This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the following approvals are received: 1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. 2. Approval of all easements for facilities for stormwater management and drainage control. 3. Submittal of a tree conservation checklist with areas for tree preservation identified. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. 2. A fee of $1,846. [$1,775(Final Site Plan) plus $71 (Technology Surcharge)]. 3. VDOT approval to include: (Comments attached) a. Provide a vertical profile for the entrance. b. If the entrance is to be gated the gate must be shown on the plans and be reviewed for approval. c. Redraw sight lines (Sheet C205) so they originate from the proper location shown in Figure 2 of Appendix B(1), and Appendix F of the Road Design Manual, and ensure the sight -line -profiles are still valid. Currently the sight lines appear to originate on the road. d. Final Plan must show conformance with the VDOT Road Design Manual Appendices (691) and F, as well as any other applicable standards, regulations or other requirements. 4. Revise setback lines to verify that all inverters and solar panels must be set back at least one hundred (100) feet from property lines and rights -of -way. 5. Approval of a landscape plan meeting the conditions of SP 2021-01 Midway Solar. 6. Submittal of a signed tree conservation plan checklist. 7. Approval of a VSMP plan. As part of the VSMP process, a plat and deed will be required for the Forest & Open Space and the SWM facilities. Review of the VSMP plan may generate additional comments on the Final Site Plan. 8. The minimum for proposed slopes is 2:1. Some areas were measured to be steeper. [18.4.3.3(B)4] 9. The interior slopes for basins allowed by the County are 3:1 or greater. DEQ BMP specs state 4:1 to 5:1. 10. Show the proposed Forest & Open Space on the plans. The following note will need to be placed on the plan: "The SWM Forest and Open Space Easement is subject to the guidance set forth by DEQ in the Virginia Stormwater Management Program. The areas will remain undisturbed in a natural, vegetated state, except for activities as approved by the local program authority, such as forest management, control of invasive species, replanting and revegetating, passive recreation (e.g., trails), and limited bush hogging to maintain desired vegetative community (but no more than four times a year)." 11. Show the easements for the stormwater management facilities and outlet channels. 12. Fire Official approval. Please submit 8 copies of the final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. Provide a vertical profile for the entrance. 2. Will the property be secured with a security gate across the entrance? If so, please show this gate on the Plans. 3. The sight lines shown on Sheet C205 appear to originate on the road. Redraw these sight lines so they originate from the proper location shown in Figure 2 of Appendix B(1), and Appendix F of the Road Design Manual, and ensure the sight -line -profiles are still valid. 4. Provide a 15-foot right-of-way dedication across Craigs Store Rd (Rte 635) across the front of the subject -parcel in both locations. 5. Provide drainage calculations showing that the proposed culvert underneath the proposed entrance is an adequate size. 6. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements.
