RE: SDP 02-020: Avemore Preliminary Site Plan (Phase I Recreational Substitutions)
Dear Bob:
Section 4.16.2.1 of the Zoning Ordinance, which sets the requirement for recreational facilities in
multifamily developments, authorizes the Director of Planning and Community Development to
approve substitutions of the required recreational facilities upon finding that those substitutions are
appropriate to the needs of the occupants. You have submitted a request to allow the substitution of
the prescribed tot lots and basketball courts with a swimming pool, formal gardens, picnic areas and
a single tot lot, along with a combination of several recreational facilities for adults and children
inside the community clubhouse.
The site plan indicates that more than one-half (1/2) of the apartment complex consists of one
bedroom dwelling units. Because of the size, variety and central location of the amenities within this
phase of the development I have determined that you have submitted an appropriate proposal for
substitute recreational facilities. Please note that this decision has also been made with consideration
for the information that you provided regarding the mixture of apartment types and the projected
proportion of children in the residential population. Your request is hereby approved with the
following conditions,which are subject to final site plan approval:
1. Provide more space in the tot lot for additional facilities, such as a swing set or see-saw
apparatus.
2. Recreational facilities shall be provided in accordance with the locations as shown on the
latest revised site plan, dated September 18, 2002.

earliest convenience if you have any questions or require additional information regarding this
decision.
