Dear Mr. Smith:
At their meeting on September 9, 2008, the Board of Zoning Appeals voted 4-0 to approve your
variance request to increase the size for a proposed freestanding sign from 32 to 35 square feet,
an increase of 3 square feet. This approval is subject to the following conditions with
modifications:
1. This variance of 3 feet is approved for a sign located at the existing entrance. This shall be
either a modification of the existing sign or a replacement of the existing freestanding sign.
2. The sign shall be approved by the Architectural Review Board.

Dear Mr.Smith:
I have reviewed your submittal for the above-referenced project received September 4, 2008. Outstanding
issues that will need to be further addressed are shown in italics after the original comment from the Action
Letter of July 10,2008.
1. Revise the sign location to the island at the east side of the entrance to the site,avoiding easements and
meeting setbacks.
Provide a revised site plan drawing showing the sign located in the island located at the east side of

2. Brick sample submitted is approved. Revise the design of the structure with all signs shown recessed
within the structure.
Revise the sign drawing by adding a note stating:
"The reader board shall be flush with the brick faces."
3. The background of the sign panels shall be opaque. The logo and letters may illuminate. External
illumination is permitted.Provide cut sheets of the proposed lights.All lighting emitting 3,000 lumens
or more shall be a full cutoff style fixture. If internal illumination of the sign panel (with logo), and
reader board is approved,revise the drawings to indicate that the backgrounds of both will be opaque.
Revise the sign drawing with a note indicating the type of illumination(bulb type), intensity and color.
If LED is proposed, add a note stating•
"The level of illumination provided by the LED lights will not exceed the illumination produced by a
single stroke of 30 milliamp(ma)neon."

1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB
revision dates on each drawing and an ARB approval signature panel.
2. A memo includmg detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also.Highlighting
the changes in the drawing with"clouding"or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your
revisions to ensure proper tracking and distribution.
When staffs review of this information indicates that all conditions of approval have been met,a Certificate
of Appropriateness may be issued.

Board Meeting on 9/2/08.

REGULAR REVIEW ITEMS:
ARB-2008-107: Airport Road Office Plaza - Final Review of a Site Development Plan (Tax
Map 32, Parcel 4lE)
Proposal: To construct a 60,710 sf, 3-story office building with rear parking.
Motion: Ms. Smith moved for approval of the Certificate of Appropriateness for ARB-2008-
107, Airport Road Office Plaza—Final Review of Site Development Plan,with the conditions
stated in the staff report, amended as follows, including a work session as indicated in#7:
1. Revise the building elevation drawings to clearly indicate the brand name and color name of
the two proposed color samples and the building materials (EIFS or metal panel) they would
be paired with. Revise Sheet A502 Elevations by providing details, including color, of the
proposed railing around the pergola.
2. Revise Sheet C5 Final Landscape Plan by showing flowering ornamental trees interspersed
amongst the Everclear Chinese Elm EC street trees.
3. Revise Sheet C5-1 Plaza Landscape Plan to include all the plaza details shown on the
rendered plan view of the plaza and the details of the water feature outlined in the applicant's
memo. Revise the photometric plan to include a detail of the planter containing the water
feature, clearly showing where the LED flood lights would be located.
4. Revise the luminaire schedule to indicate the color and finish of all proposed light poles and
fixtures.
5. Revise the Sheet 5 Final Landscape Plan by adjusting the location of the freestanding sign to
meet the required 5' setback, with the landscape design revised to integrate the sign with the
planting. Final approval of the sign and sign location comes with the sign permit application
and review. Sign details including lighting, if any, will require ARB review and approval.
6. Reduce the building cornice to a maximum of 3'-3 '/2' deep.
7. A work session is required to review the proportions of the pergola details, including the
boxes and the columns.
8. If the metal panels are selected, the joints will necessarily be more delicate and will contrast
in reflectivity with the panels. If EIFS is selected, the joints should be more pronounced,
more heavily detailed, wider and deeper,to create a balance with the texture of that material.
9. If metal panels are selected the pergola shall be gray. If the EIFS is selected, the pergola shall
be cream to match the finishes.

FINAL ACTION MEMO
Motion: Regarding the reader board design and the overall sign height, Ms. Smith moved for
approval of ARB-2008-70: American Legion Sign, with the following additional conditions to
supplement those previously established:
1. Maximum sign height shall be 10'.
2. The reader board shall be flush with the brick faces.
3. The black background of the reader board shall remain in place with no white showing
except for the white letters.
4. Revised sign drawings shall be submitted for staff administrative approval.

ARB-2008-58: Holly Memorial Gardens: Revised sign design
Regarding the revised design for the Holly Memorial Gardens freestanding sign, it was the
consensus of the ARB that the lettering should not exceed the size of the previous proposal
displayed on August 8, that the sign may be double-sided if perpendicular to the road, that
graphics shall not be illuminated, the rose size can be approved as illustrated in the new drawing
displayed September 2, and the sign frame shall be black, not white.
ARB-2007-10: Northtown Center: Building H Elevations
Regarding the revised elevations and the proposed use of EIFS for the Northtown Center
building, it was the consensus of the ARB that the reduced cornice height and EIFS are
appropriate.
Mr.Lebo left the meeting at 4:40 p.m. He indicated that he would not be able to attend the
September 10, 2008 meeting.
Telecommunication Facilities and ARB Review
Staff informed the ARB that a resolution of intent for changes to the EC sections of the Zoning
Ordinance will go to the Planning Commission in September.
Next Joint ARB/PC/BOS meeting: September 10, 2008, 2:00, 1 hour long
Regarding the joint meeting, it was the consensus of the ARB that they would like to review the
ARB document from the last meeting.
