Dear Mr. Langille, The Final Site Plan for Belvedere Community Center has been revised per the comment received on June 25, 2021 on the Initial Site Plan. Albemarle County Plannin¢ Services — Cameron Langille 1. [32.4.2.1 (f)] County records show that the $435.00 notification fee has not been paid. This fee will need to be paid by Friday, July 9, 2021 in order for the initial site plan to be approved. Response: The $435.00 notification fee has been paid before Friday, July 9, 2021. Comments to be addressed prior to final site plan approval: 2. [32.5.2 (a)] Please be aware that SUB202100090 is currently under review with the County. The final site plan will need to show all existing parcels and their Tax Map Parcel (TMP) number. Parcel labels will need to state the TMP, owner name, zoning, acreage, and recorded instrument number. Response: Acknowledged. The Final Site Plan shows all existing parcels and their TMP number, owner name, zoning, acreage, and recorded instrument number. 3. [32.6] Prior to approval, the final site plan must address all applicable requirements of Section 32.6 of the Zoning Ordinance. Response: The Final Site Plan addresses all applicable requirements of Section 32.6. ® ROUDABUSH, GALE & ASSOCIATES, INC. e P ENGINEERS. SURVEYORS AND LAND PLANNERS 4. [32.5.2 (e) & 32.7.9.4. (c)] Please identify and label all existing landscape features that will be retained on the landscape plan that will be included with the final site plan. See Engineering Division comment 49 for further information. Response: All existing landscaping is labeled on the Landscaping Plan. a. [32.7.9.4 (b) & 32.7.9.4 (c)] If any of the existing landscape features will be retained to meet minimum canopy requirements specified by Section 32.7.9.8, these features must be identified and labeled (vegetation type, sizes, etc.). Response: No existing landscaping features will be retained to meet minimum canopy requirements. b. [32.7.9.4 (b)] A copy of the Conservation Plan Checklist will need to be added as an exhibit to the final site plan, and must be completed and signed by the owner or contract purchaser prior to final site plan approval. Response: The existing trees to remain are not being used in the landscaping canopy calculations. Therefore, a Conservation Plan Checklist has not been completed. 5. [32.5.2 0)] Please show all existing water, sewer and drainage facilities and easements within the property. Label easements by type, state dimensions, and state the recorded instrument number that created the easement. Response: All existing water, sewer and drainage facilities and easements within the property are shown and labeled. 6. [32.7.4] Prior to final site plan approval, a Water Protection Ordinance Plan (WPO) must be submitted, reviewed, and approved. See Engineering comments for further information. Response: A WPO plan will be submitted and approved before FSP approval. 7. [32.7.4.1] Please be aware that SUB202100090 is currently under review with the County. Prior to final site plan approval, an easement plat application must be approved and recorded for all proposed stormwater and drainage easements. Prior to approval of the final site plan, all stormwater and drainage easements created by the easement plat will need to be shown, labeled, and identified as public/private, state the width/size of the easement, and state the recorded instrument umber of the plat that created the easements. Prior to final site plan approval, an easement plat application must be approved and recorded for all proposed water and sewer easements. Prior to approval of the final site plan, all water and sewer easements created by the easement plat will need to be shown, labeled, and identified as public/private, state the width/size of the easement, and state the recorded instrument umber of the plat that created the easements. Response: Acknowledged 9. [32.7.9] The final site plan will need to include a landscaping plan that meets the following requirements: C. [32.7.9.5] Street trees along all streets. Sizes and spacing requirements must be met. d. [32.7.9.8] Minimum tree canopy of 10% must be provided within the site. Provide a calculation of the tree canopy area provided, and state the tree canopy area proposed. e. Provide a landscape schedule identifying the following information for proposed landscaping state the species name, common name, quantity, size/height at time of installation, canopy area per species, and total canopy area for each species of landscaping material provided. f. All proposed landscaping must be tree and shrub species specified on the Albemarle County Recommended Plants List. g. Canopy figures for all species can be obtained from the Plant Canopy Calculations list. Response: All landscaping requirements have been met. 11. [32.7.8 and 4.17] Please provide a lighting plan with the final site plan that meets all requirements of Section 18- 4.17 and Section 32 of the Zoning Ordinance. Response: A lighting plan has been provided with the final site plan. Albemarle County Engineering Division — David James 1. The VSMP plan will need to be approved and bonded before final plat approval (LDA is over 10,000sf). For the VSMP review, please include the latest approved water quantity & quality calculations for the design of the bioretention facility and pre/post-development drainage area maps. Response: Water quantity and quality calculations and drainage maps will be provided on the VSMP plan. Albemarle County Buildin¢ Inspections — Betty Slouch Add the following notes to the general notes page: 1. Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI A117.1-09 and the 2015 Virginia Construction Code. One Accessible parking space needed at the closest route to the building. 2. All water lines, sewer lines, and fire lines from the main to the structure located on private property must have a visual inspection performed by the building department. 3. All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. Response: All notes listed above have been added to the Final Site Plan. Albemarle County Department of Fire and Rescue — Howard Lagomarsino 1. Fire apparatus access roads are required and must maintain a minimum, unobstructed travelway width of 201 , exclusive of parking, for buildings under 30ft tall and a minimum, unobstructed travel way width of 26ft, exclusive of parking, for buildings over 30ft tall. Plans indicate the building height at 33 ft, so travel way width must be 26 ft, exclusive of parking. Please show compliance on plans. Response: No roads are being proposed in this plan set. The site is proposed along two existing roads. The proposed building height has been fixed from 33' to 18'. 2. Fire apparatus access roads must be able to support 85,000 lbs fire apparatus in all weather. Please indicate compliance on plans. Response: No roads are being proposed in this plan set. The site is proposed along two existing roads. 3. Fire apparatus access roads must be free of overhead obstructions, including landscaping and trees, from the height of 13ft 6inches and below. Fire apparatus access roads must provide a 25ft turn radii to accommodate fire apparatus, please show turn radii on the plan. Response: No roads are being proposed in this plan set. The site is proposed along two existing roads. 5. Dead ends 150ft or longer must provide an approved fire apparatus turn around. Response: No roads are being proposed in this plan set. The site is proposed along two existing roads. 6. Provide a note on the plan indicating the required ISO fire flow for the building. Response: A sprinkler system is not proposed for this community center. 7. Provide locations of hydrants required by the IDA fire calculation in 46 (the starting point is every 500 ft with no building further than 25011 from a fire hydrant, but changes to shorter distances as ISO fire flow requirements increases) Response: A fire hydrant is now proposed along Colbert Street. 8. Indicate on the plan the latest ACSW flow test of hydrant to ensure adequate fire flow per calculation I comment 46. Response: A fire hydrant is proposed along Colbert Street. 9. If fire suppression systems or standpipes are installed, the FDC must face the road, on address side, and there needs to be hydrant within 100 ft. of the FDC, arranged so that when hydrant and FDC are in use for emergency operations, hose does not obstruct travel way. Response: There will be no fire suppression systems installed for this community center. Albemarle County Service Authority — Richard Nelson 1. Submit a PDF of the Utility Plan for ACSA review. RWSA sewer capacity certification will be required. Response: Acknowledged. 3. Fire and Rescue will need to confirm if a fire hydrant will be required for the site. Response: A fire hydrant is now proposed for this site along Colbert Street. 4. Confirm what the intent is for future use of the neighboring vacant parcel. Response: The neighboring vacant parcel is currently zoned and earmarked for a small commercial use in keeping with the neighborhood character of the immediate area. Possible examples might include, but are not limited to, a private school or daycare.
