The approval of the preliminary site plan is valid for (1) one year in accordance with Section 32.4.3.1 of Chapter 18 of the Albemarle County Code. Therefore, the preliminary approval shall expire on February 13, 2009. If the preliminary site plan approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to the Department of Community Development. This letter must be submitted with the tentative plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be denied. Erosion and Sediment Control, BMP Stormwater Management, and road plans with the associated applications and fees must also be submitted with the eight (8) tentative Plans. Once the tentative plan is submitted and reviewed you will receive comments from all departments /divisions /agencies that have made comment on the tentative plan. Any further responses must be made directly to each department/division /agency that has further comment. After all aforementioned departments /divisions /agencies have granted a tentative approval, you must verify with the Planner that you may submit the final mylars (2 sets), two paper copies, the final site plan application, and final site plan fee to the Department of Community Development. Signing of the plans will occur within one week once it is determined that the final site plan mylars reflect all tentative approvals. The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the following conditions. The landscape schedule will need to show the canopy calculations; and ❑ [18- 32.6.4.1] Final plan approval is subject to Architectural Review Board review and approval. Engineering approval to include: ❑ The grading of parking lots must be kept below the maximum 5% slope. [4.12.15c] ❑ Parking requirements are still met with the elimination or replacement of 4 spaces that are currently not in compliance with county policy. (One space in the pool parking lot appears to be blocked by another. Two spaces at the eastern entrance and one at the northern entrance of the condominium parking lot will need to be eliminated because of the required 18ft buffer measured from the back of the entrance radius.) It appears the applicant has enough area on site to replace these spaces in the final plan without any significant layout adjustments. [DM] ❑ The roadway sections need to match the alignment that has been drawn on sheet 3. The site plan shows a 57ft wide ROW and 31ft face -of -curb to face -of -curb width and the sections do not. The sections (and dimension labels on sheet 3) need to match the configuration as it was drawn. ❑ Curb extensions protecting parallel spaces on public streets need to be pulled back towards the ROW line by 2ft. Currently, these extensions cause the gutter pan to encroach into the travelway. ❑ The applicant should show the latest alignment of the storm sewer trunk line along Old Trail Dr. and the proper easement widths. That easement line cannot encroach upon the building sites. It appears that the building footprints on lots 6- 9 and 37 could need to be adjusted when the easements of the correct size are shown on the plan. ❑ Engineering review suggests the applicant begin thinking about a conceptual ESC plan. Considering the current site grading, site layout, and fixed buffer lines, designing an ESC plan for the initial land disturbance and ultimate build - out will be difficult. ❑ Stormwater runoff from parking lots cannot run into VDOT ROW. [DM] ❑ Please show drainage easements through the site on all pipes that carry runoff from VDOT ROW. [DM] ❑ Concentrated runoff appears to flow across a travelway in the pool parking lot from the alley. [DM] ❑ Show VDOT standard entrances at all connections to VDOT roads. E -911 approval to include: ❑ The plan currently appears to require two (2) additional road names for the interior access points to allow for proper addressing for the primary accesses to these structures.
