G.TUCKER COMMISSIONER RESIDENT ENGINEER February 12, 1998 March Public Hearing Submittals Memorandum Jan. 8, 1998 Mr. Ron Keeler Dept. of Planning & Community Development 401 McIntire Road Charlottesville, VA. 22902 Dear Mr. Keeler: Listed below are our comments: ZMA-98-01 Western Ridge, Phase 2, Route 240 The original Western Ridge traffic study reflected a near need for a traffic signal at Route 240/Park Ridge Drive. There has been recent movement to rezone the industrial land to the east of Park Ridge Road near its intersection with Route 240, coupled with the increased trips of this site (approximately 100 additional) the study will need to be revisited and analysis shown. A traffic signal would be the responsibility of the developer. A right turn land and taper is recommended from Park Ridge Drive into the proposed site. We concur with the proposal that the roads be an urban cross-section. ZMA-98-02 Airport Road Office Complex, Route 649 The existing site does not meet sight distance requirements along existing Route 649 to the west. There may be significant impact to the site by the proposed construction of Airport Road. We recommend the donation of right of way along the frontage or at a minimum that all improvements be set back beyond construction limits. TRANSPORTATION FOR THE 21ST CENTURY • Page 2 February 12, 1998 Mr. Ron Keeler March Public Hearing Submittals The entrance to site should really be aligned with the UREF proposed road for adequate access since the proposed Rt. 649 road will have a raised median with limited crossovers. If there is a service road built to the south of proposed UREF entrance, then the Office Complex entrance should be off of this service road. Should there be intent to occupy the site before Route 649 is constructed, then adequate sight distance will be required along with commercial entrance and turn lanes. We recommend that the site preparation be delayed until Route 649 is scoped for plan development and also the service road concepts that involve Route 29 widening project. ZMA-98-03 Village At Pantops/Wilton Country Homes III, Route 20 Preliminary drawings indicate access to Fontana Drive will be opposite the Montessori School entrance. We agree with this concept and recommend that the development of streets on the interior be designed so that all traffic is basically directed to this entrance. There will be a future need for a traffic signal at Route 20 and Fontana Drive at developer's cost and we recommend that the Wilton site participate with Fontana in this cost. A right turn lane from Fontana Drive into Wilton will be required. Page 3 February 12, 1998 Mr. Ron Keeler March Public Hearing Submittals ZMA-98-04 & SP-98-01 Temporary Charlottesville Catholic School, Route 1456 We have discussed with ACAC their customer base usage and we conclude that the projection of 180 students in the second year would be somewhat equal in daily trips, exclusive of the summer season when ACAC traffic would increase due to pool and tennis facilities. The school traffic would most likely be more intense in the AM and PM school peak hours than the ACAC Club, which probably is more in the early evening hours. There is an existing right turn lane into the site. If the school is to increase in size and longevity, a left turn lane should be established for safer turning movements.
