RE: Response Letter #1 for SDP202100021 Animal Wellness Center Major Site Plan Amendment
Dear Kevin,
Thank you for your review of the major site plan amendment for Animal Wellness Center. This letter
contains responses to County comments dated May 5, 2021.Our responses are as follows:
1. [32.5.2(a)] Please update the site plan application number in the title to SDP202100021.
RESPONSE: The site plan application number has been updated.
2. [32.5.2(a)] Please update the Tax Map and Parcel reference to TMP 56A2-01-7 or 056A2-01-
00-00700, to avoid confusion.
RESPONSE: The full tax map parcel has been referenced for clarification.
3. [32.6.2(h)] Please include a signature panel on Sheet C1.
RESPONSE: A signature panel has been added to CL
4. [32.5.2(a)] Please update the conditions pasted into Sheet C2 to reflect the Conditions approved
alongside SE202000022 and SP202000015, both approved on February 3, 2021.
RESPONSE: C2 has been updated to include the resolutions and conditions of SE202000022 and
SP202000015.
5. [32.5.2(o)] The Site Plan and Concept Plan reflect a proposed property line that shows a portion
of the property being dedicated to the Right of Way. In order to dedicate land to public right-of-
way, a Special Lot Application must be submitted, reviewed, approved, and recorded prior to
approval of the major amendment. This can be combined with the easement plat mentioned below
in comment 6, provided that all applicable regulations for easement plats (Section 14-208.2) of
the Subdivision Ordinance, and all applicable regulations for Special Lot applications (Section
14-207) are met.
RESPONSE: Comment received. A right of way dedication plat, with an easement plat, will be
provided prior to approval.
6. [32.5.2(a) and 32.6.2(e)] Please see condition 44 of SP202000015. It appears that the existing
public drainage easement will need to be relocated in order to install the rear parking lot.
Planning staff have sent a copy of the major amendment to FES for review. Please address the
following:
a. Work with FES and Engineering to relocate the public drainage easement as shown on
the concept plan and identified in Condition Number 4 of the Special Use Permit
conditions.

RESPONSE: Comment received. With this second submission, we have removed the
parking lot in the rear, so coordination with FES and Engineering is no longer necessary.
b. The existing easement also needs to be shown on the existing conditions sheet with its
recorded instrument number.
RESPONSE: The existing drainage easement is DB 3982 PG 599 and noted on the plan.
c. A new easement plat will likely be required in order to relocate the drainage channel and
its corresponding easement. Once FES confirms where the drainage channel should be
moved to, please update the grading and drainage plans as necessary. Show a new public
easement over the drainage channel. Once the easement plat is recorded, state the new
instrument number in the easement label/callout.
RESPONSE: Comment received. As noted above, we have removed the parking lot in the
rear, no longer requiring a new easement plat to relocate the drainage channel.
7. [32.5.2(a)] Asper the conditions of the SP the plan is subject to ARB approval of the
landscaping. ARB may additionally have comments on the proposed lighting plan.
RESPONSE: Comment received. At the time of this second submission, ARB has issued a
Certificate of Appropriateness for the site.
8. [32.5.2(a)] Please show and callout any proposed bicycle facilities as shown on the concept plan.
RESPONSE: Comment received. Two bicycle parking spaces are provided, adjacent to one of the
entrances and sidewalk area.
[32.5.2(a)] Screening is shown on the south side of the property on the concept plan adjacent to
the vehicular travel way and parking area. Pending ARB review/comment on this matter, a fence
may need to be installed in accordance with the concept plan.
a. If so, provide a construction detail of the fence in profile view that identifies the materials
and dimensions of the proposed fence.
b. Label the fence location on the site plan drawings.
RESPONSE: Comment received. At the time of this second submission, ARB has issued a
Certificate of Appropriateness for the site.
10. [32.6.2(k) and 4.171 Add the standard lighting comment below.
a. Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens
shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away
from adjoining residential districts and away from adjacent roads. The spillover of
lighting from luminaires onto public roads and property in residential or rural areas
=oning districts shall not exceed one-half footcandle.
RESPONSE: The lighting plan sheet has been updated to include the standard note.
11. There is an outstanding notice fee of $435 due. Please see email to Applicant on 3-26-2021.
RESPONSE: Comment received. This fee has been paid on December 20, 2021 (receipt
attached).

Dear David,
Thank you for your review of the major site plan amendment for Animal Wellness Center. This letter
contains responses to County comments dated May 5, 2021.Our responses are as follows:
1. Land disturbance appears to be over 10000sf. Please submit a VSMP plan and application for
review. Approval will be needed prior to site plan approval.
a. Provide land cover & soils map with % surface areas, drainage area maps (inlet, pre/post)
and analysis/calcs.
b. Proposed channel stations, cross -sections and profile will need to be shown.
c. Provide SWM BMP(s), analysis on how site will meet VSMP regs.
RESPONSE: Thank you for your preliminary comments. A VSMP plan is currently under
review.
2. Sheet 3 —Show existing public water line(s) or well locations.
RESPONSE: The existing public water line and meter are shown north of the entrance.
3. Sheet 4 —
a. Show scale for view (top one).
RESPONSE: Comment received. Please see the added scale.
b. Show a drainage easement over proposed channel. The easement shall extend to the
boundary of the property. { 18- 32.7.4.2.a}
RESPONSE: Please see the revised stormwater plan. A new drainage easement is
proposed around the new detention system.
c. Show the proposed slope grades.
RESPONSE: Comment received. Please see the revised grading plan.
Provide inlet shaping in Sir. A2.
RESPONSE: Structure A2 is no longer an inlet with the revised plan and inlet shaping is
not required.
e. Show HGL in the profiles.
RESPONSE: Since the plan has been revised, there are fewer storm structures and points
of connection where a hydraulic grade line would be required. The HydroCAD model

provides the water surface elevation and all necessary information at each stone
structure. Please refer to the stonnwater calculation packet.
f. Ensure that the headwater to Str. A2A is < 1.5 x culvert height.
RESPONSE: Comment received. Please note that the structure has been revised from an
ES-1 to a DI-7.
4. Sheet 5 — Show areas of low -maintenance ground cover. For slopes over 3:1, provide ground
cover hardier than grass which will not require mowing. Specify the mix/plantings to be used on
those s!
RESPONSE: Comment received. Low -maintenance ground cover has been incorporated into the
site plan and VSMP plan.
5. Provide gutter pans for the DIs.
RESPONSE: Comment received. Please see the revised site plan.
6. Will a dumpster/pad location be needed?
RESPONSE: Trash toters will be sufficient for the veterinary use.

Dear Howard,
Thank you for your review of the major site plan amendment for Animal Wellness Center. This letter
contains responses to County comments dated May 5, 2021.Our responses are as follows:
1. I did not see them on the plans, but on page 1's legend, it indicates fire department connection and
fire hydrant under existing conditions and new conditions, please clarify location.
RESPONSE: There is no existing FDC on the property; the legend used for the site plan is
general and may not include all elements indicated, apologies for the confusion. The approximate
location of the existing fire hydrant has now been added and is located across Crozet Avenue.
2. If there is to be a fire suppression system and fire department connection, there needs to be a fire
hydrant within 100 ft of connection and arranged so that when both are in use, impediment for
access is minimized
RESPONSE: No fire suppression system/FDC is proposed at this time.
3. Provide a note on the plan of the required ISO fire calculation for the building.
RESPONSE: Comment received. This note has been added to the cover sheet under Fire Flow &
Prevention.
4. If within the public water service area, indicate on the plan the latest flow test to ensure adequate
fire flow per calculation in comment 43.
RESPONSE: Flow tests conducted by ACSA produced a total estimated flow of 3,126 gpm and
an AW WA Q20 calculation of 5,601 gpm. This note has been provided on the cover sheet.
5. A Knox Box will be required. Please place a note indicating this on the plan. The location of this
can be coordinated with the Fire Marshal's Office.
RESPONSE: Comment received. This note has been added to the cover sheet.

Dear Richard,
Thank you for your review of the major site plan amendment for Animal Wellness Center. This letter
contains responses to County comments dated May 5, 2021.Our responses are as follows:
1. Show a 20x10 easement around the existing water meter.
RESPONSE: Comment received. A 20x10 easement is now shown around the existing meter.
2. RWSA will need to review and approve the site plan.
RESPONSE: Comment received.
Provide existing and proposed fixture counts to confirm the existing water meter is accurately
sized.
RESPONSE: Fixture counts were provided by the builder on December 7, 2021. Please see
attached the provided document for reference.
