Each comment has been reviewed and a written response given as to how the comment was addressed and where to locate the changes on the plans. Should you have any further questions, please feel free to contact our office. General: 1. Much of the information that has been submitted at this point is very extensive for preliminary site plan review, and it is anticipated that there will be a need for several subsequent revisions before the Site Review Committee accepts the tentative site plan for final approval. Therefore, it is recommended that further efforts are concentrated mainly toward ensuring that all of the information required by Section 32.5 of the Zoning Ordinance (Preliminary Site Plan Content) and the specific information required by all reviewers is provided on the revised preliminary site plan in an orderly fashion. (32.5.6c) Although phasing is not required, it is being recommended that this section of the development be sub-phased due to the number of buildings proposed at this site. This would allow the projected timing of construction to be shown on the site plan in order to ensured that all improvements are being installed as required for the occupancy of each building (i.e. recreational amenities, parking, landscaping, etc.). (32.5.6d) Identify all areas of the site where slopes of twenty-five percent (25%) or greater exist. In accordance with Section 4.2 of the Zoning Ordinance, any proposal to disturb such areas must be accompanied by a request for Planning Commission approval of a critical slopes waiver. Information provided with this require must include a statement of the total area of the site covered by 25% slopes and the portion of those slopes to be disturbed, and must also address all five of the health, safety and welfare concerns identified in Section 4.2; Response: Illustrations of critical slopes are now provided on Sheet 0-7, Page 13 of 27. Also enclosed with this submittal is a letter requesting a critical slopes waiver. 14. (32.5.6i) Prior to approval of the final site plan, land must be acquired through easements or otherwise obtained from the respective owners of adjacent property that any roads, entrances and/or travelways are shown to cross; Response: Owner and plan preparer note this comment and will provide this information before final approval. 15. (32.6K) Prior to approval of the final site plan, easements must be obtained from the respective owners of adjacent property where any off-site work, utilities and improvements are being proposed; Response: Owner and plan preparer note this comment and will provide this information before final approval. 16. (32.5.6n) Provide the maximum footprint and height of all buildings. (32.5.6n) Indicate the material types to be used to construct the proposed screening wall surrounding the trash compactor; Response: This information has been shown on Sheet C-1, Page 15 of 27. 19. (32.5.6n) Show the proposed locations of any ground-based heating, ventilation, and air conditioning equipment. Please note that these types of equipment are considered to be objectionable features that must be properly screened from public road rights-of-way and residential properties, in accordance with Section 32.7.9.8c(3); Response: This information has been shown on Sheet 0-2, Page 8 of 27. Note that because of the natural screening buffers that have been undisturbed, we feel that these units do not require additional screening from adjacent properties. 20. (32.5.6n) Provide the dimensions of all open space and recreational areas, as well as a listing and description of any amenities to be provided within them; Response: This information has been shown on Sheet 0-8, Page 14 of 27. 21. (32.5.6n) Show the locations, and identify the dimensions and material types for all other existing and proposed improvements, as well as off-site improvements that are required for the development of this section; Response: This information has been shown on Sheets Cl-C9, Pagel of 27 — Page 23 of 27 and Sheet L1-L2, Page 26 of 27-Page 27 of 27. Parking and Circulation: 22. (4.12.6.1) Provide and show the locations of appropriate pavementia'kings and safety signage in the areas where one-way circulation is being implemented; Response: This information has been shown on Sheet Cl, Page 15 of 27 through Sheet C2, Page 16 of 27. 23. (4.12.6.5a) The Zoning Ordinance requires a minimum aisle width of 24 feet when perpendicular parking is provided with a stall width of 9 feet and length of 18 feet. In several areas the parking lot travelways are not being shown in accordance with this requirement, and instead have travelway widths of as narrow as 22 and 20 feet. There are a few revisions that could made to address this deficiency including, but not limited to the following: widening the parking spaces to 10 feet (4.12.6.5b); use of the additional two foot overhang and shortening of parking stripes to 16 feet in certain areas to allow widening of the Avemore Preliminary Site Plan Responses 1-4 WWA Project#201094.00 April 15, 2002 County of Albemarle,Virginia aisles (4.12.6.5d); or, adjustment of some structures near the travelways to increase the aisle widths; Response: Drawings have been revised to comply with the required width of travelway. See Sheets CI-C9, Page 15 of 27 through 23 of 27. 24. (4.12.6.5e) Provide and show the locations of curb cuts and ramps adjacent to the handicapped parking access aisle; Response: These locations have been shown on the plans. See Sheets Cl-C9, Page 15 of 27 through 23 of 27. Recreation: 25. (ZMA 02-10 Application Plan and Proffer C-2) None of the potential lots that were shown on the approved application plan are shown in the section of the development that is now being proposed with this preliminary site plan (behind Buildings 20 and 21); Response: The tot lots have been located on Sheet 0-8, Page 14 of 27 per a meeting with the Site Plan Review Agent, Stephen Waller on March 28, 2002. 26. (ZMA 02-10 Proffer C-3) Show the proposed location of the two outdoor picnic tables and two outdoor grills that are required to be installed at the community clubhouse; Response: The clubhouse is now in the middle of the site. The picnic tables and grills have been moved to the open space adjacent to the pedestrian walkway, per a meeting with the Site Plan Review Agent, Stephen Waller on March 28, 2002. See Sheet 0-8, Page 14 of 27. 27. (ZMA 02-10 Proffer G) Show the proposed locations of any portions of the internal, five-foot wide asphalt walking paths that will pass through this section of the development and be linked to the rest of the paths throughout the site as shown on the approved application plan (i.e. paths adjacent to the ponds); Response: The pedestrian walkway has been revised. See Sheet 0-8, Page 14 of 27. 28. (4.16.2.1) One (1)tot lot, at least 2,000 square feet in area, is required for the first thirty(30) units, and for each additional fifty(50) units. Therefore, the equivalent of six (6) tot lots is required for the 280 units proposed within this section of the development; Response: See recreation amenities Sheet 0-8, Page 14 of 27. (4.16.2.1) Substitutions of equipment or facilities listed in the Zoning Ordinance may be approved upon the Planning Director's determination that they offer a recreational amenity that is equivalent to those specified and are appropriate to the needs of the resident. Any request to allow such substitutions must be submitted with information specifying the proposed substitute equipment, their specific locations, and the extent to which they can serve an recreational amenity that is equivalent to the facilities that they intended to replace; Response: A request for substitutions will be submitted in a separate letter from the owner. 30. (4.16.2.2) One half (1/2) basketball court is also required for each one hundred (100) units and must be built to the specifications set forth in the Zoning Ordinance; Response: A request for substitutions will be submitted in a separate letter from the owner. Sitework and Layout 31. (ZMA 02-10 Proffer E) The connector road between this development and Olympia Drive must be completed or bonded along with the work being shown on this site plan. Because of this the road cannot be identified as "future", and approved road plans will be required prior to final site plan approval; Response: Road plans will be submitted for review during final site plan submittal. 32. (ZMA 02-10 Proffer H) Show the intended location required 8-foot wide right- of-way for sidewalk, across the Wilton Lots, along the frontage of Route 20 that will have to be dedicated prior to the approval of the final site plan; Response: This information now shown on Sheet G-2, Page 3 of 27. 33. (ZMA 02-10 Proffer J) The Site Plan Note number 12 regarding clearing within tree save areas cannot be approved as currently provided because no disturbance shall occur within the 40-foot undisturbed buffer; Response: This note has been deleted. 34. (32.7.9.8c(3)) Because the large trash compactor is being proposed at the front of the property in a highly visible location, extensive screening will be required between it and Fontana Drive. Screening will consist of a combination of the wall that is currently being shown and additional landscaping. Response: Noted-Detailed landscape screening will be shown on the final site plan. 35. Please note that the current dumpster location appears to conflict with some of the trees being shown on the conceptual landscape plan; Response: The conflict of these planting has been corrected. See Sheet L-1, Page 26 of 27. 36. The June 20, 2001 Board of Supervisors meeting minutes indicate that the applicant has negotiated various agreements with representatives from the Fontana Homeowners' Association. Any agreements related to site design that have been made with Fontana should be reflected on the plan in order to ensure that the site layout currently under review will not be adversely affected; and, Response: Any agreements that affect the "On-Site"layout of the entrance will be shown on the plan. 37. The minutes from that meeting indicate that the applicant also discussed the provision of integrating opportunities for public transit connections into the road improvements with the Board of Supervisors. According to that discussion it appears as if it was intended for the issues of public transit access to be addressed during the review of the site plan. Response: A Bus Lane will be provided at the entrance to the site. See Sheet Cl, page 15 of 27. Final Site Plan Approval Final tentative approval from the Department of Planning and Community Development will be subject to the following conditions: (The following conditions are those that have been identified at this time. Additional conditions may be added or eliminated based on further review.) 1. (32.7.9) Approval of landscape plan depicting species types, number and location. Please note that 1 tree will be required for every ten parking spaces and shall be placed in close proximity to the parking lot. Please ensure that the final landscape plan is coordinated with all on site utilities and their easements and that all requirements of the Landscaping section are addressed adequately. (32.7.9.4b) A conservation plan checklist must be completed and incorporated into the site plan to demonstrate the measures that will be implemented to protect the existing trees to be preserved within the open space; and, Response: Noted— This checklist will be submitted during final review. 3. Recordation of a final subdivision plat combining the parcels that comprise this site, or adjusting boundary lines accordingly in order to ensure that there is no conflict with the setbacks structures, proposed on the site plan. Response: Noted— This plat will be submitted during final review. ALBEMARLE COUNTY DEVELOPMENT DEPARTMENTS SPIN SUBMISSION AND COMMENTS • E-911 MAPPING Reviewer: Patrick Powell The road name for Wilton Pasture Lane is missing on sheet C-8. Response: Wilton Pasture Lane is now shown on Sheet C-8, Page 22 of 27. • ENGINEERING Reviewer: Jeff Thomas The preliminary site plan submittal for Avemore received on March 1, 2002 has been reviewed. The Engineering Department will recommend approval when the following comments have been satisfactorily addressed. 1. Indicate the source of the boundary survey on the plan. (18-32.5 6a) Response: This information shown on Sheet G-1 in the Miscellaneous Notes, Page 2 of 27. 2. Indicate in the general notes the maximum amount of impervious cover on the site. (18-32.5 6b) Response: This information has been added to Sheet G-2, Page 3 of 27. 3. Please clarify the limits of the right-of-way along Fontana Drive and label its width. Response: This information shown on Sheet G-3, Page 7 of 27. Avemore Preliminary Site Plan Responses 1-8 WWA Project#201094.00 April 15, 2002 County of Albemarle,Virginia A 4. We offer the following comments regarding easements. a. It appears an access easement will be needed for the entrance and for the portion of the travelway that extends beyond the southern boundary of the site. For preliminary site plan approval, we require at the least letters of intent to grant the necessary access easements. Response: Letters of intent will be submitted by separate cover. b. Drainage easements, minimum 20-foot wide, are required along all drainage ways that convey runoff from off-site through the subject site. Provide a note stating these easements will be dedicated to public use. Both proposed ponds must also be in drainage easements dedicated to public use. Response: These areas have been delineated on Sheet 0-2, Page 8 of 27. c. Grading easements will also be necessary for any off-site grading. These are subject to the same letters of intent as the access easements in part a) above. Response: Letters of intent will be submitted by separate cover. 5. Include the maximum footprint and height of all buildings on the plan. (18- 32.5.6n) Response: Response: This information is now shown on plan Sheet G-2, Page 3 of 27. Building dimensions shown on Sheets CJ-C9, Page 15 of 27 through Page 16of27. 6. Indicate on the plan the available sight distance for the entrance. Response: This information has been shown on Sheet C-1, Page 15 of 27. 11. The proposed improvements along Fontana Dive (turn lane, sidewalk, curb and gutter) are shown connecting to the ultimate road section. This section is not currently in place, but is bonded. The Fontana developer is under a June 2002 deadline to construct the ultimate four lane section. Per VDOT comments, the pavement structure of Fontana Drive will need to be redesigned to accommodate additional traffic from the Avemore site. If the pavement is not strengthened prior to the ultimate section construction, then we will require that it be reconstructed to an adequate design with the development of Avemore. Response: This issue will be addressed prior to June 2002 with VDOT and the Fontana Developer. Avemore Preliminary Site Plan Responses 1-9 WWA Project#201094.00 April 15, 2002 County of Albemarle,Virginia 12. For future submittals of the preliminary site plan, we ask that the E&SC plan, SWM plan, detention basin routings, storm sewer calculations, road plan, storm sewer profiles, water and sewer profiles, etc. not be included. We cannot review these items until preliminary site plan approval is granted and the appropriate review fees (final site plan, E&SC, and SWM) are paid. These items will be reviewed at the final site plan stage. This will also help reduce the scale of revision necessary to address preliminary site plan review comments. Response: We have removed these sheets for this submittal - Note plan list on Sheet CS- 1, Page 1 of 27. The following items must be submitted with the final site plan for review by the Engineering Department A. An erosion control plan, narrative and computations. (18-32.7.4.3, 17-203) B. A completed application and fee for erosion control and stormwater management. (17-203, 17-303) C. A stormwater management/BMP plan and computations. Computations must include water quality, and detention routings for the 2 yr and 10 yr storms. (17- 304) D. A completed stormwater management facilities maintenance agreement and fee. (17-323) E. Drainage computations. (18-32-7.4) F. Retaining wall plans and computations certified by a professional engineer for walls over 5 feet in height. Response: These requirements have been noted and will be submitted during final review. • FIRE/RESCUE Reviewer: Jay Schlothauer Based on plans dated February 25, 2002. Verify that adequate fireflow is available. Required fireflow is 2,300 gpm @ 20 psi. (Albemarle County Zoning Ordinance, Section 32.7.6) Response: The Clubhouse is 3B Construction. Garage Flat Units are equipped with firewalls. We believe that 1300 gpm will be adequate for any fireflow that would be required. WW Associates is available for discussion of this matter with ACSA. A revised application plan of the entire development showing all proffers such as the Village Green amenities, tot lots, picnic facilities, and internal walking paths comparable to the current application plan can be accomplished with this redesign. Response: This sheet has been added. See Sheet 0-8, Page 14 of 27. All of the following information must be shown together on the same sheet of the plan: (32.5.6(a)) Please note on the plan the Tax Map and Parcel number of the subject site. Response: See Sheet G-2, Page 3 of 27. (32.5.6(a)) Please note on the plan the zoning of the subject site and reference ZMA 2000-010, SP 2000-69 and SP 2000-70. (32.5.6(b)) Please note on the plan the maximum number of dwelling units proposed for the entire development and proposed for this phase. Please note on the plan the number of unites by type (1, 2, or 3 bedroom). For example: Building #1 contains x# of 1 bedroom units, y#of 2 bedroom units, z#of 3 bedroom units. (4.12.6.6), Please show all of the calculations for determining the required number of parking spaces by breaking down the units by type and totaling the number of each type of unit, then multiplying each total by the appropriate parking standard. Note on the plan the total number of required parking spaces for this phase and the total number of provided parking spaces for this phase. Response: See Sheet G-2, Page 3 of 27. (32.5.6(b)) Please note on the plan the total square footage of recreation area to be built with this phase and the total square footage of recreation area for the entire development. (32.6.6(c)) Please note on the plan the proposed timing of the development by phase and identify the boundaries of each phase. Response: Sub phasing is shown on Sheet 0-4, Page 10 of 27. (4.17.4) Please note on the plan, "Each outdoor luminaire equipped with a lamp which emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads." It appears that the neighborhood park and the tot lot locations have been removed from the plan. It does not appear that Proffer C(3) which states: "At least 2 picnic tables and at least 2 outdoor grills will be provided in the area adjacent to the creek behind the clubhouse" can be met due to the relocation of the proposed clubhouse. A modification to the application plan must be approved by the Agent. Response: See responses 25—30 under "Recreation"heading in this document. (4.16.3.3) The proposed number of dwelling units for this phase is 280. The proposed number of dwelling units for the entire development is 406. Recreational facilities shall be completed when 50% of the units have received certificates of occupancy. All recreational facilities for the entire development must be completed when 203 of the proposed dwelling units for this phase have received certificates of occupancy. Response: See responses 25—30 under "Recreation"heading in this document. (32.5.6(d)) All areas of the site where existing slopes are 25% or greater must be delineated by shading or other means. Response: See Sheet 0-7, Page 13 of 27. A critical slopes waiver has also been included with this submittal (4.12.6.5) Please dimension all parking spaces and travel aisles. Response: A typical dimension has been shown on Sheets C1-C9, Page 15 of 27 through 23 of 27. To show a dimension for each individual parking space would be extremely time consuming and cause the drawings to seem cluttered. We have, however, added more typical dimensions so that finding the size of the parking space is easier. (32.6.6(c)) Please show phase lines for all phases. Response: See Sheet 0-8, Page 14 of 27. Please be aware that installation of such luminaires in the future that are not shown on this plan shall require an amendment to this plan. Response: Each light shown on the site emits approximately 36,000 lumens. Detailed information about the type of lighting used has been provided on Sheet 0- 6, Page 12 of 27. The photometric plan was based off of a standard pole height of 25 feet. (32.5.6(I)) (32.5.6(n)) Show the location of all proposed utility structures, including above ground fuel tanks, HVAC equipment and the like on the plan. Response: See Sheets Cl-C9,page 15 of 27 through 23 of 27. VDOT COMMENTS Mr. Glenn Brooks • Fontana Drive is currently only constructed to one-half of the approved cross section and must be built to its ultimate design to qualify for acceptance into the secondary system. • The pavement along Fontana Drive will require a redesign and must be strengthened to accommodate the additional traffic from this site. • The developers of Fontana and Avemore should coordinate their efforts to satisfy the above concerns. Response: This issue will be addressed prior to June 2002 with VDOT and the Fontana Developer. • VDOT will perform traffic signal warrants to determine if traffic signal at Route 20 and Fontana is warranted and when deemed necessary will be the responsibility of the developers to install as proffered. Response: Comment Noted. • A 300' sight line is required and will need to be shown on plans. It would appear a sight easement will be necessary to accommodate the 300' sight line to the west.
