We have reviewed the above referenced plans and have the following comments:

Engineering (Emily Cox)
1. WP0202000053 Plan must be approved before road plan can be approved. Rev. 1: Comment not
addressed. Rev. 2: Comment not addressed. Rev. 3: Comment addressed.
2. See attached letter dated 2/9/21 from Megan Nedostup. This plan cannot be approved until that
issue is resolved. Rev. 1: Comment not addressed. Rev. 2: Comment not addressed. Rev. 3:

3. Will there be guardrail or protection on the northern end of Litchford Road or McComb SO There
is a steep 2:1 slope adjacent to the sidewalk. Rev. 1: Comment addressed.
4. Ensure all required no parking and speed limit signs are shown. Rev. 1: Comment addressed.
5. Ensure all slopes steeper than 3:1 have landscaping that can withstand steep slopes. Rev. 1:

6. Street trees should be at least 5 ft from storm pipes and structures. Rev. 1: See planning
comment regarding trees. Rev. 2: See planning comment regarding trees. Rev. 3: The trees
in front of lots 110 and 95 are too close to the storm structure.
7. Ensure all proposed easements are properly shown and labeled (public storm drain, private storm
drain, SWM, wall maintenance, etc.) Some are shown and labeled, but not all. For example,

8. The proposed alley should have bollards at the end. Is the proposed alley intended to be a public
road when Phase III is completed? Rev. 1: Comment addressed.
9. Please show sight distance lines for the emergency access road. Rev. 1: Comment addressed.
10. What was the design speed used for the emergency access road. K value of 2.5 appears to exceed
the minimum. Rev. 1: Comment addressed.

Re: Pleasant Green — Phase 2 — Final Road Plan
Dear Mr. Collins:
We have reviewed the plans entitled 'Pleasant Green — Phase 2 — Final Road
Plan," dated November 4, 2021. The following comments need to be addressed:
General
1. Provide water/sewer data sheets.
2. A RWSA sewer capacity agreement will be required. Provide projected flows,
anticipated construction start and final buildout.
3. Dedication of Pleasant Green — Phase 1 will be required prior to releasing water
meters for phase 2.
Sheet 5
1. Include a GV at the intersection of Dupree and Renwick, and a GV at the
intersection of Litchford and Renwick.
2. Confirm MH 19 is needed, since there is already a sewer manhole going up
Dupree Street.
Sheet 6
1. Tie Lot 140 sewer lateral into MH 39.
2. Lot 146 sewer service should enter with the flow.
3. A 6-inch valve should be cut into the existing 6-inch water main, rather than a
TS&V.
4. Include a manhole between Lots 180 and 181 to deflect the sewer away from
these lots.
Sheet 7
1. Can DI at STA 34+50 be shifted a few feet to provide more separation between
Lot 99 and sewer segment 47-46?

The County of Albemarle Planning Division will grant or recommend approval of the Road Plan referenced above once the
following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the
Subdivision/Zoning Ordinances unless otherwise specified.]
1. [32.7.9.5.13] Street Trees. Street trees adjacent to lots 110 and 95 are too close to storm sewer facilities. These
trees require relocation or a note indicated that utilities shall be located at least 10' below the proposed plantings.
2. [14-302.A.8] Road plan approval does not constitute approval of any changes to the layout of the preliminary plan,
including the proposed number of residential lots.

The Department of Transportation, Charlottesville Residency Transportation and Land Use Section has
reviewed the Pleasant Green Subdivision, Phase 2 — Road Plan, dated November 11, 2021 as submitted
by Collins Engineering and find the following:
1. Please show the cross drains on the plan view in accordance with the profile locations.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434) 422-9399
for information pertaining to this process.
