I split the total of 4 rights between the two parcels, giving each 2 rights, let me know if this isn't in accordance with zoning. I also added a revision date. The only information I'm aware of is that the property existed prior to the 1980 development rights assignment, like you said. I will update the note. I looked at some of the property records online, but I couldn't find anything that specified 5 development rights to each of the parcels. It looks like the parcels have not changed since the mid 70s, so I'd assume that the 1980 development rights assignment would have been 3 for the larger parcel and 1 for the smaller parcel.
