As we discussed over the phone the site plan drawings need to be prepared by what is called an "authorized preparer." This is something that is specifically outlined in the Site Plan regulations found in the Zoning Ordinance. Section 32.6.1 provides that "The plan, and any amendments to a plan, shall be prepared and sealed, signed and dated by an architect, professional engineer, land surveyor, or certified landscape architect, each of whom shall be licensed to practice in the Commonwealth of Virginia." We would suggest finding and working with an authorized preparer of your choosing to re -draw and submit the site plan application. Once we receive the amended site plan drawings we can proceed with our review. As we discussed, the site plan drawings need not show the entire site, but simply need to show the improvements and general area that will be used for H&H Car Care. The drawings you have submitted show approximately the area we will need to see in the drawings, but like we have discussed these drawings need to be done by someone with the technical capabilities to meet our regulations. Below is a link to our site plan checklist that needs to be filled out and submitted alongside the revised plans. Existing topography and proposed grading as specified in Section 18-32.6 b. Stormwater management and drainage measures specified in Sections 18-32.6 and 18-32.7 c. Any new water and sewer lines, and accompanying easements, needed for drainage, stormwater management, and water/sewer utilities need to be shown. 3. Landscaping plan a. Bill suggested we could set up a call with him if need be, but I think it is pretty clear. So, here are my notes from what we went over at 2nd set of eyes. Bill suggested calling the Applicant and explaining to them, but I feel an email will suffice if we can lay it out sufficiently. They can schedule a call with us if they have additional questions in my opinion. From Bill "minor amendments can be approved by the agent and don't have to meet the full content" Section 32.3.3 However, - They have not given us an amended site plan. They need to accurately show the location and dimensions of all new features, improvements, landscaping, parking, travelways. o Cameron, I think you have already begun to list out everything they are missing/need to include - Based on what they have submitted, this is not acceptable. - Suggests calling them and explain it —what has been submitted would be denied. - Options are — we wont process it right now, differ essentially. Need them to "differ" and go back and make all the appropriate changes before resubmitting, Or we will review what they have submitted and we will deny it. - Need to tell them the site plan they are amending. (insert correct SDP number they are amending) And the changes need to be made on that plan by someone with the ability to make those changes. - "requires a high level of expertise, need to likely hire a Engineer or Architect to do the drawings for you." Requires erosion control plan, etc. people who are licensed to do these drawings. Will eventually need building permits, Contractors, etc. So, best path forward for them would to be to work with a professional site designer. Notes from Cameron/Chris from previous emails. Chris P. suggested that this "warrants a 10 day review to kick it out for incompleteness (see section 32.4.2.1). This definitely warrants a 10 day review to kick it out for incompleteness (see section 32.4.2.1). One of the biggest issues is its not prepared by an authorized preparer as Section 32.6.1 requires `Authorized preparer. The plan, and any amendments to a plan, shall be prepared and sealed, signed and dated by an architect, professional engineer, land surveyor, or certified landscape architect, each of whom shall be licensed to practice in the Commonwealth of Virginia. " I advise you to discuss with Cameron how to actually write the letter without listing out every single deficiency. But before you write any letter it would be nice to call the applicant and explain the situation and that this application doesn't meet the minimum submittal requirements... It was submitted as a physical file however it is only on 8.5 x 11 paper. I have scanned it and attached it here alongside the application. As you can see, it's not of the greatest quality (the scan is not crappy, that's how the printed versions are as well). So, I guess my question is, is this submission adequate for review? To me, this plan doesn't even show the applicable changes. Any thoughts would be welcomed. I have attached the SP Action Letter and Concept Plan here as well and it matched the SP quality, so I was just curious on the quality standards we had for Minor plans like this. Cameron, this reminds me a lot of the Comdial site situation we just dealt with.
