Please find our responses to the comments below in bold lettering. First Review Comments— Kevin McCollum: 1. [32.5.2 (a)] According to Albemarle County GIS the property is located within the Entrance Corridor and Flood Hazard Overlay Districts. Please add these to the Zoning information on the cover sheet. The above information has been added to the cover sheet under the site notes zoning information. 2. [32.5.2 (a)] Albemarle County GIS additionally shows the presence of Critical Slopes on the property. Since Critical Slopes are not an Overlay District, we would recommend removing the statement regarding Critical Slopes altogether from the Site Data information on the cover sheet. The Critical slopes information has been removed from the cover sheet as requested. 3. [32.6.2 (k)] Is any additional lighting being proposed with this plan? If so, please see comment 5 and ARB comments provided below. Refer to the Lighting Plan and Schedule on Sheets E2.0 and E2.1. 4. [32.7.4.1] Prior to approval of the minor amendment, a Water Protection Ordinance (WPO) application must be submitted, reviewed, and approved by the Engineering Division. See Engineering comments for further information. Land Disturbance for this project will remain under 10,000 SF and therefore a WPO application is not required. ENGINEERING I DESIGN I TECHNOLOGY 1 5. [32.7.8 and 4.17] Please identify the proposed locations and types of any new outdoor lighting that will be installed as part of this project.The minor amendment should demonstrate compliance with all applicable site lighting requirements of the Zoning Ordinance. This may include a lighting/photometric plan that identifies footcandle measurements within the property and along the property lines. a. Provide a schedule of proposed outdoor luminaires that identifies the luminaire type, wattage, lumens, pole heights (if applicable), LLF (use 1.0 for calculations), etc. A lighting schedule is provided on Sheet E2.1. b. [4.17.4 (b)(1)] The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half (1/2) foot candle. A spillover shall be measured horizontally and vertically at the property line or edge of right-of-way or easement, whichever is closer to the light source. As shown on the Lighting Plan on Sheet E2.0, this requirement is met. c. [4.17.4(b)(2)] All outdoor lighting, regardless of the amount of lumens, shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. As shown on the Lighting Plan on Sheet E2.0, this requirement is met. d. [4.17.4 (a)] All outdoor luminaires emitting 3,000 lumens or greater shall be equipped with a full-cutoff fixture. As shown in the Lighting Schedule and Lighting cut sheets on Sheet E2.1, all fixtures are full-cutoff. e. If no new outdoor lighting is proposed (this includes pole lights as well as wall- mounted lights on any structures), then state this in the project narrative on Sheet C0.0. Proposed outdoor lighting is shown on Sheets E2.0 and E2.1. ARB Review— Margaret Maliszewski: 1. Provide in the site plan a cut sheet for the wall pack light fixture that shows it is a full cutoff fixture. Include a diagram and/or note on the plan indicating that the level of illumination at the ground emitted by the fixture does not exceed 20 fc and that the light color is in the range of 2000 - 3000K. These requirements have been met. Refer to the Lighting Plan and Schedule on Sheets E2.0 and E2.1. 2. Confirm that no lighting other than the wall-pack on the electrical building is proposed. Refer to the Lighting Plan and Schedule on Sheets E2.0 and E2.1 for a summary of exterior lighting. 3. Add the standard lighting note to the plan: Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." Note has been added to the Lighting Plan on Sheet E2.0. 4. Add the standard plant health note to the plan. "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." Standard plant health note has been added to the plans on Sheet L1.0. 5. Show that grading will not impact trees to remain. Tree protection fencing has been added to avoid grading outside the plan areas. 6. Include tree protection on the plan. Tree Protection is now included and can be found on plan sheet C3.0 7. Consider alternating rather than grouping the holly and red cedar trees. Plan has been updated to show alternating species on Sheet L1.0. 8. Consider an alternate finish for railings to minimize visibility and glare. Refer to the attached hand rail cut sheet for additional information on the hand rail. The clean anodized finish has been selected to minimize visibility and glare. Building Inspections— Betty Slough: 1. Add the following note to the general notes page: ALL water lines, sewer lines, and fire lines from the main to the structure located on private property MUST have a visual inspection performed by the building department. The requested note has been added to the General Notes page as note#34. Engineering Services—John Anderson: Requested changes, see attached (04/18/2021) Engineering Comments have been addressed and responded to though an additional response letter. VDH —Alan Mazurowski: Review pending (05/05/2021). Any applicable review comments will be forwarded to the Applicant upon receipt. Acknowledged. We have included PDF copies of the plans and calculations for your review.
