If this project were approved under the site plan regulations, we could clearly require landscaping under Section 32 .7 . We could also require that the trees be bonded, if the developer did not wish to plant them before receiving a certificate of occupancy for the first dwelling in this project. Phase 2A of Redfields is being reviewed as a plat, however, not a plan. If the Subdivision Ordinance requires plantings for. double-frontage lots, then the developer must plant them before the final plat is approved, or bond them if he does not wish to plant immediately. Before a bond is required for the landscaping, I would like something from your Department for our files identifying the section of the Subdivision Ordinance that requires landscaping in this case (perhaps 18-36 (m) . I do not believe that the landscaping was required as part of the rezoning. Of course, if it shows up on the application plan, we could require that it be planted and, if not planted, then bonded. Please let me know what you discover.
