we call an initial site plan application.
Initial site plan applications are preliminary documents that show us major elements of the site and help us confirm that

review them thoroughly and give the applicant as many comments as we can during this stage, but ultimately we will
issue an approval as long as nothing major is glaring. We do review things such as proposed roads, right of way
adjustments, landscaping, etc. but all of that is finalized during the final site plan process. The final site plan is a very
similar document, but is submitted as a new application that provides us with much finer detail.
As for the roads shown in this proposal, the Applicant, based on their plans, is not doing any work inside the right of way
along Rockfish Gap Tpk or Crozet Ave. They are showing proposed right of way dedication on Brownsville Rd but no
changes are being made to Rockfish Gap or Crozet Ave. The misleading drawings may be a result of incorrect right of
way lines on the drawings based on information the Applicant has. The term "variable width r/w" is very common and
basically just means that the width of the road varies along the roads entire length. We see this on many applications.
Ultimately, when it comes to the proposed roads, the Virginia Department of Transportation reviews all changes being
made to the Right of Way and will make any comments on the proposed plans. Their review of this project is currently
underway, but like I said it does not appear that they are making any changes to Rockfish or Crozet.
As for landscaping at the intersection of Rockfish Gap and Crozet Ave., this will be reviewed by all applicable parties
including VDOT, Planning, ARB, Engineering, and others prior to final landscaping location approval. A finalized
landscaping plan is not required during an initial site plan. The final site plan will include a landscaping sheet that shows
the size, quantity, location, and species of all proposed landscaping information. Yes, site lines will need to be
maintained. There is an ARB application currently under review that will need to receive a Certificate of Appropriateness
prior to Final Site Plan approval. During review of the certificate of appropriateness Staff will review the proposed
landscaping for screening purposes as well as the overall design of the site and building.

Crozet storage proposal. I am not against redevelopment of the site in general, but have some concerns on the nuts and
bolts of this specific proposal.
Firstly, please bear with my probably poor use of terminology and lack of understanding of review stages. And I hope my
concerns do not come across as petty.
My first concern regards one of the sketches of the proposed site layout. While I understand that these sketches are not
a final drawings and are allowed to show some boundaries as approximations, and that exact relative sizes of some
features may not be at issue for this phase of review, I am concerned that there is possibly an over -generous use of
"approximation" in relation to the roads. I am unsure of how approximate a sketch can be? I'm worried this current
sketch might be a little misleading, for two reasons.
I have attached a photo I took from the part of the proposal I saw, a proposed site layout sketch, and I have added a red
line. And also I have attached a screenshot of google maps (an aerial view) with an arrow to the same spot. The proposal
sketch shows roads bounded by dashed lines and describes the lines as, "approx. location of ex. edge of pavement". The
first issue: where I drew the red line there is a particularly narrow spot in 250 on the proposal sketch but I don't see this
in a photo of the same location, it actually widens there. And there is another issue too. When I compare the proposal
sketch to a photo of the area, I feel like the relative sizes of Crozet Ave and 250 are "off'. I have not measured to the
mm, and perhaps I am making a mistake, but it looks like their sketch has either Crozet Ave wider, or 250 narrower, so
that the ratio of their widths doesn't look right. I wonder if there was something off in their measurements? Or they
included shoulder (which I assume would fall under "edge of pavement") for some measurements but not others? It
may not matter at all but I would not want there to be a misunderstanding of the relative sizes of roads or where the
edge of the roads are comparison to the proposed structure. Obviously seeing correct relative sizes of roads is important
to understanding the proposed site plan.
My other concern on the sketch is the placement of large appearing trees (labeled as "street trees") on the west and
south sides of the building and whether this would obscure line of sight for drivers on Crozet Ave and 250. Of course, if
later in the review process these were shortened to short bushes that would not obscure the shoulder or the turning
line of sight, and that would be easy to do. However, that would also change the overall look of the building quite a bit.
It seems reasonable to request that the initial proposal include the type of greenery that would be allowed later.
Lastly, a question on right of way: They have labeled the name of Rockfish Gap Turnpike and included "variable width
R/W" which I'm confused by. Isn't the right of way, while perhaps variable in the total length of Rockfish Gap Turnpike,
at this location a known number? Shouldn't the right of way distance be determined first, if in question, and then the
initial proposal made? Right of way distance at a busy intersection in a growing end of the county seems really relevant.
Perhaps I am misunderstanding and they have taken into account a maximum possible R/W already?

If I can ask a couple additional questions:
I wonder is it VDOT or a department within Albemarle County that looks at a proposal such as this from the perspective
of longer range planning? Obviously it's difficult to plan for 100 years out but considering projected growth more near
term, what review is there for avoidance of future problems? For example, would a later road widening within the right
of way cause added lanes to have obstructed line of sight from the placement of this proposed structure?
And then my other question is what is the specific distance is from the edge of the Brownsville Elementary school
property to the property under review?

First, yes, you are right that these drawings are not final. This submittal is what we call an initial site plan application.
Initial site plan applications are preliminary documents that show us major elements of the site and help us confirm that
the proposed use (self -storage facility) will be allowed as long as they are meeting all of our regulations. We try to
review them thoroughly and give the applicant as many comments as we can during this stage, but ultimately we will
issue an approval as long as nothing major is glaring. We do review things such as proposed roads, right of way
adjustments, landscaping, etc. but all of that is finalized during the final site plan process. The final site plan is a very
similar document, but is submitted as a new application that provides us with much finer detail.
As for the roads shown in this proposal, the Applicant, based on their plans, is not doing any work inside the right of way
along Rockfish Gap Tpk or Crozet Ave. They are showing proposed right of way dedication on Brownsville Rd but no

changes are being made to Rockfish Gap or Crozet Ave. The misleading drawings may be a result of incorrect right of
way lines on the drawings based on information the Applicant has. The term "variable width r/w" is very common and
basically just means that the width of the road varies along the roads entire length. We see this on many applications.
Ultimately, when it comes to the proposed roads, the Virginia Department of Transportation reviews all changes being
made to the Right of Way and will make any comments on the proposed plans. Their review of this project is currently
underway, but like I said it does not appear that they are making any changes to Rockfish or Crozet.
As for landscaping at the intersection of Rockfish Gap and Crozet Ave., this will be reviewed by all applicable parties
including VDOT, Planning, ARB, Engineering, and others prior to final landscaping location approval. A finalized
landscaping plan is not required during an initial site plan. The final site plan will include a landscaping sheet that shows
the size, quantity, location, and species of all proposed landscaping information. Yes, site lines will need to be
maintained. There is an ARB application currently under review that will need to receive a Certificate of Appropriateness
prior to Final Site Plan approval. During review of the certificate of appropriateness Staff will review the proposed
landscaping for screening purposes as well as the overall design of the site and building.

Below are my responses in bold to your questions and comments.

in front of oncoming traffic.
The Virginian Department of Transportation (VDOT) is reviewing these plans and will require any additional
road, entrance improvements, turn lanes, etc. as applicable. I can provide the contact of this reviewer if you
wish to reach out to them directly.
2. Stormwater - This is a lot of impervious area and very close to the setbacks. I am concerned the existing
stormwater under 250 my be insufficient.
A Water Protection Ordinance (WPO)/Virginia Stormwater Management Program (VSMP) is required for this
project and must be approved by our Engineering division prior to final site plan approval. Engineering will
review all associated stormwater for this project and ensure all regulations are met.
3. Massing and setback to the road - This three story structure so close to the road and a key intersection will block
sight lines.
All site lines will be analyzed by VDOT. The setback and massing will be reviewed accordingly by Planning and
ARB Staff. The Applicant will have to meet all required setbacks and stepbacks and received a Certificate of
Appropriateness from the ARB prior to Final Site Plan approval.
4. Fire - a 3 story 90,000SF storage building poses great risk to the surrounding structures. Are there any proposed
improvements to add hydrants? Is the parking area sufficient for the areal tower Crozet has? This is a lot of
potential fuel to burn.
The County's Fire -Rescue division will review the plans to ensure compliance with the VA Fire Code. I can
provide the contact of this reviewer if you wish to reach out to them directly.
5. Are there any longer term plan to add sidewalks down 250 or Crozet Ave? People do walk this stretch a lot and
a public walk is a consideration.
The County can require sidewalks within the property along the property lines. This project is currently under
review and Staff will review and analyze the need for sidewalks along the property lines during the review
process.
6. 1 don't see a lighting plan with this? Does that go with the budding submittal? Concerned about the 24/7
lighting.

If any additional lighting is proposed the Applicant will need to submit a detailed Lighting Plan that meets all
County regulations prior to final site plan approval. The ARB will review any proposed lighting as well.

The project is located on an Entrance Corridor and will require a certificate of appropriateness from the

I would like the link to review the plans.
I live across the street from the property at 5708 Brownsvile Road. My main concern is access to the property. I hope
it will be by Rockfish Gap Turnpike, as our section of Brownsville Road is a narrow remnant of the old Rockfish Gap
Turnpike. We are already experiencing increasing traffic from people cutting the corner between Rte 250 and Rte 240.
1 am not objecting to the project, but I wish to have more information.
