Bohler is pleased to submit on behalf of RST Development, LLC the Final Site Plan 1"
Submission for the Multi -Family Residential Development in Charlottesville, Virginia. The
following is our comment response letter addressing comments received from various
departments. Each comment is addressed and responded to as follows:
Plannina Services / Kevin McCollum
Comment 1: [36.1(c)] County records show there is an outstanding initial site plan fee balance
of $615.66. This fee will need to be paid prior to Friday, December 3, 2021 in
order for the initial site plan to be approved.
Response 1: Comment acknowledged. The outstanding balance has been resolved.
Comment 2: [32.5.2(b) and 15.3] Will any of the dwelling units be subdivided into individual
properties? If so, show lot lines and provide their dimensions on each proposed
lot.
Response 2: The dwelling units will not be subdivided.
Comment 3: [32.5.2(i)] Please clarify the following:
a. Private Road C is the only vehicular accessway within the site that is labeled
as a private road. Please verify that this is being done in order to provide the
inter parcel access to the adjoining property, as shown on the ZMA
Application Plan. If so, a private street easement that grants access to the
adjoining parcel needs to be recorded prior to the final site plan approval.
b. Please verity that all other travelways are not intended to be either public or
private streets.
Response 3: a. Yes, Archer Ave (Private Road C) will provide inter parcel access.

provided layout is required prior to Final Site Plan approval.
Response 9: Layout has been revised to meet county requirements. Please see sheet C-

Comment 10: [32.6.2(a)] Correct any reference to PID to TMP including labels for adjacent
properties.
Response 10: All references to PID have been corrected to TMP. Please see the cover
sheet C-101 and demo sheets C-200 — C- 204
Comment 11: [General Comment] Please add the Site Review Committee (SRC) signature
panel (attached) to the cover sheet.
Response 11: The SRC signature panel added to sheet C-101 in the lower right corner.
Comment 12: [32.5.2(k)(1), 32.6.2(g)] Any new easements required for water, sewer, drainage
facilities, or any proposed utilities will need to be reviewed, approved, and
recorded prior to final site plan approval. Please submit an easement plat
application the County for review. The final site plan will need to be updated so
that all easements are shown and labeled identifying easement type, whether it's
public or private, a width dimension, and the recorded instrument with deed book
and page number.

Comment 13: [32.7.9.7 (a)(3)] Please provide a construction detail in plan and profile view of
the proposed dumpster enclosure. The detail should identify materials to be
used, color, dimensions, etc.

Comment 14: [32.7.8 and 4.17] Lighting Plan
a. [4.17.4 (a)] Provide manufacturer cut -sheets for all proposed outdoor
luminaires.
b. [4.17.4 (a)] All proposed outdoor luminaries exceeding 3,000 lumens
must be full -cutoff fixtures. Please provide documentation from the
manufacturers that all fixtures will be full -cutoff.
c. Please state the pole height of all outdoor luminaires.
d. [4.17.4 (b)] Please add a note to which states "Each outdoor luminaire
equipped with a lamp that emits 3,000 or more initial lumens shall be a
full cutoff luminaire and shall be arranged or shielded to reflect light away
from adjoining residential districts and adjacent roads. The spillover of
lighting from luminaires onto public roads and property in residential or
rural areas zoning districts shall no exceed one-half footcandle."

Comment IS: [32.6.2(f)] Provide a typical street section for Private Street C (See Engineering
comment is applicable).
Response IS: Typical street sections for Archer Ave (Private Road C) can be found on
sheet C-309.
Comment 16: [General Comment] Final site plan must meet all other requirements of 18-32.6,
18-32.7, and 18-32.8 prior to final approval.
Response 16: Comment acknowledged.
Engineerina Services / John Anderson
Comment 1: VDOT Road Design Manual, Appendix A(1), prohibits 'parking within 20 feet of
any intersection measured from the curb return of the intersection.' Recommend
remove parking proposed within 20-ft. of any VDOT Road Design Manual No
parking zone. For example: Int. travelway A and private road C; travelway E and
private road C. Ref. Appendix A(1), p. A(1)-77.
Response 1: The parking along Archer Ave (Private Road C) has been updated so there
is no parking within 20' of intersection curb return. The parking has been
removed or shifted at the intersections of Archer Ave and Travelway A,
Travelway B, Travelway D, and Travelway E. Dimensions have been added
for clarity. See sheets C-302 and C-303.

Comment 2: Similarly, parallel parking is proposed coincident with curb return on travelway A,
at entrance/exit to roundabout (Int. travelway B and travelway A). Recommend
eliminate parallel parking proximate to roundabout on travelway A, both N and S
of the roundabout intersection.
Response 2: The parking has been shifted or removed at the intersection of Travelway A
and Travelway B by the roundabout. Dimensions have been added for
clarity. Please see Sheet C- 301 and C-303.
Comment 3: C-501
a. Check match -line labels (recommend revise match -line sheet references
to ref. C-503, C-501, etc.)
b. Re -designation of steep slopes is a process not accomplished
automatically by field run survey, or submittal of a site plan. Please see
18-30.7.4.b.1.h., and submit new topographic information for Engineering
review. Submit a steep slopes exhibit.
Response 3: a. The matchline references have been updated on all C-500s sheets.
b. Comment acknowledged. Steep Slope exhibit will be provided under
separate cover
Comment 4: Remove proposed improvements (parking/travelway/s, or grading) located on
preserved steep slopes unless such slopes are re -designated as non -steep by
Albemarle county, via process outlined at 18-30.7.4.
Response 4: Comment acknowledged. Improvements have remained for now, while the
steep slope exhibit is under review. Steep Slope exhibit will be provided
under separate cover for review.
Comment 5: C400-C404
a. Add flow lines to storm pipes.
b. Label all travelways.
c. On either C-400 (Grading) or C-500 (Utility) series of FSP sheets, label all
pipes and inlets.
d. Provide VDOT LD-204 stormwater inlet computations.
e. Provide VDOT LD-229 storm drain design computations.
f. Provide storm profiles.
g. With FSP, demonstrate compliance with storm runoff requirements at
U.S. Rt. 29, where ISP proposes to increase runoff onto U.S. Rt. 29,
without stormwater capture or conveyance.
Response 5: a. All flow arrows for storm pipes are shown on sheets C-401 thru C-
404.
b. All travelways have been labeled on sheets C-400 to C-404

Comment 7: C-503
a. Compare proposed storm structure easement with Albemarle County
Design Standards Manual easement diagram, p. 15, to ensure easement
sufficient for installation and future maintenance. Link:

Response a: Acknowledged — easements have been provided per
the criteria laid out in the Design Standards Manual.
b. Add flow lines to all storm pipes (C501-0503). Add flow lines to SWIM
facility outfalls.
Response b: Flow arrows were added to all storm pipes on sheets
C-501 thru C-503.
c. GIS indicates natural conveyance at approximate location of 80,000 cf
SWIM facility proposed outfall, but this outfall must comply with state
stormwater management regulations at 9VAC25-870-65 (water quality;
VRRM.xls) and 9VAC25-870-66 (water quantity; energy balance at
discharge to natural conveyance). Please ensure FSP is consistent with
WPO Plan design.
Response c: Acknowledged — plans have been revised to be
consistent.
d. Albemarle does not accept improvements within public drainage
easement; i.e., retaining walls. Revised design (C-503) to remove pipe
crossing beneath stepped retaining walls.
Response d: Vault 1 has been updated so that the outfall does not
run through the walls. Please se sheet C-503.
e. Show /label existing drainage easement for existing storm line between
Ex. Grate inlet (located along proposed 20,000 cf detention system
outfall) and Ashwood Blvd. right-of-way. If easement does not exist,
provide public drainage easement over existing elements of storm line on
development parcel that lie beyond Ashwood Blvd. right-of-way.
Response e: A drainage easement has been added to the outfall of
the 20,000 cf system. Please see sheet C-502.
f. Since design relies on existing storm elements, verify adequacy of
existing storm pipes, grates, etc.
Response f: Storm computations have been provided for the
existing system, immediately downstream of the proposed
improvements.
g. Provide public drainage easement between proposed t20.000cf UG
detention system (SWIM facility easement) and existing storm system
(grate inlet).
Response g: A drainage easement has been added to the outfall of
the 20,000 cf system. Please see sheet C-502.
h. Label easement over outfalls (storm pipes) downstream of SWIM facilities
public drainage, and submit separate easement plat.
Response h: The easements over the outfalls have been labeled as
public drainage easements. Please see sheets C-502 and C-503.

Comment 8: C-403
a. Label underground detention system.
b. Show /label SWIM facility easement.
c. Avoid impact to currently mapped preserved steep slopes; impact
appears imminent with proposed retaining wall design. Applies to other
design elements and grading, C-401, C-402, as well. If field run survey
indicates topography flatter than 25%, comment will be withdrawn
provided applicant coordinates survey with Engineering (slopes exhibit
/survey data submittal required).
d. Acquire temporary off -site construction or permanent grading easement,
as needed, to construct proposed retaining walls along southern parcel
boundary. Applies to C-401, C-402, as well, where proposed grading or
improvements may require temporary or permanent easement beyond
development parcel boundary.
Response 8: a. Vault 1 has been labeled on sheet C-403
b. Vault 1 easement has been labeled on sheet C-403 as "10' SWM
facility easement"
c. Acknowledged — steep slope exhibit will be submitted under
separate cover for review.
d. It is intended for all construction to take place within the proposed
LOD and property boundary as indicated on the grading plan,
including the retaining wall construction.
Comment 9: C-402
a. Label SWIM facility easement
b. Provide /label public drainage easement over SWIM facility outfall pipe.
Response 9: a. Vault 2 has been labeled on sheet C-402.
b. A public drainage easement has been added and labeled to the
outfall pipe of Vault 2
Comment 10: C-401
a. Provide capture for runoff from entrance to this development, at U.S. Rt.
29, since approximate 8' vertical grade break sends uncaptured runoff
into U.S. Rt. 29 NBL.
b. Resolve apparent conflict between CG-12 and inlet on E side of
roundabout (Int. travelway A-travelway B).
c. Provide spot elevations to ensure positive drainage to inlets, especially
grate inlets in pavement (travelway E, for example).
Response 10: a. System is being analyzed, however currently unable to capture the
runoff here due to the depth of the proposed system
b. The inlet has been changed to a manhole and has been out of the
ramp.

c. Comment acknowledged, and the grading plan has been updated to
include grading plan spot elevations.
Comment 11: C-305
a. Proposed Road A/Rt. 29 sight distance (left) vertical separation between
sight line and U.S. Rt. 29 pavement appears to be < 0.25'. If as -built
condition prevents 680' sight distance left, the intersection of Road A / Rt.
29 may require constructive revision prior to zoning (or road plan) bond
release, or VDOT acceptance of this entrance onto U.S. Rte. 29 NBL.
Response 11: a. Comment Acknowledged.
Comment 12: C-303
a. Unless overlooked, please provide paver detail and curb transition detail
(Private Road C).
b. Recommend remove 6 parking spaces at east end of private road C, 3
spaces north and south of 6.7' R curb bullnose to enhance visibility and
safety for operators reversing from these six spaces, and for vehicles
approaching on private road C.
Response 12: a. Details have been provided for pavement material.
b. The 6 spaces near the end of Archer Ave (private road C) have been
removed. Please see sheet C-303.
Comment 13: C-302
a. 4.5' sidewalk width near retaining wall is insufficient; provide Min. 5'
sidewalk width.
b. Provide guardrail for parking spaces that face retaining walls.
c. Provide /label street name signs for internal travelways.
Response 13: a. The sidewalk has been updated to be more than 5'. The retaining
walls have also been removed from this area.
b. The walls on sheet C-302 have been removed. Guardrail has been
added to sheets C-301 and C-303 where parking spaces face
retaining walls.
c. Street name signs have been added at the roundabout, the
intersection of Seminole Trail and Travel Way A, the intersection of
Ashwood Boulevard and Archer Ave (Private Road C), and the
intersections of Archer Ave (Private Road C) and Travelways A, B, D,
and E.
Comment 14: C-301
a. Provide roll-top curb at roundabout at proposed grass paver fire access
since CG-6 may limit clearance for fire apparatus.
b. Provide roll-top -to -CG6 curb transition detail.
Response 14: a. A label was added to call out roll top curb at fire access. B. Detail
has been added.

Comment 15: C-301 — C-303 (C301-C-304) Note: certain comments may be duplicative.]
a. Provide sealed geotechnical drawings for retaining wall height > 4-ft.
b. Label all traffic control signs (No parking, stop, speed limit, etc.).
c. Recommend against curb radii < 3'. Recommend curb wipe -down for radii
< 3'since such tight radii susceptible to damage, or rapid deterioration.
(see Roundabout, for example).
d. Label curb type/s, incl. CG-12.
e. Show /label attached unit drive /garage entrance curb radius.
Response 15: a. Comment acknowledged — plans will be provided under separate
cover.

Comment 16: C-200: Provide deed bk.-pg. reference for Ashwood Blvd. right-of-way.
Response 16: Existing conditions have been updated accordingly.
Building Inspections / Betty Slough
Comment: Add the following note to the general notes page:
1. Retaining walls greater than 3 feet in height require a separate building permit. Walls
exceeding 4 feet in height require a stamped engineered design also. Walls require
inspections as outlined in the USBC.
2. Accessible parking spaces, access isles, and accessible route shall be installed in
accordance with ICC ANSI A117.1-09 and the 2015 Virginia Construction Code.
3. Where the flood level rims of plumbing fixtures are below the elevation of the manhole
cover of the next upstream manhole in the public sewer, the fixtures shall be protected
by a backwater valve installed in the building drain, branch of the building drain or
horizontal branch serving such fixtures. Plumbing fixtures having flood level rims above
the elevation of the manhole cover of the next upstream manhole in the public sewer
shall no discharge through a backwater valve.
4. All roof drains shall discharge in a manner not to cause a public nuisance and not over
sidewalks.
5. Buildings or structures built before January 1, 1985 must have an asbestos survey
performed in order to apply for a demolition permit. Asbestos removal permits are
required if positive for such from Albemarle County and VDOLI. Contact VDOLI for their
additional requirements and permits for demotion projects at 540-562-3580 x131.
6. All water, sewer and fire lines require NEW inspection and testing procedures. The
ACSA performs any testing and inspections of the public sewer and water main(s). The
Albemarle County Building Inspections Department (ACBID) does a visual inspection
and witnesses the testing of the building drain, water service pipe and the sprinkler lead-
in connection. The developer/contractor is responsible to retain a Special Inspector as
outlined in the updated Albemarle County Policy for Site Utilities to perform the visual
inspection and testing of all utilities not covered by the ACSA or ACBID. This includes
building sewers, water and fire line branches between the main and the
meter(s)/building(s). The Special Inspector's report must be submitted and approved by

the Albemarle County Engineering Department prior to a Certificate of Occupancy being
issued.
Note to developer: Due to required distances from lot lines and structures as required by the
NFPA, underground propane tanks may be prohibited. Plan accordingly.
Response: Building Inspection notes have been added to sheet C-102.
Information Services (E911) / Elise Kiewra
Comment 1: Travelways A,B,C,D,E, will all require a road name. If travelway C will eventually
connect/ have an intersection with Archer Ave it will have to named Archer Ave.
Response 1: Private road C has been labeled as Archer Ave. Future roads names will be
finalized prior to next submission.
Service Authority / Richard Nelson
Comment 1: Submit a PDF and 2 hard copies of the utility plan and water/sewer data sheets
to ACSA.
Response 1: Acknowledged. Water/data sheets will be submitted under separate cover.
Comment 2: RWSA sewer capacity certification will be required.

Comment 4: The offsite sewer easement will need to be recorded with the Clerk's Office prior

Comment 1: This plan will be reviewed by the ARB on November 15, 2021. ARB action
letter/comments will be provided after that meeting.

Department of Transportation / Adam Moore
Comment 1: Please provide Auto -TURN diagrams for both entrances to demonstrate that 13'
lane widths will allow vehicles to turn into the development.
Response 1: Please see sheet C-308 for the Auto -Turn diagram which shows a fire truck
through the site.
Comment 2: Provide vertical profiles for both entrances.
Response 2: Vertical profiles have been added as requested.

Comment 3: Show a "Keep Right" sign (R4-7) at the beginning of the entrance median at
Ashcroft Dr.
Response 3: A "Keep Right" sign was added at the median on Ashwood Boulevard, on
both sides of the entrance median on Archer Ave, and at the intersection of
Seminole Trail and Travelway A.
Comment 4: The left -turn lane from Ashcroft Dr. needs at least 100' of taper. If there is not
enough room to build this, it will require a Design Waiver.
Response 4: The left turn lane on Ashwood Boulevard has been updated to have a 100'
taper.
Comment 5: The sight -distance -left profile for the entrance on Rte 29 comes as close as 3" to
the proposed ground. Tolerance this tight is impractical for highway construction.
Sight -distance -left will be checked before the applicable land -use permit is
closed.
Response 5: Comment Acknowledged.
Comment 6: The sight -distance -right for the entrance on Ashwood Blvd looks onto a 4-lane
divided highway. Redraw the sight -distance -right line and profile using the proper
distance from Table 2-5 of Appendix F of the Road Design Manual.
Response 6: The sight distance right for the entrance on Ashwood Blvd extends until it
gets to the T intersection on Seminole Trail.
Comment 7: The sight -distance lines for the Ashwood Blvd entrance appear to be hidden from
view on Sheet C-306. Please change the view settings so they are visible and
reprint.
Response 7: The sight distance line is now shown in plan view on sheet C-306.
Comment 8: Please show limits of mill and overlay in full lane widths required to complete this
work on plans, ensuring compliance with Standard Drawing WP-2.
Response 8: Mill and overlay limits are shown on sheets C-301 thru C-304
Comment 9: Note that the final plan must show conformance with the VDOT Road Design
Manual Appendices B(1) and F, as well as any other applicable standards,
regulations or other requirements.

Comment 1: The plan proposes to utilize public water & sewer systems for the new
construction. There does not appear to be any existing private wells that would
be affected according to both the site plan and VDH records.
Our records are spotty, but there does appear to be a number of existing septic
systems that served the former trailer park. Number of systems and their
locations are not documented. Therefore, I recommend that verbiage be added
to the plan to indicate that any septic tanks that are encountered be abandoned
in accordance with VDH policies and procedures.
Response 1: This note was added as note 3 under "Demolition Notes" on sheets C-200
thru C-204.
Department of Fire Rescue / Howard Lanomarsino
Comment 1: The plans indicate allowable building height of up to 65 feet. An emergency/fire
vehicle access road/route needs to provide an unobstructed travel way width of
20 ft. if buildings/structures are under 30 feet tall and 26 ft. on at least one side if
buildings /structures are over 30 feet tall.
Response 1: Archer Ave (Private Road C), Travelway B, and the parking lot on the east
side of Building 2 have been widened to 26' outside of parking to provide a
fire lane. Please see sheets C-301 thru C-303 for dimensions.
Comment 2: Where widths are such that parking will obstruct to minimum trave way width, no
parking markings/signs are required
Response 2: Acknowledged.
Comment 3: Emergency/fire vehicle access roads need to be clear of overhead obstructions
at 13 ft 6 in. and below. This includes trees and other natural obstruction.
Response 3: Acknowledged. Notes have been added to the plan to limb trees as
appropriate.
Comment 4: To accommodate fire apparatus, turn radii serving fire apparatus access must be
a minimum of 25ft., unless it is demonstrated in a suitable fashion that fire
apparatus can negotiate a proposed radius (for the calculation our ladder truck is
47 feet long with a 21 ft 42 in wheel base)
Response 4: Turning Radii have been updated to a min of 25' as requested.
Comment 5: Road grade cannot exceed 10%.

spacing in accordance with the required fire flow calculation (This generally starts
at 500 feet and arranged so that no building is more than 250 feet from a
hydrant, but the distances are further reduced as the required fire flow

before a connection is made to the system.

Comment 7: The location of existing utilities as shown on the plans is from data available at
the time of design and is not necessarily complete or accurate. The Contractor
shall be responsible for the verification of the location, size and depth of all
existing utilities, both surface and subsurface. The Contractor shall immediately
notify the Engineer of any discrepancies between the plans and field conditions.
The Contractor shall use due diligence to protect all utilities and structures from
damage at all times, whether shown on the plans or not. Damage to any existing
utilities shall be repaired by the Contractor to the original condition at no
additional cost to the Owner.

Comment 9: No blasting shall be permitted within 100 feet of RWSA facilities without written
permission and RWSA approval of the blasting plan. Ground monitoring during
blasting and a pre -blast survey may be required. For blasting within 100 feet of
any operative RWSA sewerlines, bypass pumping and/or pre- and post -CCTV
may be required. RWSA may also require certification from a licensed
professional engineer stating that the proposed blasting will not damage any
RWSA facilities. Damage to any utilities due to blasting shall be repaired by the
Contractor to the original condition at no additional cost to the Owner.

Comment 10: The contractor shall observe minimum separation requirements for utility
crossings. When a crossing is made under an existing facility, adequate

Comment 11: New water main installations shall be pressure tested, chlorinated, flushed and
have water samples approved prior to making any permanent connection to the
public water system. Approved methods of filling and flushing new water mains
