This project is denied for reasons listed below. The VSMP application content requirements can be found in County Code section 17-401. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. SWPPP: a. Please revise SWPPP cover to include ref. to WPO2021-00064 b. Sec. 6.A.: PPP Exhibit: Please show initial location of. i. Rain gauge ii. Portable sanitary facilities (ports John), as required iii. Covered non -hazardous waste dumpster, if required iv. Vehicle wash waters, draining to trapping measure (Not a sediment trap design, per se, but shallow depression — 1-2 backhoe buckets. Avoid direct drainage to tributary to Little Ivy Creek.) v. Concrete wash -out vi. On -site fuel, if required vii. Paint, stucco, chemical storage c. Sec. 8: Although county personnel will inspect, Applicant is required to retain qualified (contractor/third-party) E&S inspection personnel to perform ESC inspections and evaluate compliance relative to VESCH, 3rd Edition, 1992. B. Pollution Prevention Plan (PPP) —see SWPPP item b.. above The PPP content requirements can be found in County Code section 17-404. C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is disapproved for reasons listed below. The stormwater management plan content requirements can be found in County Code section 17-403. 1. Please combine individual sheets submitted into a single plan set (single file /.PDF). Engineering Review Comments Page 2 of 4 2. Revise plan set title to include ref. to WPO202100064. 3. C01 Note that `Jon Garber is the certified land disturber until a general contractor is hired by the owner at which time liability for land disturbance shifts to the general contractor,' does not effect transfer of environmental responsibility to the GC. Please see Sec. 10 of SWPPP template, Delegation of Authority, which effects transfer. Note: Sec. 10 of SWPPP is complete with Delegation of Authority from Janet Artz to Jeff Testerman. It appears C-01 Note may be obsolete, or require update. 4. C 04: Include note explaining whether demo material is to be sent to a landfill, or whether an alternative waste site is proposed. Note: SWPPP must reflect off -site export, unless material is sent to landfill. 5. C-05B a. Include statement affirming all post -developed flow is sheet flow that meets requirements at 9VAC25-870-66.D.. if this is the case. b. VRRM Site Tab indicates TP Load Reduction Required (lb/yr)=0.141b. Please copy statement from C-05A that `Water quality requirements indicate a 0.14 pounds phosphorus offset is required. Owner intends to purchase this on the third -party market.' Note, plan may not be approved without letter of nutrient credit availability from Ivy Creek bank, the only bank eligible to provide credits, given location of project. General: a. Note: Nutrient credit purchase (0.14 lb.) is not required for VSMP /WPO plan approval, but is required prior to receiving a Grading Permit. b. An Approved WPO plan is required prior to site plan approval. c. A state permit (VAR10) is not required for this project (LOD zO.57 Ac.). D. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is disapproved for reasons listed, below. The erosion control plan content requirements can be found in County Code section 17-402. No item 1. 2. C-05: a. Please show and label stream buffer. (Shown on C-04, but also need to display on C-5). b. Please revise critical steep slopes label to read critical slopes (steep slopes exist in development areas, critical slopes in rural areas). c. Please provide SF downslope of septic field, upslope of critical slopes. d. Label proposed drain field. e. Indicate location of earth /stone stockpile, if any. f. Indicate location of staging /equipment storage area, if any. g. Provide SF for earth stockpile, as needed. 3. C06: Include paved construction entrance with wash rack detail from Albemarle County Design Standards Manual, p. 8, link: httos://www.albemarle.org/home/showpublisheddocument/270/637202458267970000 Note: County ESC Inspector assigned to project may consider whether to allow Trackout® control mat in lieu of a typ. stone construction entrance, in lieu of a paved construction entrance with wash rack. Inspectors evaluate on a case -by -case basis, and consider compliance performance, but request ACDSM p. 8 detail be placed on the plan for reference, in case it is needed. Engineering Review Comments Page 4 of 4 Process: After approval, plans will have to be bonded. The bonding process is begun by submitting a bond estimate request foam and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement foams, which will have to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will have to be approved and signed by the County Attorney and County Engineer. This may take 24 weeks to obtain all the correct signatures and forms. This plan proposes 0.14 lb. nutrient credit purchase. Although nutrient credit purchase is not required for WPO plan approval, it is required prior to pre -construction, to receive a Grading Permit. After DEQ ea eFage is issued, via the ,.aveFage letw, the County can hold a pre -construction conference. Applicants must complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
