Justin,
I've gone over all of the Westhall V SWM information with Glenn. Current development engineering
review's requirements remain unchanged. The existing farm pond must serve as a stormwater quality facility, in
addition to detention, to be equivalent to what was approved on the rezoning plan. The farm pond must have a
volume of 3 x the WQv (with a forebay) in order to achieve a 40% RR. The forebay can be included in the pond if
the necessary volume is not available in the trailhead park.

Hi Phil,
Please let me know how any discussions with Glenn may go. They will be critical to our engineers being able to
appropriately respond to the first round of comments.
Not being familiar with the discussions myself, it seems that since Allan Cced various individuals, including Glenn,
on his email dated 10/1/07 and that we didn't hear anything to the contrary that everyone was in agreement and
supported Allan's email through their non - response. This topic was not discussed during the most recent
variation, so we proceeded accordingly with prior direction that had been given relating to quantity only.

Thanks Justin. I'll put this email into the current WPO file. Do you have anything from Glenn regarding this
issue? I'll need to discuss it with him further before a decision can be made regarding whether SWM quality
should be provided for in the large pond. He's out on vacation this week, so I hope to meet with him sometime
next week. In the meantime, please forward any other emails discussing this issue. Email correspondence
during the latest variation should be the most important.

Good Morning:
Engineering met with WW Associates last Thursday to discuss the Westhall V SWM plan. I have reviewed the
ZMA plan and the conceptual SWM plan.
The SWM facility proposed in the middle of the project needs to be designed for detention only. The SWM quality
can be accounted for with the Lickinghole Basin fee which will be computed by staff and paid by the applicant
before the final SWM plans can be approved.
The biofilter shown along Adele Street needs to be designed for both SWM detention and quality. This facility
needs to be located within the outer 50 feet of the stream buffer. The Lickinghole Basin fee will also be required
for this drainage area as well.
