The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as prepared by Collins Engineering, dated 28
December 2021, and offers the following comments:
1. The Revision Summary on Sheet 1 states the 12/28/21 version was "Revised per
Albemarle County & ACSA comments." Were VDOT's comments dated 2 December
2021 reviewed by the Engineer? Comments 2 thru 15 are repeats from that letter.
2. The parallel parking spaces on Mary Jackson Ct are too close to the intersection with
Galaxie Farms Ln according to Section 2, Appendix A(1) of the Road Design Manual.
3. Ensure the vertical grades of all internal roads conform to Section 4-E, Appendix 13(1) of
the Road Design Manual.
4. The sight -distance -right from Vera Rubin PI North appears to cut across the parallel
parking spots on Mary Jackson Ct. The parking spot must be moved to maintain sight
distance.
5. There is a sight -distance easement shown across Lot 59 and the greens space north of
Mary Jackson Ct to accommodate the sight distance for Vera Rubin PI South. Since Vera
Rubin PI is a private road, who will maintain this easement? The Department does not
maintain sight distance for private entrances.
6. The location of the mail kiosk should probably be reconsidered, given previous
comments on the location of parallel parking spaces.
7. Sheet 12 shows a 140' approach taper for the entrance on Rte 20, while Sheet 4 shows a
200' taper. Please resolve this discrepancy.
8. Show sight distance triangles and profiles for the entrance onto Rte 20.
9. Use 2" of SM 12.0 on Rte 20.
10. A full MOT plan, showing proposed locations of signs and traffic -control measures will be
required when applying for the street connection permit.

11. Show the location of signs conforming to 24 VAC 30-92-60 paragraph C2 on the stub -out for
Mary Jackson Ct.
12. Show pavement markings on Rte 20 and specify material type.
13. Several flow velocities on Sheet 15 are showing faster than 10 fps. How is the potential for
abrasion being mitigated in these pipes?
14. Due to the level of items noted in this review, these comments may not be exhaustive.
15. Note that the final plan must show conformance with the VDOT Road Design Manual
Appendices B(1) and F, as well as any other applicable standards, regulations or other
requirements.
