Final Site Plan
The Site Review Committee reviewed the above referenced plan/plat
on September 2, 1993. Pertinent comments from the following
agencies are attached:

No plan/plat will be scheduled for Planning Commission review
until all necessary information and items marked with ** on the
comments are submitted, in a form satisfactory to the Director of
Planning and Community Development.
Provided that you meet the stated deadline for revisions , and
the revisions are satisfactory, your plan/plat will be heard
by the Planning Commission on October 5, 1993, 7 : 00 p.m. ,
Meeting Room #7 , Second Floor, County Office Building,
401 McIntire Road. THE APPLICANT OR A REPRESENTATIVE MUST
BE PRESENT AT THE PLANNING COMMISSION MEETING.
The Planning Commission will not review plans/plats which
occasion sight distance, grading, or other easements (excluding
those for public utilities) , without evidence from the developer
that permission is obtainable. This evidence must be submitted
by the revision deadline for this item to proceed to the Planning
Commission at the above-noted date.
In such case in which the developer does not revise the plan to
include recommendations of the committee, the developer shall
submit in writing to the agent by the revision date a statement
as to the reasons and justification for not incorporating such
recommendations in the revised plan.

SITE REVIEW COMMENTS - SUB-93-105 - REDFIELDS PHASE 2A FINAL SITE
PLAN
** 1. Variation in site development plans and subdivision
plats from approved PRD application plans may be
permitted by the Director of Planning and Community
Development ( Section 8 . 5 . 6 . 3 of the Zoning Ordinance) .
The Director may administratively approve minor
modifications after finding that such variations are
generally in keeping with the spirit and concept of the
approved application plan; in accordance with the
Comprehensive Plan; and in accordance with the
regulations currently in effect.
Sheet 8 of 25 indicates a total of 57 lots shall
ultimately be constructed with Phase 2 . However, the
rezoning plan allowed "49 suburban single family
detached residential units" . "Road L" , or "Canvas Back
Lane" , was allowed a total of 26 units. This plan,
however, creates a total of 30 residential lots and one
pump station lot. Confirm this increase does not
interfere with prior road approvals for vehicle trips
allowed. The previous rezoning plan indicated 23 . 4
acres shall be "Open Space and one Single Family
detached" . Confirm that at lease 23 . 4 acres shall
remain as "Open Space and one single family detached"
in Phase 2 . ( See comment 2 ) .
Once these items have been addressed, be sure to revise
Page 3 of 25 of the packet to redistribute these lots .
Be sure the total number of lots does not exceed the
original approval nor the Open Space area decrease in
size. These variations must comply with Section
8. 5 . 6 . 3 . Therefore, request from the Director of
Planning and Community Development a variation of the
Redfields Zoning Plan in accord with Section 8 . 5 . 6 . 3 .
to allow a new distribution of lots in Phase 2 . Please
call me if you have any questions .
** L.- Remove reference to "future development" on Page 6 of
25 , replace with "Open Space and one Single Family
Dwelling" . Staff cannot administratively approve this
variation.
** 3 . Zoning Proffer 4 states:
"The proposed recreation center shall be constructed
with Phase I" .
I understand the applicant has had extensive
discussions with both the Zoning Administrator and the
Director of Planning and Community Development. Ms .
Thorpe of the Zoning Department clearly noted in her
comments that her approval will not be issued until a
building permit has been has been issued and
construction started for the recreation center. I am
confirming this issue with the Director of Planning and
Community Development. If you have any comments
regarding timing, please contact me, or Babette, as
soon as possible.
4 . I have discussed the pump station location with the
Albemarle County Service Authority. I understand that,
given design constraints such as slope, this location
may be difficult to change. This department, however,
is concerned about possible conflicts between
residential lots and noxious characteristics of pump
stations (visual, noise, odor) .
** 5. If the pump station shall remain at its proposed
location, this department will require screening
between the pump station and residential lots . Provide
a double staggered row of wet tolerable screening
trees, spaced fifteen ( 15 ) feet on center. Note "This
screening shall be maintained and replaced if any
should die".
** 6 . Be sure to note the pump station shall be dedicated to
the Albemarle County Service Authority.
** 7 . On Page 6 of 25 , be sure to note the access easement to
the pumping station. Also, note that the setback must
be 20 feet. If you wish to modify this setback, submit
a request in accord of Section 8 . 6 . 5 . 3 ( see comment 1 ) .
** 8 . A landscape plan shall be required for the double
frontage lots ( lots 25 , 26 ,' 27, 28 , 29 and 30 ) .
** 9. Address comments from all other agencies .

Redfields Phase 2-A Preliminary Plat (SUB-93-105)
Watershed Boundary - Upper Rivanna River watershed, Moores Creek subwatershed
Streams/Watercourses - Intermittent streams as shown on site plan. An intermittent tributary
to Moores Creek runs along the eastern edge of the parcel. Moores Creek roughly follows the
railroad tracks at the northern tip of the parcel.
Wetlands - 2 ponds are associated with the intermittent stream at the eastern edge of the
parcel.
Water Resources Protection Areas Ordinance - Applies only to the main stem of Moores
Creek along the parcel's northern edge. Moores Creek does not seem to be affected by this
phase of the development.
Final Plat approval will not be granted until satisfactory address of the following:
1. Subdivision plat should be at 1" = 100' and the maximum sheet size should be 11"x18"
with a 1" border;
2. The drainage easements associated with the VDOT right-of-way shown on the
subdivision plat (sheet 6/25) should be dedicated to public use;
3. The portion of the drainage easements between lots 18/19 and 6/7 and 10' below the
outfall of the drainage pipe extending beyond the VDOT right-of-way should be
dedicated to public use; and
4. Department of Engineering approval of grading and drainage plans and calculations.

5. Completion of the stormwater detention facility, partially bonded under the phase 1B
erosion control bond or submittal of calculations which demonstrate that the existing
structure provides adequate stormwater detention for 2A and all previously approved
improvements;
6. Recordation of a County standard "Maintenance Agreement" (see attached) is required
for the stormwater management facility.
7. Department of Engineering approval of the Erosion & Sediment Control Plan.

Site Review Comments
1. You and I have discussed with the applicant the timing
involved between reviewing this plan and the construction of
the recreation center. As you know, proffer #4 of ZMA-89-18
stated: "The proposed recreation center shall be
constructed with Phase 1" . The Zoning Administrator has
agreed that we can accept this plan for review, without the
recreation facility having been built. We will not issue
tentative approval for phase 2A unless a building permit has
been issued for the recreation center. We will not issue
final approval until construction has begun on the pool.
Please discuss this with the Director of Planning to insure
that he concurs with this approach.
2 . Proffer #8 (2) of ZMA-89-18 calls for a 20-foot open space
strip and landscape easement adjacent to Tax Map 76, parcel
49B. Please have the applicant show this open space and
easement.
3 . Please clarify the intent of the easements shown on Lots 20
through 30. Will these areas be graded and replanted? Or
are these to be areas in which no clearing or grading is to
take place?
