Special use permits for uses as provided in this ordinance may be issued upon a finding by the board of supervisors that such use will not be of substantial detriment to adjacent property, that the character of the district will not be changed thereby and that such use will be in harmony with the purpose and intent of this ordinance, with the uses permitted by right in the district, with additional regulations provided in section 5.0 of this ordinance, and with the public health, safety and general welfare. Located at the inters. of 5th St. Extd. and Old Lynchburg Rd. Request for an off-site sign identifying the 2 Meadows Apts. TM 76 / P 46H, zoned C-1 /Airport Protection and Entrance Corridor Overlays. Application for Special Use Permit Addendum Project: Easter Sian The Application for a Special Use Permit is submitted for approval to add an off site location sign to an existing sign on the corner of Old Lynchburg Road (CR 780) and Fifth Street Extended (CR 631), on the southwest corner of CR 780. The tax map and parcel number for this location is 78-46 H. The property is zoned C-1. A permitted sign currently is located on this parcel for Easter Associates, Inc. The property owner, Mr. Peter Easter, requests the Special Use Permit to add to the current sign an off site location sign identifying The Meadows apartment homes. The site chosen for the off site location sign will improve the flow of traffic in the area by defining a direct route to The Meadows apartment community for families seeking an apartment home and for the visitors of residents. The Meadows is located between Country Green Road (CR 875), Mountainwood Road and Sunset Avenue (tax map and parcel number 78-46 E and 78-46 D). The property has no visible view from the only major and secondary connecting roads, Fifth Street Extended and Old Lynchburg Road. The redesign of Old Lynchburg Road and Fifth Street Extended causes confusion and difficulty locating The Meadows. The Mountainwood Road mailing address for the community causes additional confusion. With anticipated increased traffic resulting by the relocation of Albemarle County service departments and the development of additional multifamily housing, including student housing, in the area a location sign will direct traffic from Fifth Street Extended to Country Green Road via Old Lynchburg Road. This traffic pattern will lessen the impact of residential traffic to the entrances for Sherwood Manor located on Mountainwood and Old Lynchburg Roads and Sterling University apartments also located on Old Lynchburg Road. The off site location sign would also direct traffic from continuing on Fifth Street Extended beyond its intersection with Old Lynchburg Road onto Sunset Avenue. Traffic will be directed away from Sunset Avenue, which is currently heavily traveled by residents living in the Redfield residential community. Residential traffic on Sunset Avenue will only increase with the completion of the Eagles Landing and Jefferson Ridge apartment communities. The two signs totaling 32.5 square feet will hang from the same posts. The signs will compliment each other in design and color. The site will not require lighting and will be maintained with complimentary landscaping to enhance the corner appearance.
