Design Focused Engineering December 20, 2021 County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: SDP2020-18 Flow Automotive Letter of Revision To Whom It May Concern, SDP2020-18 Flow Automotive is a major site plan amendment to SDP1995-42 for tax map parcels 07800-00-00-00600 and 07800-00-00-00700. With SP1994-4, which allows for outdoor storage and display of vehicles within the Albemarle County Entrance Corridor, the 2020 site plan amendment (SDP2020-18) proposed the renovation of two existing buildings on site and the construction of a new building for automobile services, sales, display, and storage on the property. The 2020 site plan amendment additionally proposed improvements to the Route 250 entrances, improvements to vehicular circulation of the site, and the expansion of parking areas to meet the needs of the expanded automobile sales/service and display/sales use. The letter of revision to SDP2020-18 proposes a phasing plan to the approved major site plan amendment. The letter of revision proposes three phases to the site plan. Phase 1 includes Building A, improvements to the Route 250 entrances and the portion of vehicular travelways and parking that is visible on Route 250. Existing display area on tax map parcel 07800-00-00-00600 and the existing rear storage area on tax map parcel 07800-00-00-00700 are included in Phase 1, as these features are currently present on the property and are proposed to remain. Stormwater management infrastructure in the rear of the property would be completed in Phase 1 as well. To ensure that each phase meets adequate parking requirements, parking calculations are provided in the table below. To meet minimum parking requirements in Phase 1, the storage area immediately behind Building A would be utilized for 52 additional employee/service parking spaces; with SDP2020-18, five employee/service spaces and one HC space were proposed in this area and the letter of revision would propose 57 employee/service spaces and one HC space in this area. Following Phase 1, Phase 2 would include the construction of Building B and the renovation of Building C, the construction of the rear travelways and associated parking areas. Phase 3 is the construction of the rear parking area and associated retaining wall, for the construction of 48 employee/service spaces. At the time of Phase 3's completion, the added 52 employee/service parking spaces in Phase 1 would be converted back to storage area, as intended by the approved SDP2020-18. If approved, business operations would be able to commence within Building A while construction continues on the remainder of the site.
