The electronic submittal includes this (1) Comment Response Letter and a (2) partial plan set. WRA offers the following summary and responses to the review comments issued via email on April 1,2021. To assist in the review of the resubmittal, the comments are summarized below in italic text followed by the responses. ARB Comments: Comment 1: Revise the light fixture to a full cutoff style or to one that emits less than 3,000 lumens. The light fixture specified in the drawings is not a full cutoff style and it emits more than 3,000 lumens. To meet ordinance requirements, it either needs to be a full cutoff fixture, or it needs to emit less than 3,000 lumens. Our preference is for a full cutoff fixture, but one that emits less than 3,000 lumens can be approved. The drawings will need to be revised to show an approvable fixture. Response: Drawing E-2 has been modified to reflect a full cutoff fixture with an estimated lumen of 1,659 lumen. Drawing E-4 has also been included in this submittal to show the revised fixture in the lighting fixture schedule. Comment 2: The revised roof color(matching the existing pump station roof)is appropriate. Please name the roof color. Response: Architectural drawings A-3 and A-4 have been modified to reflect the proposed roof color to match the existing roof color. The roof color named to match the existing roof is Mansard Brown as manufactured by Englert. On behalf of the ACSA,WRA trusts that all outstanding comments have been addressed. We look forward to receiving the review and approval on this site plan submission. Thank you for your cooperation in this matter. I've reviewed your recent resubmittal for the Madison Office Park project. There are two outstanding items: 1. Revise the light fixture to a full cutoff style or to one that emits less than 3,000 lumens. 2. The revised roof color(matching the existing pump station roof) is appropriate. Please name the roof color. Can you provide the name of the roof color? I will need to reference it in my approval letter. If you have questions, please let me know. I can be available for a phone call tomorrow morning. Thanks. Margaret Margaret Maliszewski Planning Manager, Department of Community Development Albemarle County 1 Comments made 10/20/20; red and green comments made 3/31/21 Review of plan dated March 2021 1. Revise the wall material note on A3 to indicate the embossed brick color. Among the acceptable options are, "....to match the red brick of the main building on site"or"...to match XYZ(paint manufacturer name) color#abc" (with color swatch provided). Note added stating that brick stain should match red brick of main building 2. A3 was revised to show wall-mounted light fixtures. The corresponding notes indicate that they emit 3,000 lumens or more. Consequently, they must be full cutoff fixtures. Include the manufacturer's cut sheet on the plan showing that the fixtures are full cutoff fixtures. Cut sheet added to E2, but lumens= 3,337; revised fixture needed 3. Two Betula Petula trees have been proposed 6-10'from the relocated overhead line. These trees can grow 30-40' high and 15-30' wide and, so, will likely conflict with the new line. Shift the trees further away from the line to avoid the conflict. Remove the note on C3 that delays coordination. Trees shifted New request: pump station roof to be standing seam metal to match existing pump station roof— changes made to A2,A3,A4 Name color and finish Whitman , Requardt Associates , LLP Engineers • Architects • Environmental Planners Est. 1915 March 25, 2021 Mr. Christopher Perez Senior Planner Planning Division -Albemarle County Department of Community Development 401 McIntire Road, North Wing Charlottesville, VA 22902-4596 Re: LOR#1 to SDP1980-53— Madison Office Park Pump Station Replacement Project— Resubmittal #2 Dear Mr. Perez: Whitman Requardt and Associates (WRA) is pleased to provide revised plans for Madison Office Park Pump Station Replacement Project to the Albemarle County Department of Community Development for review and comment. The electronic submittal includes this (1) Comment Response Letter and a (2) partial plan set. Since WRA's last submission to Community Development, we would like to notify you of a change to the building roof. The roof type has been changed to a standing seam metal roof. Please refer to the Architectural Plans for revised elevations view and details. Additionally, WRA offers the following summary and responses to the review comments issued on October 20, 2020. To assist in the review of the resubmittal, the comments are summarized below in italic text. ARB Comments: Comment 1: Revise the wall material note on A3 to indicate the embossed brick color. Among the acceptable options are, ".... to match the red brick of the main building on site" or "...to match XYZ (paint manufacturer name) color#abc"(with color swatch provided). Response: WRA added a note to the building elevations saying the brick stain should match the red brick of the main building on the site. Comment 2: A3 was revised to show wall-mounted light fixtures. The corresponding notes indicate that they emit 3,000 lumens or more. Consequently, they must be full cutoff fixtures. Include the manufacturer's cut sheet on the plan showing that the fixtures are full cutoff fixtures." Response: The fixture is a medium cutoff fixture and the fixture has been updated to select a lumen package closer to 3,000 to provide additional distribution cutoff. The manufacturer's cut sheet has been added to the drawing on E-2. Comment 3: Two Betula Petula trees have been proposed 6-10'from the relocated overhead line. These trees can grow 30-40'high and 15-30'wide and, so, will likely conflict with the new line. Shift the trees further away from the line to avoid the conflict. Remove the note on C3 that delays coordination. Response: The new power pole and overhead power service line have been shown on C-3 based on WRA's communication and service coordination with Dominion. The trees have been shifted away from the new overhead power service line. 9030 Stony Point Parkway, Suite 220 Richmond, Virginia 23235 www.wrallp.com Phone: 804.272.8700 • Fax: 804.272.8897 \\ad.wrallp.com\rwraproj\46480-023\Engineering\Design\Permits\Community Development\2021-03-25 ACCD Comment Resp Letter#2.docx Mr. Christopher Perez Page 2 Albemarle County Department of Community Development March 25, 2021 Property Owner Coordination and Roof Material Change The ACSA has had coordinated easement acquisitions and design elements for the pump station replacement with the property owner. We have a couple of items to confirm prior to our resubmission: 1. Review Fee—Is there an additional review fee required for the resubmission of the LOR package? No,there is not a fee for a resubmittal. 2. Hardcopy Submissions—We assume that 4 hardcopies of revised plan submittal is needed for Community Development and 8 hardcopies are needed for distribution to the ARB,as provided in the initial plan submittal. We were not planning to provide any other copies or samples for review with this resubmittal. Please confirm our approach is correct. Planning does not need hard copies of the plan submitted if you submit electronically.I've CCed Margaret to see what she has for this response related to the ARB. Electronic submittal is fine for the ARB. 3. Are there any provisions for electronic submittals to the County or ARB? We don't recall any,but just wanted to verify. I've CCed Margaret to see what she has for this response related to the ARB. Electronic submittals are accepted for ARB applications and many other Planning applications. Here is a link to the web page that provides instructions for making electronic applications/submittals. 4. It is our understanding that VDOT is notified when their review and approval is required. Are the plans transmitted to them by the County for review or should we coordinate a separate submission to VDOT? Staff forwards VDOT the plans, you do not need to do that.On the first submittal I received No Objections from VDOT.Additionally,I received No Objections from Fire Rescue and Engineering.I should have attached their no objections to the comment response letter. I think it was a busy day and I wanted to get you all our review comments for required changes. Sorry for that confusion. Please respond to these items at your earliest convenience so that we can finalize our resubmittal packages. Best Regards, 1 ' Charles Luck, P.E. The following revisions are requested to make the proposal consistent with the Entrance Corridor design guidelines. 1. Indicate the wall material on the architectural drawings. 2.
