(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] Applicable Comments from Initial Site Plan Action Letter (July 28, 2021) If the comment has been addressed, it has been blurred out. Additional comments are added in bold font, like this. 1. [32.7.5.2(d)] Revise the plan to provide additional planting area along the Rt. 29 frontage to accommodate required frontage trees free of utilities and easements. Note that this will likely require the elimination of the 8-space parking row and possibly some of the adjacent travelway. 2. [32.5.2(a)] Please correct the Tax Map and Parcel Number on the cover sheet and any additional TMP reference number on the Plans to say Tax Map and Parcel number or simply TMP instead of "PIN." Revise the TMP reference in the Site Data table on Sheet C-101. 3. [32.5.2(a)(b)] Please include the following general information and information regarding the proposed use on the Cover Sheet. a. Zoning District — Highway Commercial b. Zoning Overlay Districts — Airport Impact Area and Entrance Corridor. Please add "Steep Slopes — Managed" to the Zoning Overlay Districts information in the Site Data table on Sheet C- 101. c. Please include a reference to the Initial Site Plan Number: SDP202100054 d. The proposed use and square footage of the building e. The schedule of parking and amount provided f. Maximum building height permitted and the proposed building height 4. [32.5.2(b), 4.12.61 The parking schedule on Sheet C-301 suggests that there are 15 employees and 6 service bays for a total minimum parking requirement of 27 spaces. Section 4.12.4 of the Zoning Ordinance states that the total nunber of parking spaces provided may not exceed the parking requirements by more than 20 percent. 33 parking spaces is ((33-27)/27 = 0.2222) 22.22 percent more than the parking requirements. Please remove one parking space or revise the Plans accordingly. 5. [32.5.2(i)] Please see VDOT comment #1 (attached). Provide pedestrian accommodations across the entrance. 6. [32.5.2 (k)(I), 32.6.2(g)] Any new easements required for water, sewer, drainage facilities, or any proposed utilities will need to be reviewed, approved, and recorded prior to final site plan approval. Please submit an easement plat application the County for review. The final site plan will need to be updated so that all easements are shown and labeled identifying easement type, whether it's public or private, a width dimension, and the recorded instrument with deed book and page number. Comments stands. 7. [32.7.8 and 4.17.41 Please use a light loss factor of 1.0 to determine footcandles on site. It is unclear what LLF factor was used on the Lighting Plan. 8. [32.7.8 and 4.17.41 Please add a note to which states "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle." 9. [32.6.2(h)] Please provide a signature panel for signature by each member of the site review committee. 10. [4.12.19(c)] On the final site plan, please provide a plan and profile view detail of the proposed dumpster enclosure. Identify the dimensions, materials, etc. Comment stands. 11. [4.12.19 (b)] Please show that concrete will be used as the surface material at the dumpster enclosure. The concrete pad must extend a minimum of 8' beyond the front of the dumpster. 12. [32.5.2 (q)] Please provide traffic generation figures. See VDOT comments for further information. 13. [32.7.2.1(b)] Please see VDOT comment #4. The proposed entrances to the site do not meet VDOT spacing requirements, and VDOT has stated that an Access Management Exception (AME) needs to be approved in order to allow the proposed entrance location. Please coordinate directly with VDOT to address the AME requirement. 14. [32.7.91 The Site Plan currently shows a 25' landscape buffer along the property frontage. Why is this being provided? Is this an existing easement that applies to the property? Final Site Plan Review Comments 1. [32.6.2] Please include the Final Site Plan Number on the Cover Sheet— SDP202100084. 2. [General Comment] Please add a date of revision to Sheet 2. Additional Reviewer Comments Albemarle County Engineering Services — David James, diames2@albemarle.org — Requested changes. 1. [C-502] Show HGL in the storm profiles. 2. [C-502] Show VDOT designations, throat length for each DI, grate type for each grate inlet. 3. Easement plat will need to be recorded prior to FSP approval. 4. Provide safety railing for walls over 30" high. 5. Stormwater runoff from parking area is concentrated and must be piped or adequately channeled to STM B-10. 6. Provide half -clogged design for STM B-10 opening following VDOT Drainage Manual. 7. Show vehicle path turning radius by the largest expected vehicle (Auto -turn). Ensure no part of the vehicle crosses over curb or into parking zones. 8. Provide drainage area maps. 9. Provide VDOT MASH guardrail (GR-MGS 1) before wall drop-off (where height is afoot or 10. Note: Separate building permit will be needed for walls over 3-ft high. Albemarle County Building Inspections — Betty Slough, bslou hg &albemarle.org — Requested Changes. 1. Add the following note to the general notes page: Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height require a stamped engineered design also. Walls require inspections as outlined in the USBC. 2. Add the following note to the general notes page: Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI Al 17.1-09 and the 2015 Virginia Construction Code. 3. Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. 4. Add the following note to the general notes page: Buildings or structures built before January 1, 1985 must have an asbestos survey performed in order to apply for a demolition permit. Asbestos removal permits are required if positive for such from Albemarle County and VDOLI. Contact VDOLI for their additional requirements and permits for demolition projects at 540-562-3580 x131. 5. Add the following note to the general notes page: All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA performs any testing and inspections of the public sewer and water main(s).The Albemarle County Building Inspections Department(ACBID) does a visual inspection and witnesses the testing of the building drain, water service pipe and the sprinkler lead-in connection. The developer/contractor is responsible to retain a Special Inspector as outlined in the updated Albemarle County Policy for Site Utilities to perform the visual inspection and testing of all utilities not covered by the ACSA or ACBID. This includes building sewers, water and fire line branches between the main and the meter(s)/building(s).The Special Inspector's report must be submitted and approved by the Albemarle County Engineering Department prior to a Certificate of Occupancy being issued. Please clarify the locations of the hydrant mentioned as within 250 ft of building 4. Label the ADA pedestrian ramps across the vehicle entrance as CG-12 and show the detectable warning surface. 2. Plans appear to show brick -pattern for entire entrance into the road. Show the brick - pattern crosswalk with asphalt pavement going into the road, for one lane -width, for the length of 2' beyond either side of the entrance. 3. The sidewalk appears to narrow from the existing sidewalk to the minimum 5' width across the front of the subject -property. Keep the existing width of the sidewalk for its entire length. 4. Where does Structure B-10 discharge to? Please provide a digital copy in PDF format of the revised plan along with a comment response letter. If further information is desired, please contact Doug McAvoy Jr. at (540) 718-6113. A VDOT Land Use Permit will be required prior to any work within the right-of-way. The Board unanimously approved the request, pending staff administrative approval of the following conditions: 1. Provide a sample of the corrugated metal siding for review. 2. Revise the architectural drawing to indicate the proposed block size for the masonry. 3. Align the storefront heights on the EC elevation with those on the south side and add a canopy to the middle bay of the EC elevation. 4. Revise the plant trellises to extend down the elevation to the to match the form of the bay doors along the south elevation. Remove the trellis closest to the EC street. 5. Revise the architectural drawings to include the standard window glass note: Visible light transmittance (VLT) shall not drop below 40916. Visible light reflectance (VLR) shall not exceed 30%. 6. Consider revising the site plan to relocate the electrical switch cabinet to eliminate visibility from the EC. Alternatively add a wing wall and paint the cabinet to match the building. Add a note to the site plan to identify the cabinet. 7. Revise the elevation drawings to show the roof -mounted mechanical equipment to confirm that it will be screened from view of the EC. 8. Add the standard mechanical equipment note to the architectural drawing: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 9. Revise the lighting plan to indicate the fixture color for the pole -mounted lighting. 10. Consider revising the plan to provide additional planting area along the Rt. 29 frontage to accommodate required frontage trees free of utilities. Note that this will likely require the elimination of some parking spaces in the 8- space parking row adjacent to the Rt. 29 frontage. Alternatively, locate larger trees further into the planting area towards the building and one in the parking area, eliminating one parking space. 11. Revise the site plan set to consistently show the existing water line as being removed. 12. Revise the deciduous landscaping along the northern perimeter of the site to evergreens. 13. Revise the site plan set to show the planting beds and plants proposed for the trellises. 14. Revise the plan to indicate the color of the retaining wall sample that has been submitted. 15. Please note separate sign applications are required for all proposed signs. The following comments provided with the initial review still apply: a. Revise the wall signs to use either face illumination or halo illumination. b. Revise the sign proposed on the south elevation so that it has a more coordinated appearance. This can be done by reducing the size of the sign and/or changing the layout to a single line of text. c. The background of any cabinet signs proposed will be required to have an opaque background if internally illuminated. d. Include the size of the existing freestanding sign on the sign drawings. If the sign is taller than 12' and larger than 32 square feet, the proposal must include a 25% reduction in height and area until the height reaches 12' and area reaches 32 sf.
