Please see the email below. That makes me think they got at least the 1'set of comments on the Groundwater Study. In looking at the string of emails below, it appears to me that after the 1' draft of the Groundwater Study was reviewed by you (and the preliminary plat was approved) they chose to resubmit the Groundwater Study a 2"d time even though they had not yet submitted a Final Plat. Could that be what is causing some of the confusion? Question: Could you clarify for me if you wanted me to check if I had sent them the comments on the V submission of the Groundwater Study (with the preliminary plat) or the 2nd submission of the Groundwater Study (between the preliminary plat approval and final plat submission)? That might help me know what time frame to look in. Tier III Groundwater Assessment: Albemarle County Parcel #45-59M for Bella Signature Homes, LLC, dated 1/29/19, is comprehensive, but is not approved. 2. Findings detail efforts to obtain well data from VDH, but VDH, as of report date, has been non -responsive to FOIA request for detailed well and septic records for parcels located up to 1000-feet beyond the property lines (ref. ACDSM, Sec. 2.D.l.a.l.d.). Table 1 (p. 5, report), Summary of Available Well Records, indicates the average yield of seventeen (17) well records for wells located within a 0.5 mile radius of the property is 12.9 gpm. Sec. 7,0, Conclusions (p. 6, report) states, "VDH regulations require a minimum yield of 3 gom for private residential water supply wells, while Sec. 6.0, Assessment of Well Drilling and Testing, states, "Based on this study, the Site lies in an area capable ofproducing groundwater yield sufficient to meet the demands of the proposed Site development; however, the actual yields of future onsite supply wells cannot be known until the wells are drilled and properly tested." [Emphasis added.] 3. The only well listed in Table 1 located within one thousand feet of the parcel yields 2 gum. The Tier III report states, "Standard practice for development of water supply wells involves drilling into water bearing zones in the fractured bedrock and sealing off the overburden with a solid well casing. Thus, the ultimate performance of individual water wells in the Blue Ridge Province typically depends on the borehole encountering sufficiently interconnected bedrock fractures. A dry hole results if a well is drilled into bedrock with insufficient fracturing. Fracture occurrence and density depend on a number of factors including specific location, rock type, and site -specific geologic conditions. Because groundwater occurs in discrete fractured zones, it is not unusual to find variability in yields for wells in close proximity to each other. Because the regolith provides groundwater storage, a thicker mantle of overburden usually suggests more favorable conditions for sustainable long-term groundwater withdrawals." (p. 3, emphasis added). 4. Attachment D Water Budget Calculations for Tier III GW Assessment (Albemarle Co. Parcel #45-59M), rounding difference: If use .0015 feet vs .00147 as average regional daily groundwater recharge value, this increases the post - development groundwater surplus report value by a negligible amount (=2%). Attachment D projects 13244 god sumlus (post -development). For comparison, a household of five is estimated to consume 500 gpd, and the proposed five additional households in the watershed are included (subtracted) when calculating the 13,244 gpd surplus (if use .00147, surplus value decreases slightly to=12,851 gpd). Attachment D calculations may assume 1,000' x 20' principal access /road, may apportion 9,068 ft2 new impervious area per lot. Even allowing 100' x 12' stone or paved driveway allows 7,868 ft2 of impervious roof, walk, etc., per lot, which is conservative. Attachment D appears reasonable and accurate, and is accepted. 5. Because of the context of your question I am assuming you are referring to the Road Plan comment numbers. Please correct me if I'm wrong. The preliminary plat is not normally submitted more than once. If you were supposed to resubmit the preliminary plat you would have had to do so prior to its approval with conditions. The preliminary was submitted more than once in this case because of the missing road stormwater management. The first round of comments were on 11/13/18. The 2"' round of comments, which was also the "approval with conditions" letter was sent on 12/20/18. In that approval with conditions letter where were comments/conditions that must be addressed with the submission of the "final plat". On that final plat submission you must show the easements and you create them. If you choose, the storm (both road drainage & facilities) easement can be submitted separately. However, 1) the separate easement plat in that case must be approved before the final plat can be approved. 2) Most people include the easements in the final subdivision plat to save a step, and therefore a bit of time and money. In reference to the road plan showing the metes and bounds it is my understanding that is part of the required information. However, if you need me to ask others to confirm that please let me know. It is my understanding that road plans show everything that is required to create the road. Once that is approved by engineering, then the matching information also needs to be included in the final plat where the ROW will actually be created. Pertaining to comment #4, could you please confirm that these easements need to be recorded in a final subdivision/easement plat and that the approved preliminary plat does not need to be revised? Pertaining to comment #7, the boundary, ROW, and easement metes and bounds will be provided in the final plat to be recorded. Is it necessary for us to put these in the road plan? We have been referencing the approved Woodlawn Subdivision Road Plan (SUB201600066), which did not have boundary, ROW, and easement metes and bounds. It is my understanding that he wants to build one by -right residence on the current lot as is. So he would have to come up with a residence location that can meeting both existing and future requirements. I have mentioned some possible red flags below to him. As we talked about, only the preliminary subdivision plat has been approved. What is currently under review is the Road Plan. The final subdivision plat has yet to have been submitted for the first review. So, please know that process is still in the future. 2. Since the final subdivision plat has not been submitted, reviewed and approved any building you do at this time - prior to the subdivision of the parcel into 5 lots, as you voiced concern about in our conversation, could possibly cause problems with the approval of the final subdivision plat. You could do your best to make sure that any house you build now would meet all of the requirements under the current single lot and meet all of the requirements of the future subdivision. However, until the final plat is actually approved I can not tell you that what you submitted in the preliminary plat will be the final configuration of the 5 lot subdivision, or that there may or may not be modifications to the proposed public road that could impact things. 3. With that being said, it is up to you whether to take that risk or not. I would say if the building is approved prior to the final plat being approved then the existing house location, driveway, or other improvements will need to be shown on the final plat so that we can ensure that all regulations are met. 4. One thing in reference to changes I already know will need to take place on the final subdivision plat, because of what was shown on the road plan, is that your proposed public street is now shown at being wider than was shown on the preliminary subdivision plat. Because of this there is some chance that once we get to the final subdivision plat the additional width of right of way could drop one or more lots down to below 2 acres minimum. If this happens the proposed lot lines may need to shift. Until that street right of way width is finalized and approved by all concerned, and the lot sized revised (if necessary) to ensure that the lots all meet the minimum lot standards, there is some chance it could impact where the residences will need to be located.
