County of Albemarle Department of Community Development ' Memorandum To: Claudette Grant From: Bill Fritz Division: Zoning and Current Development Date: November 28, 2007 Subject: ZMA 2007—04 Oakleigh Farm I have reviewed the plans submitted for this application and offer the following comments: 1. The applicant has submitted a request for a modification of parking. I have reviewed and approved the modification as provided for by Section 4.12.2(c)subject to conditions. Specifically the following has been approved. The modification is for Block 1 only. The required parking for the buildings shown is 142 spaces. A reduction of 41 spaces is approved resulting in 101 spaces being required. This approval was granted due to the different hours of usage between residential and office use and the presence of a bus stop in close proximity to this site. The approval is subject to two conditions: a. 8 parking spaces near building"A"shall be marked as resident only. b. 8 parking spaces near building`B"shall be marked as resident only. c. A sidewalk will be required between the parking lot adjacent to building"D"and the parking lot adjacent to building`B". This sidewalk will be required at the time of site plan approval. No proffer or amendment of the plan is required prior to review of the rezoning as these conditions may be enforced administratively. However,I recommend that the Planning Commission and Board of Supervisors be made aware that a parking modification has been approved as it may factor in the decision making.
