RWSA has reviewed the North Pointe Section 1E Initial Site Plan dated 11/8/21 by Collins Engineering
and has the following comments.
General Comments:
RWSA will require a sewer flow acceptance prior to final site plan approval.
The request will need to be sent to us by ACSA and will include the following:
• Estimated average daily dry weather sewage flow (ADDWF)
• Point of connection into RWSA system (which manhole)
• Number of units/square footage
• Estimated in-service date

2. Show the height of proposed retaining walls. Not all the proposed grading appears to tie in
(particularly at the NE building with the three retaining walls).
3. Provide additional detail, such as spot elevations, to show runoff is directed away from
buildings.

1. During construction, the following fire prevention steps are required, so please note them on
the plan:
a) Smoking shall be prohibited in areas where smoking makes conditions such as to make
smoking a hazard and these areas shall be designated with no smoking signs per Virginia
Statewide Fire Prevention Code.
b) Areas where smoking can occur, shall have appropriate receptacles for discarded smoking
materials per Virginia Statewide Fire Prevention Code.
c) Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be
provided at all construction and demolition sites, provide access to within 100 ft. of temporary
or permanent fire department connections, and have no overhead wiring or other overhead
obstructions lower than 13 ft. 6 inches; this access may be via permanent or temporary road,
but shall be capable of supporting fire apparatus in all weather conditions.
d) Contractor shall ensure the street numbers are always plainly visible from the frontage
street during construction per the Virginia Statewide Fire Code
e) An approved water supply for firefighting operations shall be in place and available as soon
as combustible materials arrive on site.
f) Waste and combustible debris shall be removed from the building at the end of each day and
disposed of in accordance with the Virginia Statewide Fire Code
g) Fire extinguishers shall be provided, with not less than one approved fire extinguisher at
each stairwell, on all floor levels where combustible materials have accumulated, in every
storage and construction shed and in areas of special; hazards, such as where flammable and
combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code
h) Operations involving the use of cutting and welding shall comply with the Virginia Statewide
Fire Prevention Code and shall require a permit from the Albemarle County Fire Marshal's Office
2. If the buildings require a sprinkler system, there is a hydrant needed within 100 feet of the fire
department connection, the connection must have C & O threads, and the hydrant and FDC shall
be arranged to allow use of each without obstructing fire appartus access
3. Please provide a note on the plans of the available fre flow for the hydrants

I recommend SDP202100085 North Pointe Section 1E, Phase A (Digital) — Initial Site Plan for approval
with the following conditions:
Submit utility drawings and water/sewer data sheets to ACSA.
RWSA sewer capacity certification will be required.
Certain dedication items for North Pointe Subdivision Section 1(easements and as-builts) should be
completed prior to Utility Plan approval.
Provide fixture counts for each building.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced North Pointe Apartments — Section lE — Phase A, as
submitted by Collins Engineering, dated November 08, 2021 and find the following:
1. Please remove all Structure and Bridge Standard Details from the plans. S&B standard
details are to be referenced in plan notes: The Standard Drawings contained in the VDOT
Road & Bridge Standards are signed and sealed engineering drawings that are
copyrighted materials of VDOT and the Commonwealth of Virginia. VDOT's policy is to
offer the Standard Drawings in a secure electronic format and each Standard is available
on this website. Plan assemblies using the Road & Bridge Standards shall reference each
standard used. Inserting the Standard Drawings into VDOT, locality, or private
development plan assemblies, or modifying the Standard Drawings in any way, is not
permitted.
For project specific applications, special design drawings based on VDOT standards shall
include all details, notes, dimensions, and quantities necessary to completely construct the
item.
Roadside safety hardware standards (guardrail and concrete barrier) are crash tested
devices and shall not be modified for project specific applications.
2. Retaining walls should be reduced in height due to potential impact on right of way along
Thicket Run Place. Walls that appear to impact the R/W may require review/approval
from District Structure & Bridge section.
3. Retaining wall foundations and support systems will not be within the proposed right of
way. Please clearly show foundation in relation to R/W in details.

4. Gutter pan should be shown in all areas that will convey water to inlet structures.
5. Drainage should not cross proposed entrances. Please show proposed drainage paths in
plan view.
6. Mayberry Drive appears to be a private drive by streets note on sheet #1 and will need to
be designated on the plan view.
7. Please provide profiles for the commercial entrances onto Northside Drive and Cliffstone
Blvd.
8. Landscaping plan is required for review.
9. Sight distance profiles matching actual view per RDM Appendix F for entrances and
intersections is required.
10. Please show the mail boxes & cluster box units per RDM Appendix B(1)-56
11. Please show trip generations for proposed units per rrE 10"' or latest edition.
12. Note that the final plan must show conformance with the VDOT Road Design Manual
Appendices B(1) and F, as well as any other applicable standards, regulations or other
requirements.
13. Please provide a comment response letter with each submission after the initial.
A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399
for information pertaining to this process.

As requested, I've reviewed the subject plat, dated November 8, 2021, for the proposed
development, referenced above. Since both water and sewer will be provided by ACSA,
and there does not appear to be any existing onsite septic systems or private wells, I have
no objections and recommend approval.
