Under Section 8 . 5 . 6 . 3 of the Zoning Ordinance, I, as the agent may allow minor modifications to approved PRD plans. Given the maintenance of open space area and no change in the total numer of lots approved in the PRD, the modification appears consistent with the spirit and concept of the approved application plan. Given the September 2 , 1993 Site Review meeting, the change will be in accord with the regulations currently in effect. Therefore, as agent, I will grant this modification. Hipski, Planner DATE: September 16, 1993 RE: Redfields General Development Plan Modification Request Pursuant to Section 8.5.6.3 of the Zoning Ordinance, the applicant has requested a minor modification of the Rezoning Plan (see attached letter). The applicant has recently resubmitted Redfields, Phase 2A Final Plat. Although their September 15, 1993 letter indicates an increase of 4 units in Phase 2A only, Sheet 8 of 25 indicates a total of 57 lots will ultimately be constructed with Phase 2. The rezoning plan (ZMA-91-08), states only 49 Single Family Detached units may be constructed. Therefore, there appears to be an increase of eight units to be built in this area. Four additional units are to be served by Road L (Canvas Back Lane) and four more units shall be constructed in subsequent approvals. As of this writing, Phase 1 contains a total of 76 single family detached residential units (approved 121) and 17 townhouse units (approved 20). Therefore, there is no increase in unit numbers, rather a redistribution. I have discussed these changes with Dan Franco of the Engineering Department who indicated these changes will not alter previous road plan approvals. In the September 15, 1993 letter, the applicant appears willing to maintain the same open space area as originally approved, except for acreage devoted to the Albemarle County Service Authority. Given the maintenance of open space area and the total lot number, the modification appears consistent with the spirit and concept of the approved application plan. Given that the total lot number does not change, this modification complies with the Comprehensive Plan. Given the September 2, 1993 Site Review Meeting, the change will be in accord with the regulations currently in effect. We have conducted market and engineering analysis of the proposed phase and, based on these studies, have added four (4) residential and one additional lot to be dedicated to the ACSA for pump station use. The street (Canvas Back Lane) will now support 31 lots as opposed to the original 26 shown on the GDP. Please note the following: 1. The addition of the four residential lots does not alter the open space requirements as indicated by the current PRD zoning regulations. The addition of the pump station lot slightly lowers the open space by 15,015 sf(0.34 acres). This changes the total project open space area to 45.5% from the 47.1% shown on the existing GDP. Please note that the addition of this pump station lot is a requirement to serve the residential area with sewer. 2. The addition of the four single family lots does not affect the allowable density for single family lots within the PRD. 3. The additional vehicle trips per day have been accounted for by increasing "Canvas Back Lane" from a 24' to 30' width as per VDOT subdivision design requirements. Based on these points, we respectfully request a minor modification to the current Redfields GDP to allow the additional lots as indicated by the enclosed exhibit.
