Hi Steve,
Below is a question from the Director of our Social Services Department.
You may recall that a similar question was also raised during the Community Meeting, so I'd like to get
input from you and/or George about it.
One of the required criteria to be discussed in the staff report comes from Section 33.4(c)(1) and speaks
to a proposal's"public need or benefit."
Any comment would be helpful. I would expect that this question will be raised at the Planning
Commission and/or Board meeting.

Thank you so much for checking in with us about this. Do you know if this proposed facility plans to
accept patients who are funded by Auxiliary grants (that is a benefit we administer), i.e. accept patients
with limited income? From the DSS perspective, what is most needed are facilities who will accept AG
or who will offer lower rates for customers. What I hear from my Adult Services staff is that there are
plenty of assisted living facilities that accept private pay customers with financial means. However, there
are too many private pay facilities that do not take auxiliary grants or special rates for our customers
with limited income. Is there a way to find out that information?

JT,
I have reviewed the above referenced ZMA and have the following comments:
• Water/sewer construction plan submittal to the ACSA will be required at the final site plan stage.
• Water and sewer infrastructure will be reviewed during the construction plan review.
• Additional fire hydrant coverage on site will be required (Fire/Rescue will comment on proper spacing and
placement).
• A master meter will be required for the assisted living building.
• Water service will be supplied through the Stillhouse pressure band.
• A grease interceptor will be required.
• RWSA Wastewater Capacity Certification may be required at the final site plan stage. If required the ACSA will
file for this certification.
I have CC'ed Robbie Gilmer because he will handle fire hydrant placement and density for the site (I am not familiar with
the requirements for an assisted living building). None of the comments above affect our position on the ZMA so I
hereby recommend approval of ZMA201600015.
