We have attempted to address all the issues to the best our ability and feel scheduling a Planning Commission hearing is the next step. Unless there are some extreme circumstances for postponing this we would appreciate you arranging us to be on the next available agenda. Planning and Community Development- Planning Division (Joan McDowell) 1. You will find on the Concept Plan the area proposed to be considered for this Special Use Permit request. 2. As we discussed in our meeting on August 12th, the applicant does not want to remove the notes referencing a future horse farm or the potential (future) lot line. Having these on the "concept" plan illustrates to everyone the sincerity and commitment the applicant has to preserving this front area and not including it into the SUP request. 3. TMP 94-21 N1 has been shown and identified on the Existing Conditions Plan. The same TMP has also been shown on the Concept Plan for reference purposes. 4. The existing well has been shown within TMP 94-21N1 on the Existing Conditions Plan. 5. Please see the Certified Engineer's Report for additional details in the Business Operations section starting on page 3. 6. There will not be an above -ground water storage tank as shown previously. 7. Water is needed primarily for maintaining the proper moisture content in the aging process, as well as for dust control, vehicular washing, typical bathroom and kitchen sink uses and for emergency situations. 8. Water will be pulled from the existing well located on TMP 94-21 N1. Water from this well will then be stored in underground tanks above and behind the office/shop. 9. The water consumption was derived from normal activities of any office use as well as talking to similar wood processing facilities. Further explanation can be found in the Tier III Report submitted to the County by Virginia Groundwater, LLC. 10. There will be no other wells used outside the property. 11. Existing conditions have been shown accurately on the Existing Conditions Plan. 12. This information can be found on the Concept Plan. Ms. Joan McDowell Page 2 13. The proposed site, as stated before in the application, provides no changes to the surrounding character as viewed from the road or the adjacent properties. The site is situated where views and noises are eliminated as discussed in the Certified Engineer's Report. The proposed site will improve Albemarle County's concerns and issues with open -burning, landfill storage and VDOT's, as well as the local opinion of the dangerous intersection of Route 250 and 794. 14. There should not be any impact to the adjacent farms or residents. As for the by -right uses, there does not appear to be any impacts associated with the listed items as a result of this request. 15. Please see the Certified Engineer's Report for additional details in the Business Operations section starting on page 3. 16. Please see the Certified Engineer's Report for additional details (located in the Performance Standards section beginning on page 8) regarding the noise for each equipment as well as the Audible Testing Plan. 17. This is included in this submission. 18. Please see the Certified Engineer's Report section entitled Performance Standards (beginning on page 8) for additional details. 19. Please see the Existing Conditions Plan. 20. There will not be any hazardous material except for fuel used or stored on-site. Please see the Certified Engineer's Report for additional details. In most cases, all equipment will be repaired in the shop. In certain circumstances, where a vehicle breaks down outside in any of the processing areas an equipment specialist will be called out to fix the problem as it is normally done on other construction sites. 21. The building will be a split-level structure. The office is expected to be 10' while the shop portion of the structure will be 20'. All in all, the structure will be less than 30' in height. This is discussed in the Certified Engineer's Report and also noted on the Concept Plan. 22. Please see the Certified Engineer's Report section entitled Performance Standards- Hazardous/Chemical Storage on page 8 for additional details. 23. Please reiterate your question more clearly if it's still applicable after reviewing the information submitted. Water Resources Manager (Josh Rubinstein) 1. In response to all your raised questions/concerns please see the revised Tier III Report, dated XXX, from Virginia Groundwater, LLC. If you have any other questions please call me directly. Engineering (Glenn Brooks) 1. All streams have been shown and noted on the plans. 2. A Certified Engineer's Report has been included in this submission. 3. An (anticipated) Traffic Analysis is included in the Certified Engineer's Report. 4. We have shown on the Concept Plan the different types of surfacing, grades, accessibility, types of curb (when applicable) and how the different areas are separated in accordance with Section 18.4.12.15. I'm sure any additional refinements can be made during the site plan phase of the project. Ms. Joan McDowell Page 3 VDOT (Joel DeNunzio) 1. No objections or comments were provided. As for some confusion regarding the retail component, the Applicant believes there will be no more than 25 trips per week from individuals looking to pick up mulch for their personal home/gardening improvement projects. There will not be any other retail purpose other than pick up on-site. If you have other questions please call me. Zoning and Current Development (Bill Fritz) 1. We are not seeking a site plan waiver. We understand this will be handled separately should we receive our Special Use Permit. 2. A subdivision plat will be submitted following the Special Use Permit- once approved. For interim purposes, we have tried to be up -front in showing neighbors and the County we have every intension of subdividing this land where the front portion would remain Rural Areas. 3. Specific species will be determined in the Site Plan process. Otherwise, there were no actions required from this comment. 4. Fuel storage will be located aboveground behind the shop. All equipment will predominately be serviced in the shop. However, in some instances equipment servicing will be done elsewhere on-site due to issues prohibiting the equipment being moved. Additional detail is provided in the Certified Engineer's Report in the section entitled Performance Standards. 5. We have shown on the Concept Plan the different types of surfacing, grades, accessibility, types of curb (when applicable) and how the different areas are separated in accordance with Section 18.4.12.15. Modification request are not anticipated at this time. Thomas Jefferson Health Department 1. No comments provided. Fire Department (Steve Walton) 1. No comments provided but information was provided to the Applicant during a site visit on August 15tH Architectural Review Board (Margaret Maliszewski) 1. No objections or comments were provided. Historic Preservation (Margaret Maliszewski) 1. No objections or comments were provided. Natural Resources/Stream Buffer Protection/Planning (Tamara Ambler) 1. We understand stream buffer mitigation will be necessary due in part to the disturbance caused by our reconstructed driveway/access road. 2. Information regarding the dyes and other chemicals are included in the Certified Engineer's Report.
