Dear Mr. Shimp:
The Site Review Committee has reviewed the development proposal referenced above. Initial comments
from the following divisions of the Department of Community Development and other agencies, as
applicable, are attached:

[32.5.2(a)] Please update the site plan application number in the title to SDP202100021. Comment
addressed.
2. [32.5.2(a)] Please update the Tax Map and Parcel reference to TMP 56A2-01-7 or 056A2-01-00-00700, to
avoid confusion. Comment addressed.
3. [32.6.2(h)] Please include a signature panel on Sheet Cl. Comment addressed.
4. [32.5.2(a)] Please update the conditions pasted into Sheet C2 to reflect the Conditions approved alongside
SE202000022 and SP202000015, both approved on February 3, 2021. Comment addressed.
5. [32.5.2(o)] The Site Plan and Concept Plan reflect a proposed property line that shows a portion of the
property being dedicated to the Right of Way. In order to dedicate land to public right-of-way, a Special Lot
Application must be submitted, reviewed, approved, and recorded prior to approval of the major amendment.
This can be combined with the easement plat mentioned below in comment 6, provided that all applicable
regulations for easement plats (Section 14-208.2) of the Subdivision Ordinance, and all applicable
regulations for Special Lot applications (Section 14-207) are met. Comment stands. Please submit a
combination Special Lot and Easement Plat that shows all ROW adjustments and proposed
easements.
6. [32.5.2(a) and 32.6.2(e)] Please see condition #4 of SP202000015. It appears that the existing public
drainage easement will need to be relocated in order to install the rear parking lot. Planning staff have
sent a copy of the major amendment to FES for review. Please address the following:
a. Work with FES and Engineering to relocate the public drainage easement as shown on the
concept plan and identified in Condition Number 4 of the Special Use Permit conditions.
Comment addressed. The rear parking lot has been removed.
b. The existing easement also needs to be shown on the existing conditions sheet with its
recorded instrument number. Comment addressed.
c. A new easement plat will likely be required in order to relocate the drainage channel and its
corresponding easement. Once FES confirms where the drainage channel should be moved
to, please update the grading and drainage plans as necessary. Show a new public easement
over the drainage channel. Once the easement plat is recorded, state the new instrument
number in the easement label/callout. Comment addressed.
7. [32.5.2(a)] Asper the conditions of the SP the plan is subject to ARB approval of the landscaping.
ARB may additionally have comments on the proposed lighting plan. Comment addressed, see
ARB comments below.
8. [32.5.2(a)] Please show and callout any proposed bicycle facilities as shown on the concept plan.
Comment addressed.
9. [32.5.2(a)] Screening is shown on the south side of the property on the concept plan adjacent to the
vehicular travel way and parking area. Pending ARB review/comment on this matter, a fence may
need to be installed in accordance with the concept plan.
a. If so, provide a construction detail of the fence in profile view that identifies the materials and
dimensions of the proposed fence.
b. Label the fence location on the site plan drawings.
Comments addressed. See comment 14 below for further comments about necessary
screening.
10. [32.6.2(k) and 4.171 Add the standard lighting comment below.
a. Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall
be a full cutoff luminaire and shall be arranged or shielded to reflect light away from
adjoining residential districts and away from adjacent roads. The spillover of lightingfrom
luminaires onto public roads and property in residential or rural areas zoning districts shall
not exceed one-halffootcandle. Comment addressed.
11. There is an outstanding notice fee of $435 due. Please see email to Applicant on 3-26-2021.

12. [4.12.13 and 4.12.19] Per applicant comment response letter to the first Site Review Committee comments,
no dumpster pads are shown because "totes will be sufficient." County Code 18-4.12.13 (e), "each site plan
that depicts a commercial or industrial building of 4,000 gross square feet or more shall provide a dumpster
pad that does not impede any required parking or loading spaces, nor any pedestrian or vehicular
circulation aisles."
a. Please provide a dumpster pad that meets the design and screening requirements of Section
4.12.19.
13. [32.7.9.7(a)(2)] Provide screening along the southern property line adjacent to the five (5) parking spaces
adjacent to TMP 56-11 as shown on the concept plan and as required by Section 32.7.9.7(a)(2). See ARB
comment below.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Shimp Engineering, P.C., dated
20 July 2020, revised 22 March 2021, and find it to be generally acceptable.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at
(434) 422-9399 for information pertaining to this process.
