RE: SUB-2021-00079 — Southwood, Blocks 11 & 12 — Road Plan Review
Dear Mr. Wentland:
We have reviewed your comments from (VDOT) September 15, 2021 Rev. 2 and made the
necessary revisions. Please find our responses to the comments below in bold lettering.
Plannine— Meean Nedostuo dated 09-01-2021
__ __.., ___ __...._. __ r,_.___ _n top of pipes, in addition, proposed easement may
not permit trees within them. It is difficult to determine since only the utilities and not the
easements are shown on the landscaping plans. Show the utilities and easements so that it can
be determined if the proposed landscaping is outside of the easements and/or permitted within
the easements.
Rev1. Comment unknown to be addressed as the landscape plans and street trees have been
removed from the plans. Include street trees on the plans in accordance with the code of
development and ordinance requirements.
Landscaping plans are included with final site plan resubmission.
2. Curb ramps and sidewalk connections should be provided to allow pedestrian access to the
existing Southwood to these blocks.
Rev1. A sidewalk and curb ramp should be provided in the northeast corner of Horizon Drive to
allow for a future pedestrian crossing to the south. See plan circled in blue.
Curb ramp has been added along Horizon Rd accordingly.
VDOT—Adam Moore —Comments dated 09-15-2021:
1. Please remove the parking spaces within the sight line triangles of Block 11 & 12. Plan
cannot be approved with obstructions or the ability to obstruct clear view within the
sight triangles.
ENGINEERING I DESIGN I TECHNOLOGY
Sight distance has been updated, and there do not appear to be any parking spaces within the
sight line triangle.
2. Alternate turn around for the end of Horizon Road will need to meet the minimum
dimensions as shown in RDM Appendix B(1)-24. Please show measurements for
construction and inspection.
Alternate turn around have been extended according to the dimensions shown in RDM
Appendix B(1)-24.
3. The commercial entrance radii from Horizon Road into parking lot for Block 12 does not
appear to meet the minimum required by RDM Appendix F-104. Please see table 4-3
Design Vehicle and Turning Radius by Land Use.
The entrance radii have been updated to 25' radii per RDM Appendix F-104.
4. Storm drainage system could not be verified. Please include the drainage calculations
and details for review.
Calculations have been included with this submittal.
5. Stop sign and Stop Bar appear to be 20' or more than a full car length from the location
of eye for sight distance. Please explain the discrepancy.
Stop sign and stop bar have been moved to the appropriate sight distance.
6. Manholes in Commercial entrance into Block 12 should be removed/relocated out of
the pavement area.
Manholes by the entrance of Block 12 have been relocated out of the pavement area.
7. Manhole in the edge of travelway and parking should be removed/relocated out of the
pavement.
In to avoid installing the storm sewer underneath trees in the landscaping buffer between the
road and the sidewalk, the manhole has instead been moved a bit further into the roadway to
prevent potential maintenance access disruption by the parked vehicles.
B. Landscaping plants and trees adjacent to the sight distance triangle will need to be
maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight
lines and accommodate pedestrians. The HOA will be responsible for the maintenance
of sight lines.
Acknowledged.
9. Please remove trees within 30' of intersections per B(1)-44 RDM.
All trees have been moved 30' from the intersection of Hickory and Horizon Rd.
10. Type III Barricades and signage should be shown at road stubs.
Type III Barricades and end of roadway markers have been added to the road stub.
11. Please review the tree choices proposed within the R/W. Plane trees (Platanus
Occidentalis) is not an acceptable tree between the sidewalk and the street. Trees
between the sidewalk and curb should be small to medium sized to avoid the root lift
and damage to hardscape.
The Platanus occidentalis trees along within the R/W have been replaced with Ulmus
parvifolia 'Allee'.
Fire Rescue — Howard Lagomarsino 10-20-2021:
1. The hydrant fire flow calculations show max. flow of 2000 gpm. The required ISO fire
flow calculated for the apartment buildings is 2250 gpm to 2500 gpm. The graphic
presented with the fire flow charts appears to show a non -looped water main system
feeding the hydrants. Based on the flow test, and the information with the graphic, the
max form the system is 2000 gpm. The required fire flow of 2500 gpm is the highest
calculated flow for the system and must be met.
Hydrant flow modelling has been updated as shown on Shts. C1.4 & C1.5. Based on the
modelling updates, there is 4,099 gpm available at H-4, which exceeds the fire flow
requirements. Further, each building is served by 2 hydrants, with one of those hydrants being
hydrant H-4 or H3 (2,918 gpm). The additional hydrants added for coverage also serve the
FDC's of the buildings which will only increase the combined available flow should multiple
hydrants be needed.
2. The turn radii need to accommodate the ladder truck with an approximately 22-inch
wheelbase and overall length of 47 feet. The calculation for the pumper is inadequate.
Please recalculate turn radii for all entrances into parking lots from roadway utilizing the
ladder truck dimensions or provide a 25-ft turn radius.
Turning radii have been verified to accommodate a 48 ft, 21-in wheelbase ladder truck, the
closest match we have in our software. A turning exhibit is attached to this CRL.
