HomeMy WebLinkAboutSUB200600417 Correspondence 2022-01-07L I N E + G R A D E C I V I L E N G I N E E R I N G ROAD PLAN AS -BUILT LETTER OF CERTIFICATION TO: Frank Pohl, PE, CFM 401 McIntire Rd, North Wing Charlottesville, VA 22902 FROM: Daniel Hyer, PE Line and Grade DATE: 01/03/2022 RE: Bundoran Farm (Winsome Orchard Lane) As -Built Road Plan Mr. Pohl, �Ep,LTN P I OT-1A-NTT L'T h &Xl 45596 AL, Upon receipt of the as -built survey by Roudabush, Gale & Associates, Inc. for Winsome Orchard Lane, the plans were inspected for discrepancies between what was proposed with the Road Plan Amendment 1 to SUB-2006-00417, dated 05/05/2021, and what was built. A field inspection was performed on 12/27/2021 to verify the information provided by the as -built survey. The as -built generally conform with the intent of the proposed plans with some minor deviations which are elaborated upon below. Entrance The geometry of the entrance deviates from the proposed design, but still meets VDOT standards for a commercial entrance design to serve a private subdivision road/street. • The entrance is paved to a width of 26.38 ft at 25 ft distance from the main road's edge of pavement (EDP). • The eastern radius is roughly 20 ft as it connects with the road, but the overall pavement is wider in this location than proposed, resulting in an effective radius in excess of 25 ft. • The entrance grade ascends at 2.80% from the EDP, while the proposed grade descends 2.0% before ascending 4.0%. As -built entrance grades are "smoothly tied into the roadway" as required by VDOT. Please see Figure 1 below. Road Typical Section The as -built conditions reflect the intent of the typical sections for the 16 ft and 13 ft roadway sections. • The 16 ft roadway section was paved with 1.5" SM9.5A, though the proposed surface was primed and triple sealed (1.5" asphalt was visually confirmed, but no borings were taken). LINE GRADE CIVIL ENGINEERING 113 41h St. NE; STE 100 CHARLOTTESVILLE, VA 22902 TEL: (434) 262-0169 LINE-GRADE.COM Bundoran Farm (Winsome Orchard Lane) As -Built Road Plan - Certification January 3, 20221 Page 2 • The 16 ft roadway section is roughly 17 ft from EOP to EOP. • Total road and shoulder width of 20 ft is provided except for one discrete location near station 4+50, where it is only 19 ft. • The 13 ft section of road is adequate in total road and shoulder width, but the width of asphalt is less than 13 ft in most areas (12.5 ft minimum). Drainage Items The proposed entrance culvert and all rip rap were built in accordance with the proposed plans. Areas that were previously experiencing erosion are now stabilized. Please see Figures 2 and 3 located as attachments. All drainage items are located within drainage easements or the 40 ft ROW. Easements and new ROW width were recorded with Instrument No. 202100011779, and a copy is included on the last page of the As -Built Plans. Winsome Orchard Lane was built in general conformance with the approved plan. The minor deviations on the site still conform to regulations and to the intent of the plans. Areas that were of concern for erosion have been stabilized and all comments (dated 9/30/2020) from the initial bond release request have been addressed.
